HR Benefits Analyst Job Vacancy in Kenya

Our client is looking for a suitable candidate to fill a Benefits Analyst position.
Job Summary:
 

1. Supports developing and finalizing best practices for benefit plans and programs, and ensures that benefit plans are written clearly and correctly and administered accurately and efficiently. Responsible for researching, resolving and responding to enquires and escalations from employees, vendors, the HR function, and management. Works closely with vendors to ensure timely and accurate benefits processing (eligibility, payments, data valuations, etc.). Monitors metrics and service level agreements. Implements regulatory changes. Provide input to the Benefits COE through researching, processing, and/or analyzing various types of benefits information and data. Reconciles data between multiple vendors and systems.
 

2. Assists in defining the issues and scope of assigned projects, and determines approach and methodology for implementation. Also serves as project manager during the execution phase.
 

3. Benefit plans and programs may include health and welfare and retirement, and are structured as defined benefit and defined contribution, tax qualified and nonqualified, ERISA bargained and non-bargained, and cover eligible domestic employees, international service associates, and certain former employees.
Key Duties/Responsibilities:

Function Specific Activities – The following is a list of top Function-Specific activities performed in the job.
  • Respond to questions pertaining to benefit plans and programs from the Tier 1 GBS, vendors, HRBP’s and management.
  • Identify, classify, maintain and protect files, documentation and sensitive information consistent with record handling and retention requirements.
  • Make recommendation on plan changes based on experience and trends identified through escalations.
  • Identify process improvements and implementation of any plan or process changes.
  • Audits ongoing operations to ensure adherence to process flows and data integrity.
  • Perform due diligence in order to identify opportunities or concerns with ongoing plan administration, including monitoring vendor performance against SLA’s
  • Assist in completion of surveys.
  • Provides accurate and consistent plan interpretation and recommendations for plan changes through in-depth research and knowledgeable consultation and discussion with others.
  • Provides detailed, constructive impact analysis of proposed plan and legislative changes from legal, administrative, participant and other resources through in-depth research.
  • Develops and executes implementation strategies for plan changes and other benefits initiatives involving multiple customers and vendors through use of strong project management disciplines.
  • Develops group communications and training materials using depth of experience and proven proficiency in technical, marketing, and employee relations skills.
  • Develops timely legal notices in accordance with COE and Legal timelines
  • Serves as internal client relationship manager between the Company and third-party service providers.
  • Educates managers and employees on benefits plans and programs, practices, processes, and tools to ensure continual knowledge transfer, enhanced organizational capability, people development, and consistent service delivery.
  • Develops special benefits communications for sensitive employee situations.
  • Ensures communication channels (web sites, employee service centers, HR) are kept up-to-date of changes in benefit plans and programs, processes, and tools.
  • Administer flexible benefits programs where applicable (i.e Turkey, GB)
  • Chair Benefits meetings where applicable in country – and undertake associated activities such as benchmarking, employees satisfaction surveys etc

Functional Competencies:
  • Benefits Administration – Understanding of the administration, recordkeeping and operational aspects of multiple or single benefit plans. This includes the ability to interface with vendors, issue resolution, educate vendors, plan changes and initiate appropriate communications.
  • Benefit Determination – Understanding of plan provisions, eligibility determination, how to calculate the benefit, payment options, funding and payment process, reporting, applying all applicable laws governing payments (e.g., maximum limitations on contributions, benefits from qualified plans, pension offsets, reciprocity agreements, adjusted service).
  • Benefit Plan Design – Ability to design benefit plans including knowledge of eligibility issues, benefit formulas, tax impact, integration or coordination with government plans.
  • Benefit Communications and Training - Ability to develop communications and training materials.
  • Compliance – Knowledge of regulatory laws that affect benefit plans to ensure consistency of application and legal compliance for the Eurasia, Africa, Europe ‘hub’
  • Financial Principles and Controls – Understanding financial aspects and Controls of benefit plans and programs, specifically actuarial, underwriting, benefits accounting and Sox.
  • Data Analysis – Knowledge of data analysis methods, which includes the ability to analyze and interpret data, identify trends and implications to the company.
  • Benefit Plan Reporting, Testing and Audit – Ability to prepare financial reports, conduct non-discrimination testing, support audits
  • ISA Benefits – Knowledge of ISA benefits regarding integration with other company and local government plans
Educational Requirements: 
  • Bachelor’s degree in Human Resources/Social Sciences or a related field or equivalent related work experience
Analysis: 
  • Analysis of vendor performance against SLA’s and metrics. Analysis of cost data to the company to compare alternative plans and cost to the company of any changes both by vendors and new Government legislation.
