The Independent Policing Oversight Authority (IPOA) is a State Authority created under an Act of Parliament No. 35 of 2011 which provides for civilian oversight of work of the police.

Human Resource Management Department

Senior Human Resource Officer

Grade 5

Reporting to the Head of Human Capital, the jobholder will be responsible for assisting in preparation of employee resourcing and planning of the Authority’s human resources activities and requirements.

The jobholder will also be responsible for:
  • Implementing recruitment policies and plans;
  • Assist in staff recruitment, and career management programs;
  • Coordinate staff induction programs and placement;
  • implementing human capital transfers and deployment;
  • Maintaining a human capital database and managing employee contracts;
  • Assist in implementation of staff promotion programs
  • Provide HR administrative support to IPOA units when required
  • Assist reviewing job descriptions, analysis and evaluations

The successful candidate will have
  • a Bachelor’s degree in Human Resources or Social Sciences and a Higher Diploma in Human Resource Management.
  • The ideal candidate will possess a minimum of 3 years work experience at a senior Human resource officer level.
  • Master’s degree qualification in Human Resource Management will be an added advantage.
  • Must be a member of a recognised professional body e.g. the Institute of Human Resource Management (IHRM).

Human Resource Officer

Reporting to the Head of Human Capital, the jobholder will be responsible for assisting in handling the general Human Resource functions of Training and development, performance management, employee Compensation and rewards, Welfare and benefits and Employee Relation issues.

The jobholder will also be responsible for:
  • Assist in implementing human capital management policies and strategies;
  • Participate in Planning and directing staff recruitment, employee development, training, performance and career management programs;
  • implementing reward systems and remuneration policies and strategies as advised by management;
  • Administrative coordination of human capital welfare schemes and policies;
  • Implementing staff sanctions, medical, Insurance and pension schemes;
  • Organise staff welfare systems and counselling services;
  • Safety and utilisation of equipment in the department; and
  • Implementing HIV/AIDS programs and cross cutting issues
  • Implementing Human Resource Information management system
  • Providing quarterly and annual reports of Human Resource Matters
  • Ensuring compliance with the Labour laws and related regulations on Human resource.

The successful candidate will have
  • a Bachelor’s degree in Human Resources or Social Sciences and a Diploma in Human Resource Management.
  • Professional training on Labour laws will be an added advantage.
  • The ideal candidate will possess a minimum of 3 years relevant work experiences
  • Be a member of a recognised professional body e.g. the Institute of Human Resource Management (IHRM).
