Senior Human Resource Officer
Grade St 5

Reporting to the Deputy Director, Human Resource and Administration.

Responsibilities

·         Providing input in the development of the HR
strategies, policies and procedures;
·         Undertaking training needs analysis, projections and develop trainingprogrammes
·         Assisting in recruitment;
·         Consolidating information for payroll processing;
·         Verifying and maintaining human resource records in an accurate and timely manner;
·         Providing employee counseling services;
·         Providing secretariat to the Management Advisory Committee;
·         Coordinating staff performance appraisal;

Requirements

·         Bachelor’s Degree in Social Sciences or Human Resource Management or equivalent from a recognized university;
·         Post Graduate Diploma in Human Resource Management from a recognized institution;
·         Masters Degree in Human Resource Management, or equivalent will be an added advantage;
·         Membership to a relevant professional body in good standing;
·         Practicing Certificate;
·         Supervisory course lasting not less two (2) weeks;

Deputy Director Internal Audit
Grade ST 3

Reporting to the Commission Board, the Deputy Director, Internal Audit will head the Internal Audit Department.

Responsibilities

·         Developing and coordinating implementation of audit strategies, policies and procedures to ensure achievement of Commission’s objectives;
·         Preparing and coordinating the implementation of the risk based annual audit plan in consultation with
·         Management and Audit and Risk Management Committee of the Board;
·         Coordinating the preparation of audit reports on completion of each assignment to ensure timely issuance to
·         Management for implementation of recommended actions;
·         Monitoring progress and effectiveness of action taken to implement audit recommendations received from both internal and external audits;
·         Coordinating execution of special audits/investigations;
·         Preparing and presenting quarterly audit reports to the Audit and Risk Management Committee of the Board;
·         Providing secretariat duties to the Audit and Risk Management Committee of the Board;
·         Evaluating the performance of staff in the Department to ascertain efficiency and effectiveness in work performance in meeting the objectives of the function; and
·         Developing budgets and work plans to match operational requirements with available funds, control and manage the budget and expenditure.

Requirements

·         Masters degree in Business Administration (Accounting/Finance Option) or relevant field from a recognized institution;
·         Bachelors degree in Accounting, Finance or Business Administration (Finance and Accounting option) or relevant field from a recognized university;
·         CPA (K)/ACCA finalist;
·         CIA/CISA;
·         Member of ICPAK in good standing;
·         Member of the IIA/ISACA in good standing;
·         At least ten (10) years’ relevant experience gained from a reputable public or private organization;
·         At least three (3) years’ experience in management;
·         Attended a management course lasting not less than four (4) weeks from a recognized institution;

Deputy Director Supply Chain Management

Reporting to the Director General, the Deputy Director, Supply Chain Management will head the Supply Chain Management Department

Responsibilities

·         Developing and coordinating the preparation of annual procurement and disposal plans and their implementation;
·         Coordinating procurement and disposal activities in the Commission;
·         Preparing contract documents for goods, works and services;
·         Custodian of contract documents;
·         Liaising with the user department to ensure effective implementation of contracts for goods, works and services;
·         Providing secretariat to committees incidental to procurement of goods and services, and disposal of assets;
·         Coordinating disposal of assets activities;
·         Providing professional advice on procurement of goods, works and services and disposal of assets;
·         Preparing statutory reports to Public Procurement Regulatory Authority (PPRA); and
·         Reviewing procurement needs of the Commission.

Requirements

·         Bachelors degree in Commerce, Procurement and Supplies Management, or equivalent from a recognized university;
·         Masters degree in Supply Chain Management, logistics or equivalent from a recognized university;
·         Diploma in Supplies Management or its equivalent from a recognized institution;
·         Member of professional body,either KISM or CIPS in good standing;
·         Attended a management course lasting not less than four (4) weeks from a recognized institution;
·         At least ten (10) years relevant work experience in public or private institution;

Deputy Director, Infrastructure, Information & Communications Sciences

Reporting to the Director, Scheduled Sciences, the Deputy Director, will head the Infrastructure, Information and Communications Sciences Schedule.

Responsibilities

·         Overseeing the development of policy briefs for policy advisory and research priority setting for the Infrastructure, Information and Communications Sciences;
·         Overseeing implementation of programmes for the promotion and awareness creation on the research system for the Infrastructure, Information and Communications Sciences;
·         Proposing priority programmes for the development of Infrastructure, Information and Communications Sciences;
·         Providing input into the review of applications for registration of research institutions and licensing of research projects in Infrastructure, Information and Communications Sciences;

Responsibilities

·         Checking vouchers and committal documents in accordance with laid down regulations;
·         Preparing financial reports and analyze income and expenditure against budgets;
·         Preparing monthly bank reconciliation and reconciliation of debtors and creditors ledgers;
·         Ensuring safe custody of financial records, documents, cheque books and assets;
·         Initiating budget proposals and financial plans; and
·         Reviewing petty cash reconciliation and facilitate withdrawal of cash for office use and ensuring safety of the same at all times.

Requirements
