The World Food Programme (WFP) is the world’s largest humanitarian agency fighting hunger worldwide. We are seeking to fill the position of Finance Assistant in support of the Regional Bureau office, based in Nairobi, Kenya.
The
Regional Bureau provides strategic guidance, policy/technical support and
direction to WFP operations and activities in nine countries: Burundi,
Djibouti, Ethiopia, Eritrea, Kenya, Rwanda, Somalia, South Sudan and Uganda.
Expected
Results: Under
the overall supervision of the Regional Finance Officer, the Finance Assistant
will be responsible for the following duties:
- Assist
in providing the procedural and technical support to staff within the
areas of finance and budget, to ensure compliance with WFP financial
policies, rules and regulations.
- Monitor
monthly expenditure forecasts and provide expenditure reports in order to
facilitate informed decision-making.
- Monitor
the sub-imprest bank and petty cash accounts regularly, to ensure that
adequate funds are available and appropriately disbursed.
- Verify
vendor claims, advances and other receivables and observe appropriate
procurement procedures, to ensure that suppliers are paid in a timely
manner and in conformance with WFP finance rules and regulations.
- Assist
in compiling information from various sources in order to prepare reports
relating to budgets, accounting, finance and statistics.
- Retrieve,
format and validate information obtained from various financial
information systems and bring any discrepancy or inaccuracy to the
attention of the supervisor and follow up corrective actions.
- Perform
administrative duties related to the monitoring and recording of fixed
assets, spend on fuel and spare parts for vehicles and generators, to
ensure that the databases are accurately updated.
- Maintain
the web-based register for all invoices and payment transfers and record
paperwork, to ensure that all documents are maintained and filed in
compliance with WFP standards and guidelines.
- Monitor
and record all expenses in line with the approved budget in order to
ensure that correct expenditure costs are charged and payments to external
suppliers, cash grants and other supplier invoices are processed in a
timely manner.
- Provide
guidance and on-the-job training to other support staff, to ensure
services are delivered consistently and to the required standards.
Qualifications
and Experience
Education: Secondary school
education, preferably supplemented by technical training/diploma in an
accounting related field (ACCA, CPA either completed or on-going).
Experience: At least five or more
years of progressively responsible working experience in financial management
or accounting, including some experience in either audit, evaluation or other
related fields.
Knowledge
& Skills:
- Experience
collecting and monitoring financial data on projects and programmes,
assessing financial health and status, and reporting findings to senior
leaders
- Demonstrates
basic knowledge of internal controls, risk management, and monitoring
mechanisms.
- Demonstrates
participation in business planning efforts by developing basic
project-level budgets and forecasts, incorporating information from
various sources as appropriate to monitor KPIs.
- Ability
to track and compile reports and resource usage on a project-level basis.
- Applies
knowledge of financial and accounting principles and practices
Language: Fluency (level C) in
English language.
Desirable skills:
- Training
and/or experience using MS Word, MS Excel, MS PowerPoint and outlook.

Major Duties and Responsibilities:
Under
the direct supervision of the Senior Logistic Assistant- Air Operations and the
overall supervision of the Air Transport (Aviation) Officer, the incumbent will
be responsible for the following duties:-
- Provide
inputs to the EFMA, including passengers/cargo bookings, flights’ actual
check-in data- in line with applicable instructions. Extract manifests and
DFS from EFMA;
- Plan
and perform, in accordance with applicable procedures and regulations,
check-in at the airport and boarding at the ramp, communicate and provide
to the crew all relevant information and paperwork required for the
flight;
- Monitor
and conduct, when required, security screening of all UNHAS passengers,
cargo, and luggage. Coordinate with airport security, crew and supervisor
any observed issues and concerns related to AVSEC;
- Liaise
with handling company and other airport services to ensure they provide
services in a good, timely and safe manner. Supervise work of service
providers;
- Communicate
with the Aviation staff at other destinations to make sure relevant
information is shared;
- Communicate
with Airport Authorities on the matters related to day to day air
operation and with Civil Aviation Authorities when directed so by
supervisor;
- Manage
inbound and transit flights including directions to passengers,
acceptance/handling of cargo, luggage and pouch, documents processing,
de-briefing with the crew;
- Prepare
a variety of reports such as daily flight reports, monthly reports, fuel
reports, received cargo and pouches records;
- Cross-check
monthly invoices received from service providers and authorities for
accurateness;
- Report
without delay to Air Transport (Aviation) Officer any operational
non-compliances, as well as observed hazards to aviation safety;
- Extract
and input data from various sources in administrative, human resource,
procurement, logistics and other WFP corporate systems;
- Respond
to a variety of enquiries from staff as appropriate and provide timely and
accurate service to clients;
- Provide
business support activities and routine correspondence;
- Operate
a variety of office equipment such as photocopier, facsimile, printer,
scanner; Make photocopies and packages of materials for meetings as
required;
- Undertake
standard data entry tasks in accordance with defined system, to ensure
information is organised and readily available for the business team.
- Collect,
sort and distribute/transmit correspondence, reports and other material as
appropriate;
- Provide
assistance to all staff on services such as document retrieval and
inventory. Maintain working desks and folders in order;
- Set
up, classify and maintain unit files, including but not limited to booking
files, fuel receipts, daily flights file;
- Perform
other related duties as required.
Minimum
Qualifications:
Education: Secondary school education.
Experience: At least three years’
experience in support functions. Proven experience in keyboard skills and
knowledge of simple record-keeping procedures would be an added advantage.
Language: Fluency in both oral and written
communication in Somalia and English is a requirement.
Knowledge:
- Experience
utilizing computers, including word processing, spreadsheet and other WFP
standard software packages and systems.
- General
knowledge of WFP administrative policies, rules, regulations and

Duties

Under
the direct supervision of the Finance and Administration Officer, and overall
supervision of the Head of Area Office, the incumbent will be responsible for
the following duties:
- Maintain
database for contract’s validity (fuel, services, LTAs, cleaning &
other services) and keep track for timely alerts for expiry/extension;
- Arrange
necessary repair and maintenance of office premises;
- Maintain
records inventory movements and balances;
- Supervise
contractors’ services like office cleaning, facilities/civil works;
- Conduct
physical count of assets/inventory;
- Process
tax exemption certificates and customs clearances for office goods;
- Maintain
proper filling system and process vehicle registrations;
- Organize
transport for official purposes by assigning drivers and supervising their
functions;
- Identifying
obsolete/old/damaged/lost/unused items for recommendation of their
disposal;
- Receive
NFIs and report on quality and quantity;
- Verify
vehicles’ logbooks, maintain duty roster for drivers and assign duties for
daily shuttle and airport transfers;
- Supervise
fleet and track due dates for repairs and maintenance;
- Perform
any other duty assigned by the supervisor.
Minimum
Qualifications:
Education: Completion of secondary
school education. A post-secondary certificate in the related functional area
is desirable.
Experience: Four years of progressive responsible
work experience in the relative business stream with experience in general
administrative work.
Language: Fluency in both oral
and written communication in English and Somali is a requirement.
Knowledge: Experience utilising computers, including
word processing, spreadsheet and other WFP standard software packages and
systems. General knowledge of UN system financial policies, rules, regulations
and procedures in the area of work.
