Consultancy for Public Awareness Campaign (PAC) for the Credit Reference Bureau in Rwanda
Background
The Government of Rwanda has received a Grant from the African Development Bank through the Competitiveness and Enterprise Development Project, Phase II, and intends to apply a part of those funds for a public awareness campaign for the Credit Reference Bureau (CRB) in Rwanda.
Rwanda just passed a Credit Information law, which assigns to the Central Bank (BNR) the supervision of credit bureaus. The BNR issued the Regulations for credit bureau operations, which include the mandatory participation of regulated financial institutions as both providers of the credit history of borrowers and as credit report consumers for considering new credit extension.
A new credit bureau has been licensed by BNR to operate in Rwanda and banks, microfinance institutions, and insurance companies are signing subscriber contracts and providing data.
Purpose of the consultancy activity

The consultant should be able to assist National Bank of Rwanda, in coordination with the credit bureau, to prepare a communication Plan, with the objective of educating the public of the rights and responsibilities of borrowers with respect to credit references, on how the credit reference system works, and on the benefits of such a system, a Plan which:
  • Provides timely consistent and credible information to all stakeholders of the CRB;
  • Helps create a favorable public opinion and perception about credit reference services, through the careful and strategic deployment of available media and communication resources;
  • Educates and deepens the understanding of key stakeholders of the CRB about the benefits of credit bureau services;
  • Address the concerns of specific target groups, allay fears of borrowers regarding the sharing of confidential information and assure them of the integrity and security of the system.
3. The expected outputs
  • Design of a public awareness Campaign strategy
  • Guide BNR on designing a website and display of relevant information about CRB credit bureau, credit information system Law, Regulation, and consumer protection and dispute rights and display on its Website.
  • Design of brochures, leaflets, standard documents, letter heads, logos. Slogans. Billboards, drawings etc collection of all relevant material content for mass communication.
  • Participate in the implementation of the Public Awareness Campaign Report on the progress and achievements Public Awareness Campaign Evaluation report
4. Qualifications and experience
The firm should have a verifiable record of preparing and implementing a public awareness campaign or similar activities for not less than 5 years.
5. Duration of the assignment
30 days in total over a 120 day period
6. Submission of application
The Competitiveness and Development Enterprise Project now invites consultant companies to indicate their interest in providing the services. Interested consultants companies must provide information indicating that they are qualified to perform the services.
