local expertise and strategic partnerships to ensure the implementation of
evidence informed solutions and interventions to existing and emerging public
health concerns.
This is part of a US
Government initiative against HIV in Kenya that receives funding from PEPFAR
through the Centres for Disease Control and Prevention.

Overall Job Function
Reporting to the
Senior Technical Advisor – Monitoring and Evaluation, this position is
responsible for coordination of the M&E portfolio and technical aspects
including mapping, database management to ensure that all M&E processes are
participatory in nature and encouraging stakeholder ownership and mutual
accountabilities; responsible for capacity development of supported facilities.
Key Responsibilities
include but not limited to:
- Provide
technical support to CHS supported health facilities in collection,
collation, analysis and reporting of health information to relevant
stakeholders using national reporting systems
- Work in
liaison with other CHS program staff and stakeholders to strengthen
systems for monitoring patient outcomes; monitoring quality of care;
tracing patients who default; data quality assurance; and data collection,
collation, analysis and dissemination
- Participate
in the review and/or development of monitoring and evaluation tools and
systems that are responsive to data needs
- Organize
and/or participate in M&E related capacity building activities
targeting CHS staff; health facility staff; and other stakeholders
- Ensure
expertise in developing and/or review of indicators for monitoring and
evaluation of program performance
- Ensure
timely and proper implementation of MOH monitoring and evaluation
guidelines including roll out of new tools in all CHS supported facilities
- Strengthen
data utilization for decision making at facility and district level
- Ensure
documentation of best M&E practices and disseminate the same to
relevant stakeholders
- Provide
lead in timely collection, cleaning and reporting of quarterly and other
routine data to donors and other stakeholders
Qualification and skills required
- A
bachelors degree in public health, biostatistics, statistics, monitoring
and evaluation, social sciences or its equivalent from a recognized
institution
- At
least 3 years experience in monitoring and evaluation of health programs
in Kenya
- Advanced
skills in using MS Excel, Access, Powerpoint and statistical software such
as SPSS, STATA and Epidata
- Must
demonstrate thorough understanding of ART HMIS in Kenya
- Must
demonstrate understanding of MOH, PEPFAR, WHO and UNGASS HIV/AIDS
indicators
- Good
interpersonal and communication skills
- Experience
in staff supervision and training of health care workers
