Title: Recruitment of Individual Consultant for Framework for Adopting a Capital Charge for Market Risk in Rwanda
Background
The Government of Rwanda has secured funds from the African Development Bank through the Competi-tiveness and Enterprise Development Project, phase II.
It is intended that part of the proceeds of the funds be applied to eligible payments under the contract for Consultancy Services for training of Bank Examiners on Capital Charge for Market Risks.
1. Purpose of the consultancy activity

The individual consultant will assist NBR in develop-ing a framework for adopting a capital charge for market risk.
She/he will work with the Banking Super-vision Department (BSD) to develop a policy paper on market risk, a survey on market risk exposures to be circulated to financial institutions and a draft amend-ment to the existing capital adequacy legal framework.
2. The main issues to be addressed are as follows
The assignment is aimed at equipping bank examiners with the technical capacity necessary for ensuring compliance with the requirements of the 1996 amendment to the Basel I Capital Accord to accommodate market risk, in an appropriate manner, given the characteristics of Rwanda’s financial sector and the capacity of the Banking Supervision Department.
3. Qualification requirements
The consultant should be an expert in framework for adopting Capital Charge for Market Risk.
He /She should have:
  • Masters degree in finance, banking, accounting or relevant field.
  • At least 10 years of experience in banking supervision and specific expertise in setting up a capital charge for market risk in at least 3 underdeveloped countries including the EAC countries
  • Should be able to speak and write English, knowledge of French is an added advantage.
4. Duration and cost
The duration of the consultancy service is 66 working days effective from the date of contract signature.
5. Submission of application
The Competitiveness and Development Enterprise Project now invites individual consultants to indicate their interest in providing the service. Interested individual consultants must provide their CVs indicating that they are qualified to perform the service.
A consultant will be selected in accordance with the procedures set out in the ADB’s Guidelines: Selection and employment of Consultants by World Bank Borrowers.
