Senior Behaviour Change Officer – Hagadera Refugee Camp

Reporting to: Child Protection Technical Coordinator
 
Duty station: Dadaab Garissa County
 
Contract duration: 8 months with the possibility of extension
 
Main responsibilities:
·                     Specifically, Responsible for behaviour change components of the project
·                     Establish the behaviour change project structures at community level
·                     Coordinate with the behaviour change Officers the roll out of behaviour change project activities
·                     Provide training and mentorship to Behaviour Change Officers and Community’s Own Child Protection Mentors
·                     Coordinate with relevant partners/agencies through participating in working group meeting and building new partnerships   on livelihood programmes
·                     Build the capacity of the teams to ensure that the transfer of positive and essential behaviour knowledge, and attitudes and practices to children, parents/caregivers and community groups and other groups as may be identified during the project period
·                     Build string link between the teams and community structures to ensure that the behaviour change objectives are realised
·                     Provide the overall leadership role to the behaviour change teams
·                     Participate in needs assessments and project evaluations

Hagadera Refugee Camp

Reporting to: 
Bid Senior Officer

Duty station: Dadaab, Garissa County
 
Contract duration: 8 Months  with possibility of extension
 
Main responsibilities;
·                     Under the supervision of the Bid Senior Officer, conduct BIA/BID documentation for children in Hagadera
·                     Coordinate with the CP Casework Officers and psychosocial team ensure programme integration, case referral, implementation of BID recommendations and coordination at camp level
·                     Produce timely progress reports, including both qualitative and quantitative information, on BIA/BID activities and input into regular situation reports, monthly reports and quarterly reports
·                     Identify and build links with other partners, ensuring that issues for child protection are raised and addressed
·                     Coordinate the identification, follow up of children in alternative care and monitoring of foster parents/guardianship
·                     Ensure the placement of children in alternative care adhere to Tdh procedure and with the Kenya alternative care guidelines (Guidelines for Alternative care of children in Kenya 2011)

Advocacy and Empowerment Officer - Hagadera Refugee Camp

Reporting to: 
Senior Behaviour Change Officer
 
Duty station: Dadaab, Garissa County
 
Contract duration: 8 months with possibility of extension
 

Main responsibilities;
·                     Provide relevant life skills training to out of adolescent school children within the camp
·                     With the support of Psychosocial Team, Conduct peer to peer support groups sessions/trainings for adolescent boys and girls out of schools with their parents and caregiver
·                     Identify information gaps among the beneficiaries specifically adolescent boys and girls and provide feedback to Senior Behaviour Change Officer for timely response
·                     With the Support of the Senior Behaviour Change Officer, develop and disseminate child protection messages to children and families at community level information clinics and through Local Radio Shows
·                     Represent Tdh in Voluntary repatriation meetings/forums at camp level

Child Protection Assistant Counsellor - Hagadera Refugee Camp

Reporting to
: Child Protection Psychosocial Counsellor
 
Duty station: Dadaab, Garissa County

Main responsibilities;
·                     Identify or receive referrals and screen cases of children in need of psychosocial support from the camp
·                     Support Tdh Community Animators at the Child Friendly spaces and girls screened areas to conduct, supervise and monitor structured play activities to children
·                     Build the capacity of community workers on basic psychosocial skills
·                     Ensure that cases of children identified in need of psychosocial support are appropriately supported through direct support and referral services
·                     Conduct peer to peer support groups sessions for girls and boys including their parents/caregivers
·                     Participate in camp level cases conferences and produce case plans, minutes and meeting reports as deemed necessary
·                     To coordinate with the Data clerk to ensure that psychosocial services provide to children are updated in the AICPIMS in a timely manner He/she will conduct his or her duties in respect of the Charter of Terre des hommes and the Tdh Child Protection Safeguarding Policy.

Child Protection Psychosocial Counsellor - Hagadera Refugee Camp, Dadaab

Reporting to:
 Child Protection Technical Coordinator

Main responsibilities;
·                     To provide psychosocial support to selected cases of high risk cases or cases in need of specialized psychosocial support or mental health interventions
·                     Participate in need assessments and project evaluations aiming at contributing to the development of the child protection programme strategy for the refugee community project in Dadaab refugee complex
·                     To support in the development of intervention criteria for the psychosocial cases and design appropriate technical responses to psychosocial and mental health cases
·                     Provide training and supervising the CP team and community based structures on the management of children and families with basic psychosocial and mental concerns
·                     Train CP team members on the child friendly interviews techniques and implementation of psychosocial assessment
·                     Under the supervision of the Child Protection Technical coordinator, coordinate with the Child Protection Senior officer on assistance response to cases of children in need of psychosocial interventions
·                     Establish and monitor psychosocial and resilience building activities for all children at existing Tdh facilities or in the community
·                     Develop networks for referral of high risk cases and ensure regular follow ups of cases in need of additional and mental health need
·                     Participate and represent Tdh in relevant working group meetings/Forums at camp and Dadaab level to enhance coordination and foster good working relationship with partners
·                     Develop unit reports as required

Job title:  Monitoring and Evaluation (M&E) Officer
 
Reports to (hierarchy): CP Program Manager (working relationships): CP teams in Dadaab and Nairobi
 

Position grade:   4
 
General job description: The Monitoring and Evaluation(M&E)Officer provides methodological and technical support to the Dadaab based Child Protection team in order to ensure the quality of M&E tools in projects and programmes,  in management and coordination of project information, and effective accountability to the beneficiary population.
 
The M&E Officer ensures that M&E /IM/Q&A approaches, methods, tools are relevant and consistent across all Tdh CP activities/sub-projects and the CP Working Group.  He/she helps plan and implement activities requiring specific M&E, IM and Q&A expertise.
 
The M&E Officer helps develop a dynamic approach to M&E/IM/QA within the project including  in working groups in which Tdh is engaged at Dadaab level or within the Kenya country program. 

He/she ensures M&E/IM/Q&A is an integral part of all Tdh departments, and that the M&E/IM/QA position plays key role in the Dadaab based projects and ultimately, the Kenya country program.
 
He/she helps develop an institutional culture that encourages critical thinking, collective learning and teamwork, as part of the organisation’s focus on quality and accountability.

Main Responsibilities:
 
General
·                     Helps programme coordinator and project leaders to develop and implement monitoring plans that are consistent with the organisation’s orientations.
·                     Helps to implement an appropriate and effective M&E system that, where possible, brings together project and programme partners during the monitoring plan design phase and during the sharing and using of data.
·                     Helps to establish M&E budgets by encouraging the optimal allocation of available resources (including financial, logistical, technical and human resources) for M&E.
·                     Helps to produce communication and reporting tools (for M&E issues) while optimal diffusion of M&E information.
·                     Ensures ethical principles related to M&E are respected, especially those concerning gender equality, fairness and “do no harm”. Protects confidential data, applies the principles of informed consent, and protects children during the collection, processing, analysis and use of M&E data.
Technical Support in M&E
·                     Ensures internal  directives on M&E are correctly rolled out within the delegation, and that Tdh  teams adopt all of Tdh’s existing / recommended M&E methodological guidelines and tools.
·                     Helps to develop and write sections on M&E in project proposal (covering indicators, budgets and M&E framework).
·                     Provides technical support during the design of monitoring tools and the collection and analysis of data, working with the Information Management and programme teams.
·                     Helps prepare and organise routine monitoring activities and special monitoring of the projects.
·                     Ensures monitoring tools are used correctly during the implementation phase, and provides support during data collection activities.
·                     Supports data analysis processes and assists in drafting qualitative reports for effective programme management.
·                     Provides technical support to ensure that M&E information is used successfully and adapted to target audiences during operational and strategic decision-making, at the project and delegation and in coordination with the Project Manager, the Child Protection Program Manager and the Country Representative.
·                     Informs the Child Protection Program Manager, of any unmet targets, contextual changes (risks and opportunities) and negative effects on beneficiaries. 
·                     Provides advice and methodological support during the recruitment of M&E consultants (by drafting terms of reference recruiting and following up on consultancy).
Technical Support Q&A
·                     Supports the CP projects Dadaab refugee camp to design and implement of the Q&A strategy and supervises all activities contributing to the Q&A of of the said projects, and further provides support to the teams and cooperating agencies involved in the projects.
·                     Directly supports teams by performing situation analyses, designing intervention strategies, capitalizing on lessons learned and creating the necessary conditions to inform, involve and communicate with populations and actors affected by projects and programmes (accountability).
·                     Ensures that ethical principles such as gender equality, fairness and “do no harm” are respected in projects and programmes.
·                     Supports an institutional culture that encourages discussion, critical thinking, collective learning and teamwork in Q&A fields.
Technical Support in IM
·                     Supports the team to develop and maintain a standard datatabase that is consistent with data sharing protocols of child protection agencies operating in Dadaab
·                     Provides supervision and capacity building of the data officer and data clerk
·                     Trains Tdh team and community workers in correct use of the database tools.
·                     Supports the team develop other tools required for the CP project to collect data and information for all activities.
·                     Assists to ensure links to the GBV and CPIMS based on agreed upon procedures and in close consultation with the CP project manager and Database manager. Contributes to the development of tools and analysis of data for all CP surveys and evaluations.

Child Protection Casework Officer – Hagadera Camps

Reporting to:
 Child Protection Senior Officer- Hagadera Camps
 

Duty station: Dadaab, Garissa County
 
Contract duration:  8 months with a possibility of extension
 
Main responsibilities:
·                     Child Protection Casework Officer intervenes in the case identification and registration, Case planning, referral and follow-up of the beneficiaries in collaboration with Community Own Child Protection Mentors.
·                     Supervises and train Community Own Child Protection Mentors in structural case management and covers a particular section of the camp for case management activities 
·                     Provides on the job training to the Community own Child Protection Mentors to reinforce their skills and capacity to conduct interviews, fill data collection forms, refer and follow-up with children at household and community level.
·                     Assists in the set-up of structural case management systems within the community with a view to align with the behaviour change approach
·                     Leading role in the involvement and participation of various community members, at section level, in prevention and identification activities.
·                     Organize and conducts training and awareness sessions for communities, families and individuals on topics related to child protection and support the Community Own Child Protection Mentors to reach out to individual households  
·                     supports the identification of psychosocial distress cases and makes appropriate references to Psychosocial team for help
·                     Work closely with data team to ensure timely data entry to the AICPIMS and feedback on follow up cases are generated as required
·                     He/she will conduct his or her duties in respect of the Charter of Terre des hommes and the Tdh Child Protection Policy.
Requirements:
·                     Minimum Diploma in Social work or a bachelor degree in Sociology, Social Work or related field.
·                     Minimum 3 years’ experience with Bachelors or 5 years Diploma in Social Work
·                     Experience in the Case Management Process and knowledge of BID/BIA
·                     Strong training experience required.
·                     Fluency in English and Kiswahili. Ability to communicate in Somali is a plus.
·                     Good computer skills: MS Word and Excel.


Behavior Change Officer – Hagadera Refugee Camp

Reporting to:
 Behaviour Change Senior Officer
 

Contract duration: 8 months with possibility of extension
 
Main responsibilities:
·                     With the support for the Senior Behavior Change establish sustainable child protection structures at the family level and empowering the community to promote behaviour change through mentorship and training
·                     Provide trainings and mentoring to the Community’s Own Child Protection Mentors on behaviour change
·                     Lead a team of 50 Community’s Own Child Protection Mentors, Supervise and coordinate behaviour change activities at family and community level
·                     Lead in the transfer of positive and essential behaviour knowledge, and attitudes and practices to children, parents/caregivers and community groups and other groups as may be identified during the project period
·                     Provide follow-up and monitoring support to ensure beneficiaries/participants of behaviour change interventions initiated have consistent application of tasks and activities designed by the project to enhance resilience.
·                     Mobilisation, involvement and participation of various community groups, at community level in prevention and response activities.
·                     Organizes and leads awareness sessions for communities, families and individuals on topics related to child protection and support mentors to reach out to individual households. 
·                     He/she will conduct his or her duties in respect of the Charter of Terre des hommes and the Tdh Child Protection Safeguarding Policy.
