IRC Program in Kenya: The International Rescue Committee (IRC) was established in Kenya in 1992, and has been providing lifesaving services to vulnerable populations in Kenya up to date. 


IRC operates in North rift region in the vast Turkana County, North Eastern region in Hagadera of Dadaab Sub-county of Garissa County and in Urban of Nairobi capital.  

IRC   implements programs in the areas of comprehensive primary health care, nutrition, protection, peace building, water sanitation and hygiene (WASH), HIV/AIDS prevention, response to gender based violence, disaster reduction, livelihoods and governance. 

Currently, the IRC operates relief services in two refugee camps in Kenya, Hagadera in Dadaab and Kakuma refugee camp in Turkana west Sub County in northern Kenya.  

Besides providing services in the refugee camp, The IRC also supports local communities in Turkana and Garissa Counties, as well as in Kenya’s capital Nairobi for urban refugees in Eastleigh area with commitment to service provision.

Objectives: As part of the Country Operations functions, the Supply Chain (SC) department led by the Supply Chain Coordinator (SCC), works towards the Country Program Quality Improvement Plans of Customer Service, Decentralization and Compliance.

Summary of Responsibilities: Reporting to the Deputy Director, Operations (DDO), the Supply Chain Coordinator is ultimately responsible to ensure all the field offices (Nairobi, Kakuma, Dadaab, Urban PIK and Lodwar) have sound logistics, procurement and administrative management including Asset, Fleet and Supply Chain management.  

The  Supply chain Coordinator  will directly manage and supervise the team in the Nairobi Office.

Major Responsibilities

Compliance:
·                     SC polices and procedures are in compliance with applicable IRC, funding source and government policies, procedures and requirements.
·                     All locations and staff act in accordance with the policies.
·                     DDO is promptly informed of any areas of concern or potential or suspected violations.
·                     Presence of documented in-country policies as required by IRC to support effective logistics services.
·                     In-country logistics polices and procedures are developed/documented in compliance with the IRC standards & are reviewed / approved by Country Director.
·                     Compliance with policies is documented through systematic and random verifications of policy implementation and logistics records, based on a schedule agreed with DDO.
·                     Compliance checks are documented in a monthly Logistics report submitted to DDO.
·                     Consistent and constructive support to other departments to ensure effective, compliant polices & procedures.
·                     Related operating policies and procedures are compliant.
·                     SC effectively communicates all relevant compliance issues during program design / development and Grant Opening & Closing Meetings, or as encountered.
Training & Outreach:
·                     The SCC proactively develops the skills of SC staff to understand and utilize logistics management tools to design and implement quality programming.  The SCC proactively provides orientation to non-logistics staff to optimize support effectiveness.
·                     Logistics workshops schedule and plan for all staff and units is developed and documented.
·                     Every field office receives (minimum) one visit from the SCC every four months. Each field visit includes at least one day of formal training, reflected in the plan.
·                     Main office training plan to appropriately target all departments and staff levels on a four-monthly basis.
·                     SCC develops and maintains an effective orientation package, and ensures that new staff members are appropriately orientated in a timely manner.
·                     SCC ensures that the logistics department maintains cooperative relations with other departments, and interacts with them in positive manner.
·                     SCC actively participates in regularly scheduled meetings to enhance and develop integrated operations support to program activities.
Staff Management:
·                     Practice excellent human resource management, supporting the development, promotion and retention of a motivated team of qualified and experienced staff.
·                     SC department is structured according to a current and approved organizational chart and set of JDs which clearly define the functions and responsibilities of each position.
·                     SCC mentors and works with senior Logistics staff to develop technical and managerial skills to assume greater responsibility. Constructive semi-annual and annual performance reviews, including capacity development plans, are prepared for and discussed with each direct report.
·                     All SC staff have performance objectives established and reviewed in a timely and constructive manner in accordance with policy.
·                     SCC promotes a positive work environment in the department, including transparent decision-making through open communication and regular departmental meetings (at minimum) every two weeks.
·                     Ensure senior staff has the capacity to effectively manage the SC function during SCC planned or unplanned absence.
Technical Management & Systems:
·                     Effective SC management systems support the design and implementation of quality programming without compromising compliance.
·                     Procurement plans are developed and maintained, in collaboration with program staff for major grants.
·                     PR lead times are minimized as demonstrated by the PR tracking and average procurement times.
·                     Country Office has established, and maintains an approved authorized supplier list which facilitates procurement.
·                     Country Office has established contracted suppliers, as appropriate, for frequently purchased items and services (travel).
·                     Procurement files are completed and maintained in accordance with IRC Policy.
·                     An asset replacement plan is developed, maintained and used as input to new budgets
·                     Asset records are maintained in accordance with IRC procedures and regular spot check confirms the completeness and accuracy of the records.
·                     Property and assets are safeguarded through consistent implementation of access control and security protocols.
·                     Essential systems are routinely backed up as required to support regular operations and to facilitate emergency relocation.
Coordination, communication with Logistics and other stakeholders:
·                     Attend and participate in the Logistics cluster meetings with UN and NGOs and get use of the information and lessons learned.
·                     Coordinate with NGOs who operate in Nairobi, Lodwar, Kakuma and Dadaab in any supply chain related issues.

Requirements
·                     Bachelors Degree required; Masters Degree in a related field preferred or relevant field experience; Logistics and supply chain management is a plus.
·                     At least three years of oversees experience (ideally in Africa), preferably in post-conflict/development work with management and supervisory responsibilities in logistics; 
·                     Experience with security policy and management;
·                     Excellent organizational and analytical skills;
·                     Experience with remote technical management of field and satellite offices;
·                     Systems and process oriented - ability to design, implement and train; 
·                     Strong communication, interpersonal and diplomatic skills when in contact with the staff, and representatives of other national and international organizations;
·                     Experience with training and developing national staff;
·                     Ability to work well under potentially unstable security environments, and administrative and programmatic pressures.
·                     Must demonstrate flexibility, and ability to readily adapt to changing requirements and environments;
·                     Experience in training and capacity building;
·                     Team builder, sense of humor, excellent interpersonal skills and the ability to resolve disputes and conflict;
·                     Excellent English oral and written skills a must.

Vacancy: Health Information System (HIS) Officer

Job Purpose / Objective: Under the supervision of the Field Coordinator the HIS officer shall be responsible for the overall collection, summarizing, compiling and dissemination, storing and timely reporting of all forms of health and nutrition related data generated from the activities of the Health, Nutrition and RH/HIV programs. 

He/she will supervise and head the HIS department. He/she shall be expected to keep  hospital records and stationery, and also act as the focal IT person at field level.  

Key Responsibilities
·                     Overall responsibility for the compilation and interpretation of health data.
·                     To develop and provide the required data collection instruments to all health facilities.
·                     Continuous and frequent close monitoring / supervision of all levels of data collection from entry, filling, compiling, summarizing and giving feedback to program managers and Field Coordinator.
·                     To enforce timely submission of data from all the collection points, including monthly planning reports for all departments.
·                     To ensure quality and integrity of data.
·                     Assist the sources of health information to utilize data for planning and management purpose.
·                     Provide technical input, review and validate all IRC reports with regards to data mentioned.
·                     Feeding of health information into the program planning process
·                     Provide data to IRC, UNHCR and relevant Implementation Partners (IPs) and put in place a feedback system to the various sources in the health program.
·                     To develop a health database that can be shared within a Local Area Network (LAN)
·                     Overall responsibility for special data management projects including:

Required Qualifications:
·                     Bachelor of Science degree in Health Information management or equivalent.
·                     Computer literacy with possible advanced Ms word, Ms Excel, Ms PowerPoint and  Ms access
·                     Knowledge in computer statistical packages (EPI INFO,SPSS and Stata)

Vacancy: WPE Program Manager

Job Purpose / Objective: The GBV Manager will be the focal point for IRC’s GBV program in Hagadera and Kambioos refugee camps. 

With technical support from the GBV Coordinator and GBV Technical Unit, the GBV Manager will be responsible for implementing the GBV program in Hagadera and Kambioos refugee camps and ensuring that the goals and objectives of the program are met.  

He/She will provide technical and line management oversight to the field-based staff of GBV. The position reports to the GBV Coordinator in Nairobi.

Key Responsibilities

a. Programming
·                     Provide ongoing leadership to the team and oversee implementation and coordination of activity plans to ensure targets are met.
·                     Provide ongoing support to staff and partners through training and guidance to ensure programming meets GBV best practice and guiding principals that prioritizes the security of beneficiaries and staff.
·                     Oversee the expansion of adolescent girls and women’s empowerment programming including women’s centre activities and work to achieve sustainable and community-owned management mechanisms for these.
·                     Conduct/participate in ongoing GBV assessments to guide GBV programming in IRC Dadaab operations
·                     Lead in the implementation of IRC’s Dadaab GBV strategy to meet the needs of GBV survivors.
·                     Strengthen support mechanisms to ensure survivors can access services in a timely manner.
·                     Ensure that the profile of the program and staff are maintained at the appropriate level and GBV staffs’ performance is managed in line with IRC practices and policies. The position line manages two GBV officers  in Hagadera and Kambioos Camps
·                     Support the development of strategic partnerships with local organizations on GBV programming in Dadaab.
b. Grant Management
·                     Ensure adequate monitoring systems are in place which can be used to demonstrate project impacts and inform ongoing program design.
·                     Manage and oversee all GBV grants in line with IRC policies and practices; develop and maintain work, spending and procurement plans for multiple projects. Participate in all WPE Grant Opening, Mid-Term and Closing meetings.
·                     Ensure that all internal and donor reporting requirements are met and that reports are of a high quality and submitted on time.
·                     In coordination with GBV Coordinator, DDP, Grants Unit and HQ Technical Unit, play a leading role in the development of proposals
c. Staff and Community Capacity Building
·                     Design and implement staff training plans for national and refugee team members.
·                     Develop, conduct, and supervise trainings on GBV including basic counseling, clinical management of rape, GBV basics, and key GBV resources for partners, community members, and service providers.
·                     Collaborate with the health team managers (clinical services, Nurtrition, Community health and HIV) to ensure that staff are well trained on GBV and support to survivors
d. Coordination and Networking
·                     Work with partners, government, and other NGOs and UN agencies to establish appropriate systems to ensure survivors can access services in a timely and confidential manner.
·                     Develop and maintain effective working relationships with all stakeholders– including community leaders, NGOs, UN agencies, and other IRC team members (especially HIV, and clinical services) to enhance multi-agency and multi sectoral cooperation and coordination.
·                     Participate in the GBV Working Group Meetings at camp levels and Dadaab level
·                     Ensure GBV response and prevention are incorporated into other sectors and humanitarian activities, through trainings, advocacy and other mentoring or support.
e. Administration
·                     Recruit national staff in conjunction with Human Resources Department and maintain updated job descriptions, conduct interviews, orient new staff to the IRC and the GBV program.
·                     Supervise GBV staff directly, as well as interns and consultants as needed.
·                     Ensure Performance Management System documentation is in place and followed up regularly.
·                     Recommend and implement a capacity building plan for project staff.
·                     Ensure GBV staff understands and follows IRC and donor Policies and Procedures
Requirements
·                     3 years program management experience, including at least 1 year in a humanitarian context with GBV focus
·                     MA/S or equivalent in social science, humanities or related degree
·                     Good interpersonal and team building skills
·                     Community education/training experience desirable
·                     Ability to live and work under pressure in an unstable security environment
·                     Experience in proposal writing is preferred
·                     Fluency in English. Somali language preference.
