Programme Unit Manager Job in Nairobi Kenya – Australia Awards for Africa Programme (AAAP) – KES 150-200K

GRM International is a leading project development organisation with offices operating throughout the world.
We are currently recruiting a number of positions for the Australia Awards for Africa Program in our office located in Nairobi.
The Australia Awards for Africa Programme (AAAP) is a key component of the Australian Government’s development assistance to targeted countries in Africa.
This three year contract aims to provide 1000 scholarships per year across almost all of Africa, covering post-graduate courses, short courses and professional development through work attachments.

Duration: End Date 31 December 2013 with 2 year option to extend.

Functions:
·         Supervise and quality assure (QA) administrative and logistics processes of the AAAP for all classes of Award (Long Term, Short Course and Professional Development Awards);
·         Supervise all Programme Assistants (PAs) in carrying out their duties;
·         Work closely with the various Program counterparts including AusAID, Student Contact Officers (SCOs), Coordinating Authorities, regional agents, IT subcontractors and other Program staff to coordinate the effective implementation of the AAAP
·         Report to the Team Leader regularly of progress or difficulties being encountered, including recommendations; and
·         Liaise closely with GRM Support Staff including the Team Leader, GRM-ADS Project Manager, Project Coordinator and Project Accountant on financial aspects of the Program.
Duties and Responsibilities:
·         Supervise, quality assure (QA) and assist in the planning and implementation of all stages of the Awards process for all classes of Award.
·         Supervise, QA and assist in all event planning and implementation (shortlisting, interviews, predeparture briefings, workshops, mobilisation of students).
·         Ensure that all Awards processes are implemented in accordance with the Quality Assurance Manual at all times.
·         Assist in the creation of a training programme for Programme Assistants and other staff as necessary.
·         Assist in the delivery of the training programmes.
·         Supervise and quality assure Programme Assistants in all aspects of their tasks throughout the Awards process for all classes of Awards.
·         Oversee and QA all visa and institution application processes.
·         Liaise with the Team Leader and other relevant staff in order to collect relevant information for the AAAP review, reports and Monitoring and Evaluation (M&E) system, including capturing lessons learned.
·         Assist the Team Leader and M&E Specialist to manage risks inherent in the Programme.
·         Assist the Team Leader with the first drafts of required reports.
·         In collaboration with the Team Leader and other relevant staff, assist and QA the updating of the QAM on a regular basis.
·         Coordinate weekly progress reports of the Program Assistants and present to the Team Leader.
·         Arrange and manage all secretariat functions (arrangements, agendas, documentation, minutes etc) for regular weekly staff meetings and other ad-hoc meetings as necessary.
·         Participate in relevant HR and performance management processes.
·         In liaison with the Communications Coordinator, assist and QA various communications and / or promotions activities as necessary, including overseeing PAs.
·         In liaison with the Finance and Contracts Coordinator, assist and QA financial activities (e.g. quote collection and analysis, consolidation of costs and expenses etc) as necessary.
·         Quality assure all filing activities (hard- and soft-copy) are correctly implemented to ensure complete records are kept.
·         In liaison with the M&E Coordinator, assist and QA activities relating to Alumni as necessary.
·         Other reasonable duties as directed by the Team Leader or his delegate.
Key Selection Critieria:
Required skills/experience (selection criteria):
·         Tertiary Qualifications in a relevant field.
·         Experience in the Project Field preferably in Scholarships.
·         Exceptional standard of verbal communication skills.
·         Ability to resolve complex issues, build solid relationships and deliver outcomes.
·         Ability to work under pressure and balance several competing tasks at once.
·         Demonstrated people skills with a flexible and collaborative personal style
·         Ability to resource in the right place to smoothly manage peak time periods and labour intensive tasks and respond to changing Australian Government priorities.
·         Fluency in written and spoken English
·         Fluency in any/all Portuguese, French, Arabic languages would be highly desirable.
