Food For Assets (FFA) is a programme
funded by the World Food Programme (WFP) under Financing Agreement (FA) number
WFP/PRRO/200294/07/2015 signed between the Government of Kenya (GoK) and the
World Food Programme (WFP) in June 2015.
The programme (FFA) is implemented by the National Drought Management Authority in fifteen (15) ASAL counties through the NDMA Headquarters.
The National Drought Management
Authority (NDMA) wishes to invite applications for the following positions

Position: Driver

Coordinator - Food For Assets
Specific duties and responsibilities:
- Perform driver’s duties for the/Programme,
including transporting staff on long distance trips
- Responsible for the day-to-day maintenance of
Programme motor vehicles, checking oil, water, battery, brakes, tires and
other accessories, including performance of minor repairs and arranging
for other repairs
- Scheduling of regular/ periodic maintenance
and repairs (minor and major service and repairs) of vehicles
- Ensure that Programme vehicles are kept clean
and in a safe and secure location at all times.
- Record in appropriate logbooks official trips,
daily mileage, fuel consumption, oil changes, etc.
- Meet and transport visitors and other
stakeholders working with the Programme from time to time.
- Performs other ad hoc duties that may be
allocated from time to time
Academic Qualification and Technical
Competences:
- KCSE Mean Grade D, or its equivalent
- In possession of a valid accident-free driving
license for at least 2 years
- Must have driving experience of 4-wheel drive
vehicles or equivalent in ASAL areas
- Adequate knowledge of highway code
- Passed suitability test for drivers from a
reputable institution
- Must have motor vehicle mechanical knowledge
- Certificate on first aid training and / or
customer care course will also be an added advantage
- Prior working experience in ASAL areas will
also be an added advantage
Position: Finance Assistant (FA)

Specific duties and responsibilities:
- Assist in disbursement of funds for
NDMA/Programme supported activities at the National Drought Management
Authority (NDMA) headquarters and counties
- Monitoring on usage of funds advanced to NDMA
counties , to ensure that usage is in line with approved activities and
budgets
- Preparation of payment and journal vouchers
- Preparation of cheque payments
- Issuance of signed cheques to payees
- Update of cashbooks on daily basis to monitor
the project’s cash position
- Preparation of monthly bank reconciliation
statements.
- Posting of the project’s accounting
transactions in computerised accounting software - Quickbooks
- Remittance of bank payment instructions
- Remittance of statutory and non- statutory
deductions
- Filling and storage of the project’s
accounting documents / records
- Processing and payment of travel and other
advances to project staff and other activities supported by the project
- Payment of petty cash expenses and maintenance
of petty cash float
- Training and supervision of interns within the
finance section.
- Handling any other duties as may be assigned
from time to time by the FAM
Academic and Professional
Requirements:
- Bachelor’s degree in Commerce, Finance,
Economics or a Business related degree
- Accounts qualification (CPA Part II) or
equivalent
- A minimum of two (2) years working experience
in finance duties
- Ability to prepare financial reports to final
level
- Experience in use of Quickbooks or any other
accounting software
- Practical experience in use of Ms Office
packages
- Working experience in public institutions,
donor funded programme/projects on financial and procurement procedures

Position: County Food For Assets Coordinator

Immediate Supervisor: National Coordinator Food for Assets
Specific duties and responsibilities:
- Contribute and assist in the development of
Food for Assets proposals for identified catchment and sub catchment areas
depending on different agro-climate zones, including designing sustainable
activities which would lead to improving protection from natural hazards
and increase in crop and animal production;
- Assist County Steering Groups (CSG) team and
cooperating partners in identifying fields of development where food aid
can be usefully employed to mitigate food insecurity and give assistance
in planning, formulating targets recipients (beneficiaries) and monitoring
of possible interventions;
- Document activities, success stories,
experiences in regards to rain water harvesting structures (RWHs), farming
systems, water collection and conservation-based activities in semi-arid
and arid areas of Kenya;
- Prepare periodic reports on the progress of
the projects, advocacy materials of Food for Assets (FFA) activities e.g.
photos stories, videos, brochures and ensure their dissemination;
- Carry out capacity needs assessments, capacity
building of project staff, community leaders on project planning, project
layout, project implementation, project operation and maintenance of the
project interventions;
- Provide technical support to the County
Drought coordinator (CDC) and the County Response/Resilience Officer
(CDRO) in undertaking long term resilience building activities;
- Provide support to cooperating partners in
planning, scheduling and overseeing effective and timely implementation of
the project;
- Design and maintain data base of indicators
relating to food security and PRRO/FFA projects in the County;
- Undertake field visits in liaison with project
cooperating and implementing partners in monitoring project out puts,
outcomes and the process of intervention implementation and food aid
delivery;
- Working through the County Steering Groups
(CSGs), line ministries and other relevant developmental partner, NGOs,
CBOs in the area to design appropriate programmes in integrating food
security, climate change and alternative livelihood in developmental
programmes;
- Create partnership and coordination mechanisms
with various organs within the County for efficient and effective
implementation of the projects;
- Work closely and maintain a positive working
relationship with the cooperating partner(s) as well as WFP field office,
line ministries and other participating NGOs and CBOs;
- Support documentation of the project success
stories, experiences, and lessons learnt and ensure their dissemination.
Academic and Professional
requirements:
- B.Sc. Range Management, Agriculture,
Development Studies, Agricultural Engineering or other related
qualification from a recognized institution
- Two years relevant experience
- Master’s degree will be an added advantage
- Proficiency in Project Management, Community

- Knowledge in Management of a bilateral project

Deputy National Coordinator - Food For Assets

Specific duties and responsibilities:
- Support the National Coordinator and the
Resilience Manager in undertaking Long term Drought Resilience Building
activities through Asset Creation initiatives of the FFA Project
- Support National FFA Coordinator in reviews
and document past activities and experiences in Rainwater
Harvesting/resilience building (including runoff/run-on systems for
farming, tree planting, water collection and conservation-based activities
in semi-arid and arid lands in Kenya and other similar areas.
- Assist the Cooperating Partners in identifying
fields of development where food/Cash aid can be usefully employed to
mitigate food insecurity and give assistance in planning, formulating,
targeting recipients and monitoring of possible interventions.
- Support in the design of appropriate
programmes in integrating food security, DRR, climate change and alternative
livelihood programmes
- Support the National Coordinator in
maintaining positive working relationship with the Cooperating Partner(s)
as well as the WFP (field office), relevant government ministries and
other participating NGOs and CBOs.
- Design and maintain databases of indicators
relating to food security and PRRO/FFA project at NDMA.

coordination of work planning process for the Counties.
