Pursuant to the Constitution of Kenya (2010) and the County Government Act No.17 of 2012, the County Government of Kisumu invites applications from suitably qualified persons to fill the following position:

County Chief Officer - Treasury

Ref: Ksm/CPSB/2013/001

The Chief Officer Treasury shall be the Accounting and Authorized Officer with respect to the exercise of delegated powers and shall be responsible to the respective County Executive Member.

Duties and responsibilities:
  • General administration and coordination of the County Treasury.
  • Must be able to provide firm, effective and efficient control and direction of staff for enhanced productivity.
  • Oversee management of finances, preparation and submission of budget estimates, annual plans and programmes.
  • Development and implementation of strategic sector plans and performance management.
  • Formulate and implement policies and plans that conform to the county strategic plan and Vision 2030.
  • Promote national values, and principles of good governance as outlined in Articles 10 and 232 of the Constitution of Kenya.
  • Provide strategic financial management with respect to revenue generation, prudent accounting, control and direction.
  • Institute secure and robust financial information systems.
  • Oversee the automation and implementation of the procurement process.
  • Oversee the implementation and monitoring of performance management systems.
  • Demonstrate a thorough understanding of devolution, including the diversity within the county, the county development objectives and Vision 2030.
  • Perform any other duties that may be assigned from time to time.

Requirements for appointment
  • Be a Kenyan Citizen.
  • Be a holder of a first degree in Finance, Accounting, Business Administration or Economics.
  • Must be a Certified Public Accountant of Kenya with a minimum of 5 years’ post qualification experience.
  • Must have a Masters Degree in Finance or Accounting or Business Administration or Economics.
  • Be a member of the relevant professional body and in good standing.
  • Have knowledge, experience and a distinguished career of not less than ten (10) years in the specific area, five of which should be at managerial level.
  • Must be conversant and experienced in the use of Integrated Financial Management System.
  • Satisfy the requirements of Chapter Six of the Constitution.
  • Have capacity to work under pressure and meet strict timelines.

Terms of service: Contract/Permanent.

Remuneration
  1. Basic Salary - Kshs 120,270-180,660 p.m.
  2. House Allowance - Kshs 56,000 p.m.
  3. Commuter Allowance - Kshs 20,000 p.m.

County Attorney & Chief Legal Officer

Main duties and responsibilities

The County Attorney and Chief Legal Officer is to provide specialized legal support to the Governor and the County Government agencies.

Key responsibilities will include:-
  • Advise the Governor and county agencies on legal and regulatory matters
  • Interpret and advise the County Government accordingly on other related laws
  • Lead in managing litigation including prosecution procedures and other legal requirements
  • Monitor compliance with the legal regulatory framework
  • Advise on and prepare legislative and policy documents for the County Government, and where necessary in liaison with the relevant departments.
  • Ensure safe custody of collateral, chattels and other organization properties
  • Advise on negotiations
  • Draw contracts and agreements and initiate periodic legal reviews of the county’s legal documents and other relevant rules where necessary in liaison with the office of the Attorney-General
  • Undertake research and prepare detailed legal opinions
  • Offer general legal advice to the county government
  • General administration and coordination of the legal team
  • Formulate and implement policies and plans that conform to county strategic plan and Vision 2030
  • Perform any other duties that may be assigned from time to time.

Requirements for appointment
  • A Bachelor of Laws degree from a university recognized in Kenya. A Master of Laws degree will be an added advantage
  • Be an Advocate of the High Court of Kenya with ten (10) years’ experience in either private practice or the public service
  • Be a member of the Law Society of Kenya in good standing and have a valid practicing certificate
  • Have excellent communication, presentation, research, legal and analytical skills
  • Demonstrate a high degree of professional competence and attention to detail
  • Have excellent interpersonal skills
  • Have the ability to handle pressure, meet tight deadlines and work with minimum or no supervision
  • Meet the requirements of Chapter 6 of the Constitution of Kenya
  • Be proficient in digital systems
