Project Officer - FP2020

About the Role
 
The Project Officer will provide overall support to the FP2020 program, which includes monitoring, reporting and technical support and ensure the logistical functioning of the platforms. 

The role will also be M&E focal point in-country, with 30% of the role dedicated to results. This role may also support partner capacity and manage partner compliance function. 

It provides programme and business systems support to enable the effective and efficient delivery of the FP2020 programme commitments in a devolved context. 

The function will play a key role within a small dedicated support team and the post holder will work closely with programme and support staff across 10 countries under FP2020.

The role will be line managed by the Program Coordinator (FP2020) with linkages to the Programme Management Team in Nairobi and London. 

The role will support programme goals and objectives through partner capacity building, support in country platform networks, best practice guidance and good working relationships. 

The role will be responsible for efficient overall systems, logistics and communication support for FP2020 platforms, and monitoring and evaluation of the impact of FP2020.
 
Other responsibilities include sharing of project learning with key stakeholders through accurate and effective reporting, effective programme systems performance and management support for FP2020 and monitoring of institutional funded projects, effective grant management support and accurate expenditure and resource monitoring of FP2020 program within the business systems. 

The post holder will ensure all receipts, reports and other documentation from FP2020 Partners accurately recorded and filed both manually and electronically. 

The post holder will be the M&E focal point in-Kenya.
 
About You
 
You will have degree, preferably in statistics, or the social sciences. You will have NGO experience and knowledge of monitoring and evaluation and strong analytical skills and a good understanding of a range of methods for monitoring, evaluation and assessment to promote evidence-based learning. 

You will have considerable experience in supporting development and programme staff, and detailed knowledge of office programmes including MS Word, Outlook, PowerPoint and Excel and strong IT skills. 

You will demonstrate familiarity with programme cycle management approaches and tools - including participatory planning, monitoring and evaluation. 

You will be well organized and able to learn complex systems and procedures quickly, and be able to train others in business, financial and information management systems including developing training materials and delivering training to workgroups. 

Experience in developing and working with technical spreadsheets for financial and information management, including use of web/intranet based systems, databases will be desirable etc. 

You will demonstrate ability to work self-directed, to work to deadlines, under pressure and with multiple priorities.
 
You will have skills in budget monitoring and financial analysis, and excellent communication skills and ability to build cross cultural relationships remotely across geographic boundaries, and ability to maintain confidentiality and use discretion where appropriate. 

You will be able to manage and organize information systems and establish and maintain filing systems and ability to support the implementation of qualitative and quantitative M&E systems (Syrex). 

It is desired that the position holder will have experience of working with an international NGO or with an institutional donor, and experience of maintaining records including programme and human resource records.

About the role
 
As the Senior Humanitarian Adviser for east and horn of Africa, you will be based in either Addis Ababa or Nairobi. 

You will coordinate, provide advice, support and surge capacity for emergency response to country offices and partners in the region by supporting the development and monitoring emergency programmes, building capacity of partners and developing funding proposals to enable them to implement high quality, accountable and principled responses. 

The post holder will also support work on accountability, preparedness, protection cash programming, DRR, resilience and conflict displacement. He or she will also support the relevant ACT forums in the region including working with country teams to develop ACT appeals.
 
You will support the country programs to expand the portfolio of humanitarian programs in the region.
 
Specifically, you will support program staff in humanitarian program design, implementation, fundraising and partnership development. 

You will also provide surge capacity for emergency response and the development of innovative humanitarian and resilience programs.
 
Lastly, you will help CA country offices to engage in the right networks, increasing the profile of CA humanitarian and resilience work, and working closely with the other regional humanitarian advisors and managers to ensure we are influenced by current good practise and opening up opportunities for new productive humanitarian collaborations in East and horn of Africa.
 
About you
 
You will have an excellent understanding of and experience in humanitarian programmes in East and Horn of Africa and a passion about accountability and putting affected populations at the centre of our work.

You will have a good knowledge of emergency relief and rehabilitation and an understanding of development issues and the partnership approach to emergency work. 

You will be an excellent communicator with the ability to develop cross-organisational relationships and be confident in engaging with external networks and actors. 

You will have experience in supporting learning and development, have experience of working with local partners and understand linkages between humanitarian work and resilient livelihoods.
