The Government of Kenya has commenced a major reform initiative to re-engineer and fully automate the Integrated Financial Management Information System (IFMIS). 

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) Programme “Support to Public Finance Reform Programme” supports the established IFMIS department in the Ministry of Finance, charged with the overall mandate of coordinating, implementing and overseeing the re-engineering and full automation of IFMIS.

The Ministry of Finance aspires to transform financial management by creating an IFMIS Academy to enable IFMIS staff and IFMIS users in Ministries, Departments and Agencies to realise their full potential, through programmes tailored to enhance knowledge, skills and capabilities. 

The IFMIS Academy aims to be a leader in the provision of innovative life-long professional development programmes tailored for IFMIS users and other stakeholders.

GIZ wishes to hire an IFMIS Academy Learning Expert to support the IFMIS Academy programme in the development and delivery of classroom based and online capacity building as well as enhancement programmes of government financial management officers who are IFMIS users to ensure Re-engineering IFMIS is a success.

Key Responsibilities:
  • Ensure MoF has required documentation to support IFMIS users and technical staff
  • Guide the overall IFMIS Academy strategy and implementation of related activities
  • Exercise overall responsibility for planning, formulation, implementation, management, monitoring and coordination aspects of the IFMIS Academy operations and personnel
  • Assist in fine tuning the development of curriculum for the IFMIS Academy
  • Supervise the user needs and capacity assessments initiatives
  • Development of IFMIS User training manuals
  • Development of a Capacity building and Curriculum Guide
  • Prepare implementation Reports of the IFMIS Academy Learning Partner
  • Performance Management of the LMS users
Timing, Duration and Place of Work:
  • Based in Nairobi, the Assignment is for a 13 month period starting from 01st December 2012
The Candidate:
  • Advanced university degree in education or social sciences
  • Fluency in English is required
  • Full computer literacy
  • Adult learning specialisation
  • Demonstrated knowledge and understanding of approaches, tools and methodologies related to planning, executing and monitoring the implementation of projects
  • Planning & Organisation - excellent analytical and organisational skills required; ability to plan own work, manage conflicting priorities, report on work progress and deliver outputs in a punctual manner
  • Good knowledge of practices in public education
  • Proven track record in the provision of high level advice to governments in public education / curriculum programmes
  • Preferably experience in national education expert positions in at least two projects of similar scope
  • Ability to work in multi-disciplinary and multi-cultural teams
  • Ability to work under pressure against strict deadlines
  • Ability to present complex issues persuasively and simply
  • Ability to contextualise global trends in accordance with the dynamics of the operating (working) environment
  • Experience in adult education in the IT sector is an advantage
