The Independent Policing Oversight
Authority (IPOA) is a state Authority created under an Act of Parliament No.35
of 2011, which provides for civilian oversight over the work of the
police.

Monitoring Officer
IPOA Grade 5

Job Summary: The Monitoring Officer will be responsible to the
Head of Monitoring.
Specific duties and responsibilities
will entail:
- Monitoring detention facilities under the
Control of the service;
- Monitoring policing operations affecting
members of the public;
- Preparing timely and accurate monitoring
reports;
- Doing follow ups on monitoring
recommendations; and
- Providing of rapid response action during
eventualities.
Job Specifications
For appointment to this grade, an
officer must have:
- Served for a minimum period of three (3) years
in the grade of Inspection or Monitoring Officer or four (4) years in a
comparable and relevant position in the Public Service or Private
Sector;
- Bachelor’s degree in any of the following
disciplines: Law, Public Administration, Criminology & Criminal
Justice, Sociology, Political Science, Human Rights, Social Sciences or
equivalent qualifications from a recognized institution;
- Certificate in computer application skills
with special emphasis on data analysis;
- Shown merit and ability as reflected in work
performance and results; and
- Candidates with field experience in monitoring

Inspections Officer
IPOA Grade 5

Job Summary: The Inspections Officer will be responsible to the
Head of Inspections.
Specific duties and responsibilities
will entail:
- Conducting inspection of police premises and
detention facilities under the Control of the service;
- Preparing timely and accurate inspection
reports;
- Conducting of thematic, impromptu and routine
Inspections of Police premises in accordance with laid down regulations;
- Doing analysis of the Inspections conducted;
and
- Providing rapid response action during
eventualities.

For appointment to this grade, an
Officer must have:
- Served for a minimum period of three (3) years
in the grade of Inspection or Monitoring Officer or four (4) years in a
comparable and relevant position in the Public Service or Private Sector;

Investigations Officer
IPOA Grade 5

Job Summary: The
Investigations Officer will be responsible to the Head of Investigations.
Specific duties and responsibilities
will entail:
- Developing work plans for the cases allocated
to investigations teams.
- Undertaking investigations on allegations of
misconduct, deaths and serious injuries to persons while in police
custody, or which are the result of police action or inaction; or were
caused by members of the National Police Service;
- Leading investigations into cases undertaken
by investigations teams;
- Gathering and analyzing evidence and
organizing it in statements, sets of records and facts;
- Gathering information and produce intelligence
reports to inform investigations;
- Recording of statements from complainants,
witnesses and suspects officers;
- Ensuring safe custody of all investigative
records and evidence;
- Attending post-mortems;
- Documenting all investigations in concise,
factual and timely manner; and
- Supporting prosecution process in court.

For appointment to this grade, an
officer must have:
- Served for a minimum period of three (3) years
in the grade of Investigation Officer or four (4) years in a comparable
and relevant position in the Public Service or Private Sector;
- A Bachelor’s degree in any of the following
disciplines: Forensic Science, Criminal Justice, Criminology, Law, Social
Sciences or equivalent qualifications from a recognized institution;

Senior Legal Officer
IPOA Grade 4
Ref: IPOA/HR/02/2015
Job Summary: The Senior Legal Officer will be responsible to the
Director Complaints and Legal Services in coordinating and managing IPOA legal
work and Prosecutions.
Specific duties and responsibilities
will entail:
- Liaising with the Office of the Director of
Public Prosecution and other relevant state agencies on all legal matters
affecting the Authority;
- Providing adequate representation of IPOA in
civil and criminal court proceedings;
- Carrying out comprehensive analysis of
evidence, which includes evaluation of evidence gathered in the course of
the investigations and to prepare prosecution reports and briefs;
- Participating in reviews and the formulation
of legal policies and practices;
- Participating in negotiations of treaties and
contracts;
- Providing legal opinions/advice and reports on
legal matters as required;
- Interpreting legal instruments and statutes;
- Conducting legal assignments and projects;
- Representation in legal, civil and criminal
court proceedings;
- Participating in discussions of legal concepts
and development processes, risks and opportunities;
- Undertaking conveyancing and provide legal
advice to the Authority; and
- Drafting and reviewing contracts and leases.
Job Specifications
For appointment to this grade, an
officer must have:
- Served for a minimum period of three (3) years
in the grade of either Legal Officer or for a period of six (6) years post
admission experience in Law as a legal practitioner/state counsel/ or
judicial officer;
- A Bachelor’s degree in Law from a recognized
institution;
- Post graduate diploma in legal studies;
- Registered as an Advocate of the High Court of
Kenya;
- Attended Senior Management Course lasting not
less than three (3) weeks from a recognized institution;
- Certificate in computer application skills;
and
- Demonstrated professional competence,
integrity and capability in work performance.
Director, Inspections and Monitoring
IPOA Grade 2

Job Summary: The Director, Inspections and Monitoring will be responsible to the Chief Executive Officer in coordinating intelligence gathering, inspections and monitoring activities.
Specific duties and responsibilities
will entail:
- Collating and validating intelligence reports
that will support operations of the Authority;
- Providing guidance in development and
implementation of strategies, policies, plans, standards and procedures
pertaining to inspection and monitoring services as per the Authorities
strategic plan;
- Overseeing the inspection of police premises
and detention facilities under the control of the National Police Service;
- Overseeing monitoring of policing operations
affecting members of the public;
- Ensuring that inspections and monitoring are
being conducted in line with the standard regulations of the Authority;
- Developing the standards of inspections and
monitoring methodology and tools;
- Developing and maintaining relationships with
Police and other relevant government Ministries, Department and agencies;
- Ensuring proper management of the directorate
information, records and resources;
- Leading the monitoring of action taken by the
IAU of the National Police Service in response to complaints against the
police;
- Liaising with key stakeholders in ensuring
that human rights are observed during inspections and major police
operations that involve members of the public;
- Ensuring preparation of the Directorate’s
reports, work plans and budgets; and
- Representing the Department in critical
engagements and overseeing budgetary controls for the Department.
Job Specifications
For appointment to this grade, an
officer must have:
- Served for a minimum period of ten (10) years
with the security sector, five (5) of which must have been in a Senior
Management level in the Public Service or Private Sector;
- Bachelor’s degree in any of the following
disciplines: Public Administration, Criminal Justice, Law, Social Sciences
or equivalent qualifications from a recognized institution;
- Master’s degree in any of the following
disciplines: Public Administration, Criminal Justice, Law, or equivalent
qualifications from a recognized institution will be an added advantage;
- Certificate in either Corporate Governance or
Strategic Leadership Programme lasting not less than three (3) weeks from
a recognized institution

Complaints Officer
IPOA Grade 7

Job Summary: This is the entry grade for this cadre. An officer
at this level will work under the guidance of a senior officer.
Duties and
responsibilities at this level will entail:
- Receiving and processing complaints;
- Updating the complaints management database;
- Liaising with the complaints clients and
informing on the status accordingly;
- Organizing and maintaining reports on
complaints;
- Making enquires and follow-ups of complaints
made to relevant state agencies;
- Conducting preliminary investigations and
statement taking; and
- Participating in complaints management review
meetings.
Job Specifications
For appointment to this grade, an
officer must have:
- Diploma in any of the following disciplines:
Law, Criminology, Dispute Resolution, or equivalent qualifications from a
recognized institution;
- A relevant Degree will be an added advantage;

Human Resource Assistant
Job Grade IPOA 7

Job Summary: The
Human Resource Assistant will be responsible to the Head of Human
Capital.
Specific duties and
responsibilities will entail:
- Processing Human Resource Management issues
and activities including; recruitments, appointments, promotions,
placement/deployment, training and development, leave, disciplinary and
staff welfare;
- Implementing and communicating human resource
management decisions;
- Processing salaries, allowances, gratuity and
other benefits;
- Collecting, collating, compiling and updating
human resource bio data;
- Updating staff medical and other insurance
schemes; and
- Drafting simple letters for daily correspondences.

For appointment to this grade, a
candidate must have:
- Diploma in any of the following disciplines:
Human Resource Management/Development, Industrial Relations or equivalent
qualifications from a recognized institution;
- Degree in Human Resource

Senior Security Officer

Job Summary: The Senior Security Officer will be responsible to the Head of Security.
Specific duties and
responsibilities will entail:
- Planning and executing security arrangement as
required by IPOA;
- Undertaking appropriate security measures and
mechanisms to guard against unauthorized access;
- Ensuring maintenance of law and order within
IPOA;
- Liaising with police and other security
agencies regarding security matters;
- Supervision of IPOA contracted security
personnel;
- Undertaking security intelligence and
investigations;
- Carrying out training and sensitization of
staff on security and safety procedures; and
- Ensuring appropriate security screening of
visitors to Authority`s offices.

Senior Risk & Audit Officer

Job Summary: The Senior Risk & Audit Officer will be
responsible to the Head of Risk & Audit.
Specific duties and
responsibilities will entail:
- Providing inputs and proposals for the update
of standards, procedures and guidelines for internal audit in the
organization;
- Conducting audits of IPOA operations as per
the approved risk based audit plan;
- Conducting follow up audits;
- Verifying the existence and safety of the
Authority’s assets;
- Preparing draft internal audit reports for
presentation to Management;
- Carrying out continuous risk assessment and
evaluation; and
- Assisting in the implementation of the IPOA
risk management framework;
Job Specifications
For appointment at this level an
officer must have:
- Served in the grade of Risk & Audit
Officer, for a minimum period of three (3) years or four (4) years in a
comparable and relevant position in the Public or Private Sector;
- Bachelor’s degree in the following
disciplines: Commerce (Finance or Accounting Option), Business
Administration (Accounting Option), Information Technology; or equivalent
qualification from a recognized institution;
- Passed part Ill of Certified Public
Accountants (CPA) Kenya examination or equivalent qualification from
recognized institution;
- A certificate in computer application skills;
and
- Shown merit, integrity and ability as
reflected in work performance and results.
