Job Vacancy: Technical Advisor for Quality  

Background:
 The HIV/AIDS Service Delivery Support Activity (HSDSA) is a five-year USAID- funded project led by PATH with consortium partners Initiatives Inc., Data Blink, AMREF, NOPE, ICL, KRCS and HFG. 

The program is implemented in five counties of Nyanza region: Homa Bay, Kisumu, Migori, Nyamira and Kisii. 

The Technical Advisor for Quality will be an Initiatives Inc. employee working as an integral member of the PATH-led project team.

Location: Kisumu

Job Summary: The Technical Advisor for Quality contributes to the project’s achievements related to strengthening Quality Assurance / Quality Improvement (QA/QI) systems and results in project-supported counties and facilities. 

Working under the Senior Technical Advisor for Care and Treatment, s/he will coordinate and manage the implementation capacity building support to county and facility quality managers, quality improvement teams and work improvement teams to strengthen planning, supervision, and implementation of the Kenya Quality Model for Health and the Kenya HIV Quality Framework with a focus on achieving enhanced results for HIV service delivery linked to PEPFAR’s 90-90-90 aims.
 
Responsibilities and Duties
·                     Lead planning and implementation of project QA/QI initiatives. 
·                     Ensure project workplan activities are carried out and that QA/QI targets are achieved.
·                     Work with project technical leadership and S/CHMT staff to agree on quality indicators for HIV testing services; linkages to services, uptake and adherence and long-term follow-up as required.
·                     Coordinate training and mentorship to build QA/QI S/CHMT and facility management staff capabilities to implement the Kenya Quality Model for Health and Kenya HIV Quality Model Framework: application of HIV service delivery standards, effective QI coaching, problem identification, root cause analysis, PDSA, defining and measuring change and effectively using data to monitor improvement, management of collaborative approach.
·                     Support operationalization of existing QI systems at county, sub-county and facilities levels and manage the expansion of QI systems to additional facilities and sub-counties as needed.
·                     In collaboration with the project M&E team, mentor S/CHMT and facility QI managers to collect, analyze and use data, share results, best practices and lessons learned to foster the identification and spread of improved service delivery interventions.
·                     Support project staff based in the counties to integrate review of QI processes and results into routine S/CHMT and facility quarterly meetings.
·                     Work in close coordination with project systems strengthening staff to: ensure that planning and budgeting for QI processes is undertaken by S/CHMTs; S/CHMT organizational capacity for QA/AI is assessed and monitored; and that staff training on HIV standards of care and QI is implemented in line with project workplans.
·                     Contribute to project workplanning, reporting and other project technical program administration and management activities as required.
Desired Qualifications
·                     Degree in clinical medicine or nursing
·                     Masters of Public Health or other related graduate or professional degree with expertise HIV service delivery desired
·                     A minimum of five years managing quality improvement interventions at county and facility levels
·                     Experience working with Kenyan government health management and service delivery structures (CHMTs, SCHMTs and facilities)
·                     Highly professional comportment and ability to provide high quality technical assistance to regional, county, and sub-county leaders and represent the project among other government and donor stakeholders
·                     Proficiency with Microsoft Office and other common software
·                     Ability to travel 50% of the time
·                     Professional fluency in English and Swahili


Job Vacancy: Technical Advisor for Human Resources for Health

Background: 
The HIV/AIDS Service Delivery Support Activity (HSDSA) is a five-year USAID - funded project led by PATH with consortium partners Initiatives Inc., Data Blink, AMREF, NOPE, ICL, KRCS and HFG. 

The program is implemented in five counties of Nyanza region: Homa Bay, Kisumu, Migori, Nyamira and Kisii. 

The Technical advisor for Human Resources for Health will be an Initiatives Inc. employee working as an integral member of the PATH-led project team.

Location: Kisumu

Job Summary: The Technical Advisor for Human Resources for Health contributes to the project’s achievements in improving the availability and sustainability of health human resources supporting HIV/AIDS service delivery. 

Working under the Health Systems Strengthening Advisor, s/he will coordinate and manage the implementation of human resources staffing analysis and monitoring, staff contract management and support to counties to undertake staff contracts, and transition of staff to county employment.
 
Responsibilities and Duties
·                     Ensure strong coordination with S/CHMTs and other implementing partners supporting human resources management systems.
·                     Lead workload-based staffing assessments for HIV service provision and work with the project M & E team and county managers to track and monitor staffing levels in supported facilities.
·                     In coordination with other USAID-funded projects, support S/CHMTs to operationalize iHRIS systems with a focus on ensuring adequate tracking, analysis and information management and use of HR supporting HIV service delivery.
·                     With project leadership, guide the establishment and monitoring of staff transition agreements with CHMTs to shift staff employment from project-based employment to county employment.
·                     Mentor CHMT staff to improve the management and tracking of HR supporting HIV service delivery.
·                     As needed, support CHMT staff to improve selection, deployment and performance monitoring of qualified clinical and non-clinical providers supporting HIV service delivery.
·                     Ensure project indicators and targets for staffing of HIV service delivery are achieved.
·                     Contribute to project workplanning, reporting and other project technical program administration and management activities as required.
Desired Qualifications

·                     Masters of Public Health/Business Administration or other related graduate or professional degree with expertise in human resources management desired
·                     A minimum of five years managing HRM interventions at county and facility levels
·                     Experience working with Kenyan government health management and service delivery structures (CHMTs, SCHMTs and facilities)
·                     Highly professional comportment and ability to provide high-quality technical assistance to regional, county, and sub-county leaders and represent the project among other government and donor stakeholders
·                     Proficiency with Microsoft Office and other common software
·                     Ability to travel 50% of the time

Job Vacancy: Training Coordinator

Background:

The program is implemented in five counties of Nyanza region: Homa Bay, Kisumu, Migori, Nyamira and Kisii. 


The Training Coordinator will be an Initiatives Inc. employee working as an integral member of the PATH-led project team.

Location: Kisumu

Job Summary: The Training Coordinator contributes to the project’s achievements related to ensuring a skilled and high-performing workforce through the coordination and provision of service delivery and service management training. 

Working under the Health Systems Strengthening Advisor, s/he will coordinate with project service delivery experts, county and sub-county health managers and nationally recognized local training institutions to ensure staff are trained to provide essential HIV prevention, care and treatment services.
 
Responsibilities and Duties
·                     Lead coordination and implementation of training for clinical and non-clinical service delivery staff and health service managers at county, sub-county, facility and community levels.
·                     Ensure project workplan activities are carried out and that staff training targets are achieved.
·                     Work with project technical leadership and S/CHMT staff to agree conduct training needs assessments and prioritize training topics and cadres.
·                     Liaise with nationally recognized local training institutions to coordinate provision of key trainings.
·                     Coordinate practical and innovative training approaches such as distance learning, on-the-job training, and preceptorship as well as traditional residential training programs. 
·                     Work with the Technical Advisor for Human Resources for Health and county and sub-county managers to ensure appropriate training selection and tracking through iHRIS systems.
·                     Contribute to project workplanning, reporting and other project technical program administration and management activities as required
Desired Qualifications
·                     Degree in clinical medicine or nursing, with prior experience in health education or training
·                     Masters of Public Health or other related graduate or professional degree
·                     A minimum of five years managing health provider and health manager training
·                     Experience working with Kenyan health training institutions and management structures (CHMTs, SCHMTs and facilities)
·                     Highly professional comportment and ability to provide high-quality technical assistance to regional, county, and sub-county leaders and represent the project among other government and donor stakeholders
·                     Proficiency with Microsoft Office and other common software
·                     Ability to travel 50% of the time
·                     Professional fluency in English and Swahili
