Duties and Responsibilities

The Integration Secretary will be the Head of the Technical Department in the Ministry of East African Community and the chief advisor on issues relating to the East African Community (EAC) matters. He/she will be answerable to the Permanent Secretary for the following:
  • initiating policies to operationalize all aspects of the EAC Treaty and for the overall leadership, guidance, supervision and coordination of work relating to the implementation of the EAC Customs Union, Common Market, Monetary Union and the East African Political Federation as well as the bilateral and multilateral Regional arrangements;
  • coordinating integration of Directorates of the Economic, Political, Social, Productive and Services Sectors of the EAC;
  • liaising with Government Ministries, the EAC Secretariat and Sectoral Committees on all Regional integration issues of the EAC as well as the Ministries responsible for East African Community Affairs within the EAC Partner States; and
  • following up on the formulation and implementation of East African Community policies, projects and programmes as well as monitoring and evaluation of the same.

Duties and Responsibilities

The Director, Political Affairs will serve as the Head of one of the four Technical Directorate at the Ministry of East African Community and will be responsible to the Integration Secretary for:
  • developing policies that support the EAC integration process for coordinating the operational and functional aspects of the Directorate;
  • interpreting the EAC Treaty on Political Affairs and advising the Integration Secretary on all political matters relating to the implementation of the Treaty;
  • providing overall leadership, guidance, supervision and coordination of the technical work of the Directorate and take responsibility for the management and development of Directorate employees;
  • ensuring that the required research, data analysis, report writing and other technical activities of the Department are executed in a professional and efficient manner;
  • ensuring that all integration activities are undertaken as programmed;
  • ensuring that Kenya’s interests are protected through effective representation at key integration meetings and in presentation of quality country position papers; and
  • being responsible for providing leadership and coordination of Country positions on matters of Political Affairs of EAC.

The Director, Productive and Services will serve as the Head of one of the four Technical Directorate of the Ministry of East African Community and will be responsible to the Integration Secretary for the development of productive and infrastructural policies that support the EAC integration process and coordinating the operational and functional aspects of the Directorate.

Duties and responsibilities will include:
  • implementing integration activities relating to Standardization, Quality Assurance, Meteorology, Infrastructure, Environment and Natural Resources, Tourism and Wildlife Management, Agriculture and Food Security as specified in EAC Treaty;
  • fostering achievement of the development and harmonization of goals that are specified in the EAC Treaty;
  • ensuring that the required policies, strategies and work plans, that are in line with the overall strategies and objectives of the EAC as a whole are put in place, and executed as specified;
  • ensuring that Kenya’s interests are protected through effective representation at key integration meetings and presentation of quality country position papers; and
  • being responsible for the leadership and coordination of Country position on matters of Productive and Infrastructure Sector.

  • coordinating and supervising work relating to either Customs, Fiscal, International Organizations, Monetary, Trade, Industry or Investment Affairs of the Directorate and that supports the implementation of the East African Common Market, the Customs Union and the promotion of industrial development across the community;

For appointment to this grade, a candidate must have:

  • a Master’s degree in any of the following fields: Medical Sciences, Gender Studies, Human Resources Management or any other relevant qualifications from a recognized university;
  • demonstrable knowledge of the East African Community Treaty and regional integration issues in general; and
  • a clear understanding of National Goals, Policies and Programmes as well as the ability to relate them to Regional integration and multilateral issues.
Note: Possession of a Post-Graduate Diploma in Regional Integration and International Relations, from a recognized university/institution will be an added advantage.

Duties and Responsibilities

An Assistant Director, Social Affairs will assist the Senior Assistant Director to manage the work of the Section to which he/she is assigned. The officer will be deployed in one of the following Divisions: Health, Social Economic Development, Education and Training, Labour and Immigration, Social Welfare, Culture and Sports or Science and Technology.

Duties and responsibilities will include:
  • ensuring that the EAC Treaty’s stated intent of harmonizing the provision of social services and the enhancement of the role of gender in economic development across the region is actively promoted and supported by the activities of the Section to which he/she is assigned;
  • supervising work within the Section to ensure that tasks are completed on schedule and to the correct standards;
  • ensuring that the country’s negotiations teams and implementing Ministries, Department and Agencies receive quality and timely information to support their work.
