Legal Program Officer

Responsibilities

·         Research and prepare legal briefs on legal issues confronted by the office.
·         Ensure up to date documentation of important legal paper work.
·         Assist the legal consultants in follow up actions pursuant to meetings, MOUs, legal deeds and annual returns.
·         Compile any required information, maintain documentation and periodically update the Chief Executive Officer (CEO) and the Legal and Human Rights Committee of the Council of Governors.
·         Review and provide feedback on legal aspects of all Committee of the Council of Governors.
·         Enhance support and networking with the County Attorneys forum and other Sectorial County Executive Committees.
·         Maintain and provide access to statutory registers that inform all the CoG Committees
·         Ensure the Council of Governors Secretariat’s compliance with regulatory requirements such as annual submission of legal, financial and other mandatory reports.
·         Supervise the staff in your section.
·         Any other related duties as may be assigned by the supervisor

Qualifications

·         A law degree from recognized University
·         Master’s degree in Law will be an added advantage
·         An advocate of the high court of Kenya
·         Hold a valid practicing certificate
·         Member of the Law Society of Kenya
·         Advanced computer applications
·         A member of the Institute of Certified Public Secretaries of Kenya
·         Minimum of 6 years’ experience with at least 3 years at supervisory level

Program Officer – Gender
To enable the Council achieve its mandate and vision, the Council wishes to recruit results oriented individual with drive, vision and creativity to fill the following position: Program Officer – Gender
Position Summary
The Program Officer – Gender will work closely with the Gender Committee of Council of Governors to support the integration of a gender approach in policies, legislation and other County Strategy.

Responsibilities

·         Reporting to the Director Programs, Program Officer – Gender will perform the following duties:
·         Serve as technical advisor to Committee clerks and field programs in gender equality, women’s empowerment, and gender analysis
·         Maintain up –to –date statistics and gender program data in collaboration with M&E for gender related performance reporting.
·         Develop a tool to assess gender mainstreaming at CoG and Counties and track gender mainstreaming.
·         Develop a gender action plan for the Council of Governors.
·         Continuously report on progress and lessons learned on gender mainstreaming at the
·         Counties while tracking national policy and legislation on the same
·         Designing a system of monitoring and evaluating project achievement related to gender.
·         Development of a simple database of gender experts who would be available, as required to support Counties in gender mainstreaming including in the development plans such as CIDPs
·         Drafting a coherent and consistent project proposal and elaborating a budget for the proposed project activities.
·         Lead development of proposals for gender equality and women’s empowerment.
·         Participate in divisional and cross-divisional program/project planning and proposal development, including mainstreaming gender equality into all CoG’s proposals and programs.
·         Responsible for integrating and monitoring gender – related project indicators to promote and document equal opportunity gender equality in project interventions.
·         With M&E officer and committee clerks measure the effectiveness of the sexual and discriminatory harassment reporting system.
·         Actively coordinate program work on gender with other partners, both within government, implementing agencies and donors.
·         Document best practices and lessons learned in implementing gender equality activities.
·         Write report, success stories, technical briefs and abstracts for presentations.
·         Perform any other duties as assigned by supervisor.

Qualifications 

·         A Degree in Gender Studies and/or Development Studies, Law, Public Administration or any other relevant social sciences field.
·         Possession of a relevant Master’s degree from a university recognized in Kenya will be considered an added advantage
·         A minimum of 6 years relevant experience in democracy and governance especially in
·         Devolution and gender expertise/assignments;
·         An understanding of the Kenya Constitution 2010 and devolution related legislations;
·         Understanding of international conventions on gender equality and women’s empowerment.

Trade & Cooperation Program Officer
To enable the Council achieve its mandate and vision, the Council wishes to recruit results oriented individual with drive, vision and creativity to fill the following position: PROGRAM OFFICER – TRADE AND COOPERATIVE

Responsibilities

·         Reporting to the Director Programs, Program Officer – Trade and Cooperative will perform the following duties:
·         Review and monitor policy and legislation on matters relating County Trade; National Investment Policy, Trade Policy and Special Economic Zone Bill.
·         To advise the Council on Legislative amendments and intervention areas therein on all sectoral matters such as amendment to the Micro and Small Enterprises Amendment Bill2015.
·         To advise County Governments on matters of policy and legislation with respect to
·         County functions such as legislation on Trade, Property and agricultural products.
·         To coordinate and harmonize the Council’s position on matters of Trade and Investment relations between the two levels of government.
To provide a forum for consultation on matters of Taxation for County Governments to facilitate enabling environment for investment.
·         Guiding and supervising the implementation of Government policies, strategies and programs on domestic trade and investment and Cooperatives. Coordinating planning and Administration of trade and investment and Cooperatives functions of the Counties.
·         Consult with County Governments on issues related to the Sector
·         Coordinate the Intergovernmental Issues related to the sector
·         Attend to correspondents relating to the Sector
·         Link with Counties to support the regional blocs
·         Link with Counties in development of trade development, investment programs and interactive trade fora.
·         Assist counties in PPPs when requested to do so
·         Assist in project planning and implementation on need basis
·         In addition, the Officer will be required to coordinate the preparation of COG work plans,setting of performance targets and budget estimates;

Qualifications 

·         Bachelor’s Degree in Commerce/Economics/Business Administration, Cooperatives /International Trade or its equivalent qualifications from a recognized University.
·         Possession of a relevant Master’s degree from a university recognized in Kenya will be considered an added advantage
·         A minimum of 4 years relevant experience.
·         Demonstrated professional competence and outstanding capability in Trade Development Services.

Procurement Assistant

Responsibilities

·         Reporting to the Procurement Officer, the Procurement Assistant will be responsible for:
·         Arranging for the supply/allocation of office equipment and supplies, materials, and vehicles as required by the Department.
·         Preparation of specifications, tenders and schedules; obtaining and negotiating prices; obtaining quotations and placing orders and processing invoices.
·         To ensure that goods purchased are to specification in terms of quality, quantity and delivery and to advice on those suppliers who fail to meet specifications.
·         To liaise with other Departments in order to maximize the benefits of bulk purchase.
·         Receives purchase and  check requests from thought the COG Departments, checks for
accuracy and forwards to procurement officer.
·         Maintains contact with vendors regarding orders and merchandise.
·         Receives Inspects, and Distributes merchandise to appropriate individuals identifies minority firms as possible suppliers.
·         Prepares periodic reports related to purchasing, inventory control.
·         Conducts annual on-site inventory, prepares inventory listings to include the location and status of all equipment.
·         Evaluates the quality and appropriateness of supplies and equipment, conducts cost/ quality comparisons prior to submitting requests to the procurement officer.
·         Confers with official from all departments to determine purchasing needs.
·         Obtains and updates information on open market and contract purchase prices.
·         Coordinates expenditure records with COG’S Accounts payable to assure prompt and accurate payments.
·         Procuring of venues for Governors, Deputy Governors and other stakeholders.
·         Any other duty as assigned.

Qualifications

·         A degree in procurement from a locally recognized university;
·         A relevant professional course in procurement
·         A member of the Kenya Institute of Management.

Stores Assistant

Responsibilities

·         Reporting to the Procurement Officer, Stores Assistant will perform the following duties:
·         Receive, check and sign for goods received from suppliers.
·         Keep goods received in good conditions awaiting collection by user
·         Prepare Stores Receipt Vouchers for payment to suppliers.
·         Prepare Returned Stores Record.
·         Coordinate Preparation of inspection and approval for technical items and goods/services above the threshold of Ksh 30,000.
·         Coordinate the Issuance gate/issue note pass as a means of authorizing items to leave stores premises.
·         Inform the user department on the availability of goods awaiting collection.
·         Perform any other duty as directed by team leader.
·         Keep stores under safe storage – secure from pilferage, contamination and deterioration.
·         Ensure goods from suppliers are of the right quality and quantity according to specification.
·         Keep records of receipts and issues of goods.
·         Co-ordinate transport for delivery of goods to various counties for items received by the Council on their behalf
·         Prepare monthly stores accounts that combine all the stores
·         Update monthly stock issues records and send details to the team leader.
·         Prepare the requisite documents to facilitate payments to suppliers.
·         Participate in annual stock-taking.
·         Monitor the stock of consumables and advise the team leader for replenishment
·         Advise on retire boarded stores according to the Public Procurement Asset Disposal Act 2015 and Regulations.
·         Participate in disposal committee meetings

Administration Assistant
To enable the Council achieve its mandate and vision, the Council wishes to recruit results oriented individual with drive, vision and creativity to fill the following position: ADMINISTRATION ASSISTANT

Responsibilities

·         Reporting to the Head of Administration, the Administration Assistant will perform the following duties and responsibilities:
·         Coordinating the review and implementation of administration policies and procedures.
·         Managing the COG Office in liaison with the relevant service providers.
·         Handling service contracts and ensuring effective discharge of the contracts.
·         Ensuring proper management of insurance policies.
·         Managing the efficient provision of office space, office equipment/furniture and supplies.
·         Developing and implementing the disposal plan for obsolete, unusable stores and equipment.
·         Managing the functions of the registry, transport, and secretarial bureau
·         Provide support at the reception area through responding to inquiries regarding the Council of Governors.
·         Schedules and coordinates meetings, appointments and travel arrangements;
·         Assist in the planning and preparation of meetings, conferences and workshops.
·         Performs a variety of administrative and clerical duties in support of the CoG technical department and strictly ensures that the necessary administrative work is implemented within established timelines;
·         Performs various office works which require good computer knowledge (e.g. typing of standard correspondence, filing, photocopies, updating of lists);
·         Support in visa processing for County official and staff on duty travel and follows up on visa issuance.

Legal & Human Rights Committee Internship
The Council of Governors (CoG) is established under Section 19 of the Intergovernmental Relations Act 2012 with the mandate to provide a mechanism for consultation amongst County Governments, share information on performance of the counties in execution of their functions, facilitate capacity building for governors, and consider reports from other intergovernmental forums on national and county interests amongst other functions (Section 20).
Overall responsibility
Support the Legal and Technical Departments in Legislative Monitoring and Research.

Responsibilities

·         The specific duties and responsibilities will include:
·         Monitoring Bills from the Senate and National Assembly;
·         Monitoring the Hansard and Order Papers at the Senate and the National Assembly;
·         Monitoring the Kenya Gazette; and
·         Legislative and other Research.

Qualifications

·         Bachelor of Laws Degree (LL.B) from a recognized university;
·         Experienced in undertaking comprehensive research;
·         Outstanding Interpersonal, analytical and communication skills;
·         Ability to follow deadlines, accuracy and attention to detail;
·         A high level of computer literacy and proficient in written and spoken English and Kiswahili; and
·         Ability to work independently and as part of a team.
·         Reporting and supervision:
·         The legal intern shall report to the Director Legal Services at the Council’s Secretariat.
Duration
The contract is for a period of six (6) months.

Health Committee Internship
The Council of Governors (CoG) is established under Section 19 of the Intergovernmental Relations Act 2012 with the mandate to provide a mechanism for consultation amongst County Governments, share information on performance of the counties in execution of their functions, facilitate capacity building for governors, and consider reports from other intergovernmental forums on national and county interests amongst other functions (Section 20).

Responsibilities

·         The specific duties and responsibilities will include:
·         Assist in researching and developing position papers and well researched policy positions in relation to the devolved function of health, particularly in health financing and health systems
·         International best practices and emerging trends and technologies on healthcare delivery;County Funding and capacity building including:
·         Coordination of the implementation of the DANIDA support to all 47 county governments;
·         Coordinate capacity building of Counties: accounting staff and records officers;
·         Development of a framework for facilitating the management of human resource for health; and
·         Rapid assessment of County performance.
·         Assist in establishing the current Bills before National Assembly, Senate and County Assemblies affecting health services;
·         Assist in monitoring the media and generate briefs on matters related to the health function;
·         Working closely with the Health Technical Advisor in advising CoG on matters related to health systems and health financing;
·         Ensure easy access to Health updates, reports, bills and ensuring that the relevant parties have updated information
·         Acts as a liaison between the committee, national government agencies and Counties
·         Compiling Committee reports affecting county health care;
·         Ensure timely execution of COG programmes and activities
·         Organizing, coordinating committee meetings and taking minutes
·         Undertaking any other responsibility related to the Health Committee as assigned by the supervisor
Director of Programmes

Overall Purpose of the Job
Reporting to the Chief Executive Officer, the Director Programmes will ensure effective and flexible coordination and implementation of CoG programmes by ensuring that all committees’ projects and activities are implemented as per their terms of reference. The Director Programmes Provide leadership, coordination and guidance on all matters
pertaining to the smooth implementation of the Programme activities at the Council of Governors in accordance with the CoG strategic plan and the Terms of Reference for the thematic committees.

Responsibilities 

·         Serve as the principal point of contact between the relevant committee clerks and office of the Chief Executive Officer;
·         Ensure that Programme activities are being performed adequately, on schedule and in accordance with contractual documents, the strategic plan and other relevant documents;
Liaise and coordinate activities with the National Government, Development Partners and other CoG stakeholders and represent the interests of the Council of Governors in stakeholder meetings;
·         Liaise with CoG Secretariat Administration Department to ensure that all projects tendering for works, goods and consulting services is done in accordance with GoK procedure and requirements;
·         Monitor the deliverables of consulting services (individuals & firms) and provide the necessary feedback to the consultants on a timely basis and submit appropriate written comments and recommendation to the Office of the Chief Executive Officer;
·         Ensure that appropriate procedures are established and implemented for the inspection and monitoring of the work of consultants and contractors, so as to be able to certify that works and services are satisfactorily accomplished in compliance with Terms of
·         Reference and evaluate performance considering in regard to the same;
·         Lead the preparation of the Annual Operating Plan and quarterly progress reports in collaboration with committee clerks and heads of Units at the Council of Governors Secretariat;
·         Organize periodic evaluation meetings with CoG staff regarding the progress of the activities of the Committees, the difficulties encountered and possible solutions;
·         Monitor the expenditures, commitments and balance of funds in line with the annual work plan and reporting requirements;
·         Prepare terms of reference for national and international consultants and subcontractors for the Council of Governors.
·         Any other duty as assigned by the Chief Executive Officer.

Qualifications  

·         A Masters Degree in economics, Development Studies, International Relations, Public Administration or any other relevant field.
·         A minimum of 5 year experience in programme coordination or relevant assignments
·         Strong leadership capabilities and a demonstrated record of successful leadership of multi-disciplinary teams;
·         An understanding of the Kenya Constitution 2010 and devolution;
·         Strong report writing skills.
