Length of Contract: One Year

The role
  • To fundraise for, and implement Donor funded community based Water and Sanitation (WatSan) Programs under the direction of the Country Director and in collaboration and co-ordination with the local community, the relevant government ministries and the respective Donor(s).
  • To collaborate with the District Water Officers and target communities in implementing the Programs in an environmentally and culturally appropriate manner.
  • Using community participatory method, identify specific locations of the structures that need to be rehabilitated or constructed as per the approved grants and plan their construction in a manner that optimizes community participation.
  • Determine the appropriate Water and Sanitation Solutions for each community along with plans for their use, management and maintenance.
  • Apply appropriate water and sanitation technologies to create appropriate drawings and designs and to develop bills of quantities for water and sanitation facilities.
  • Supervise the rehabilitation and construction of approved water and sanitation structures in strict adherence to the government regulations and the SPHERE standards.
  • Coordinate and network with the line ministry, Ministry of Water and Irrigation, Community Based Organizations and NGOs working in the respective target areas.
  • Create, mobilize and train local water committees in participatory construction and maintenance of community based water and sanitation facilities to empower them to sustainably run the facilities and to maintain their own environment and health.
  • Ensure safe, efficient and effective use of the organization’s assets and equipment under his/her custody at all times.
  • Monitor implementation of Programs activities and budget to assure accountability as per the approved Work Plan; Monitoring and Evaluation Strategy; Marking and Branding Strategies; and in strict adherence to the World Concern’s standards and donor regulations.
  • Identify and engage all contractors and suppliers for goods and services required for quality implementation of WatSan Programs following the World Concern’s Procurement Policy.
  • Prepare and review all contracts to be awarded to vendors of goods and services related to the WatSan Programs before presenting them for approval.
  • Prepare Terms of References (TORs) for the programs’ evaluation and review evaluation reports before presenting them for approval.
  • Conduct studies, assessments and develop concepts and/or proposals for implementing the lessons learned and informing future WatSan programming.
  • Recruit, train, Supervise and guide the entire Program staff under him/her who may include water technicians, sanitation and hygiene staff, drivers, etc.
  • Prepare financial and narrative progress reports on the implementation of the WatSan Programs as per the approved Grants Compliance Plans.
  • Provide weekly updates on the Programs’ achievements for the ending week and planned activities for the following week.
  • Carry out any other official duties as may be assigned by the Country Director or his designee.
Required Education, Skills & Experience:
  • Committed to World Concern’s values, Vision and mission.
  • A Diploma holder from a recognized institution with a minimum of five years experience in a similar position. A university degree in Water engineering will be an added advantage.
  • Familiarity with implementing Donor funded Programs will be required.
  • Experience working with an NGO or UN agencies an added advantage.
  • Working knowledge and proven experience of Community Led Total Sanitation CLTS.
  • Above average functional knowledge of MS Office suit.
  • Knowledge and proven experience working with engineering, statistical and mapping software e.g. AutoCAD, SPSS, ArcGIS e.t.c.
  • Strong analytical and writing skills.
  • Ability to work in and contribute to an environment for effective team functioning and building.
  • Fluency in English. Knowledge of local languages will be an added advantage.

  • Working Conditions:
  • This is a field based position.
  • Travel to field offices in Somalia. 
  • Living conditions in the field may at times be harsh.
  • May require working extended hours and on weekends/holidays to meet deadlines.
  • Normal office hours are Sunday- Thursday 8:00a.m.-5:00 p.m.
