For appointment to this grade, a candidate must have:
  • served for at least twenty (20) years in the field of Education, three (3) of which should have been in the grade of Senior Deputy Director of Education, Job Group ‘Q’ or



    above or in a comparable position in the wider Public Service;
  • a Bachelor’s degree in Education;
  • a Masters degree in Education; and
  • shown administrative ability as reflected in work performance and results.
Duties and Responsibilities

Duties and responsibilities will include:
  • organizing, directing, controlling and coordinating of all Higher Education matters;
  • providing necessary professional leadership and guidance for promotion of Higher Education; and
  • advising the Minister and the Permanent Secretary for Higher Education on all professional matters relating to the formulation of policies, plans and regulations necessary for promotion and development of Higher Education in Kenya.
Deputy Secretary, National Council of Science and Technology

For appointment to this grade, a candidate must:
  • have served for at least twenty (20) years in the Research field, three (3) of which should have been in the grade of Principal Science Secretary, Job Group ‘Q’ or above or in a comparable position in the wider Public Service;
  • possess a Doctor of Philosophy (PhD) degree in any of the following fields: Medical Sciences (including Pharmacology), Industrial Sciences, Engineering and Technology (including Chemical Sciences and Mathematics), Agriculture and Allied Sciences;
  • have shown merit and ability as reflected in work performance and results; and evidenced by Scientific Publications or Proposal Writing;
  • be results oriented and a team player; and
  • have leadership, management and administrative experience;
Duties and Responsibilities

Duties and responsibilities at this level will include:
  • coordinating all research projects funded by the Ministry responsible for Research, Science and Technology issues;
  • coordinating cross-sectoral policies on research;
  • ensuring the security of completed research projects (enforcing patent and copyright registration);
  • developing modern and well organized Ministry’s libraries – (General and Reference);
  • liaising with the other research institutions; and
  • deputizing the Secretary to the Council.
Chief Science Secretary

 Ksh.94,235 – Ksh.120,270 p.m.

For appointment to this grade, a candidate must:
  • have served for at least eighteen (18) in the Research field, three (3) of which should have been in the grade of Senior Science Secretary, Job Group ‘P’ or above or in a comparable position in the wider Public Service;
  • possess a Doctor of Philosophy (PhD) degree in any of the following fields: Agriculture and Allied Sciences, Medical Sciences (including Pharmacology), Industrial Sciences and Engineering and Technology;
  • have shown merit and ability as reflected in work performance and results; and
  • be results oriented and a team player.
Duties and Responsibilities

A Chief Science Secretary will Head a specific Science Division and will be responsible to the Executive Secretary to the Council for coordination of professional activities within his/her field of specialization.

Duties and responsibilities will include:
  • developing and managing multi disciplinary research registry and data base on research projects and programmes;
  • liaising with multi-sectoral organizations for development of Research, Science and Technology;
  • coordinating all research projects funded by the Ministry responsible for Research, Science and Technology;
  • coordinating cross-sectoral policies on research;
  • ensuring the security of completed research projects (enforcing patent and copyright registration);
  • developing modern and well organized Ministry’s libraries – (General and Reference); and
  • liaising with other research institutions and deputizing the Secretary to the Council.
Principal Science Secretary

For appointment to this grade, a candidate must:
  • have served for at least fifteen (15) years in the Research field, three (3) of which should have been in the grade of Science Secretary I, Job Group ‘N’ or above or in a comparable position in the wider Public Service;
  • have a Master’s degree in any of the following: Industrial Sciences, Health Sciences, Biology, Nuclear Sciences, Space Science, Information Sciences and Development Planning and Economics;
  • have shown merit and ability as reflected in work performance and results; and
  • be results oriented and a team player.
Duties and Responsibilities

The Principal Science Secretary will be responsible to the Chief Science Secretary for coordination and control of professional activities relating to Research, Science and Technology in a particular field.

Duties and responsibilities will include:
  • reviewing and updating research, science and technology policies in the country;
  • supervising and evaluating activities in his/her field of specialization; and
  • coordinating and carrying out proper follow up of sectoral national and district development plans and research strategies including school activities involving Research, Science and Technology.
