For appointment to this grade, a candidate must:
  • have at least twenty (20) years experience in the Education Sector, three (3) of which should have been at the level of Deputy Director, Policy and Planning, Job Group ‘Q’ or above or in a comparable position in the Public Service;
  • possess a Master’s degree in Education;
  • have demonstrated a high degree of professional competence and



    administrative capability;
  • be self motivated and results oriented;
  • be of high ethical standards;
  • be well versed in Education policy design and development, monitoring and evaluation; and
  • have excellent communication and public relations skills to deal with the coordination of development partners and other stakeholders.
Duties and Responsibilities

The Director of Policy and Planning will be responsible to the Education Secretary on matters pertaining to Policy and Planning of Education in the Ministry.

Duties and responsibilities will include:
  • implementing Basic Primary Education (BPE) Investment Programme as contained in the Kenya Education Sector Support Programme (KESSP). This covers Primary School Infrastructure, Early Childhood Development and Education, Non-Instructional Materials, Primary Teachers’ Education (pre-service among others);
  • management and accountability of the resources within Policy and Planning;
  • mainstreaming of cross-cutting issues and ensuring quality implementation at Directorate level. These will include; HIV/AIDS, ICT, expanding educational opportunities in arid and semi-arid lands, capacity building, guidance and counselling, Gender and Education, Education Information Management Systems and monitoring and evaluation; and
  • policy formulation and implementation at the Directorate level.

  • have demonstrated a high degree of professional competence and administrative capability desirable for the formulation and implementation of Education goals and policies;
  • be self motivated and results oriented;
  • be of high ethical standards;
  • have ability to work without supervision; and
  • have ability to lead and guide professional working under him/her.
Duties and Responsibilities

The Director of Secondary and Tertiary Education will be responsible to the Education Secretary on matters pertaining to formulation and implementation of education policies in the Ministry.

Duties and responsibilities will include:
  • heading the Directorate in the development and management of Secondary Education policies, programmes and projects in the Ministry;
  • preparing and coordinating Education plans for implementation; and
  • overseeing the preparation and utilization of the Directorate’s budget and handling of human resources matters.

For appointment to this grade, a candidate must:
  • have served for at least eighteen (18) years in the Education Sector, three (3) of which should have been at the level of Senior Assistant Director of Education, Job Group ‘P’ or above or in a comparable position in the Public Service;
  • possess a Master’s degree in Education;
  • have demonstrated a high degree of professional competence and administrative capability;
  • be self motivated and results oriented;
  • be of high ethical standards;
  • be well versed in policy design and development, monitoring and evaluation;
  • have excellent communication and public relations skills to deal with the coordination of development partners and other stakeholders.
Duties and Responsibilities

A Senior Deputy Director of Education (Policy and Planning) will be responsible to the Director of Policy and Planning on matters pertaining to policy and planning for Education in the Ministry.

Duties and responsibilities will include:
  • formulating Education Policy, review and dissemination;
  • implementing Free Primary Education (FPE) and Free Secondary Education (FSE), Investment Programme as contained in the Kenya Education Sector Support Programme (KESSP);
  • management and accountability of the resources within Policy and Planning;
  • mainstreaming cross-cutting issues and ensuring quality implementation at Directorate level. These will include; HIV/AIDS, ICT, expanding education opportunities in arid and semi-arid lands, capacity building, guidance and counselling, Gender and Education, Education Information Management systems and monitoring and evaluation of KESSP communication strategy;
  • coordination of development partners in the sector;
  • coordinating Educational Reforms and overseeing of Education For All (EFA) and the Millennium Development Goals (MDGs);
  • promoting UNESCO activities in the sector; and
  • coordinating production of KESSP Financial Monitoring Report (FMR).

Duties and Responsibilities

The officer will be responsible to the Director of Secondary and Tertiary Education. Duties
and responsibilities will include:
  • deployment of Ministry of Education staff at the headquarters and fields;
  • coordinating INSET activities;
  • management of Voluntary Service Organization (VSOs);
  • coordinating guidance and counselling and HIV/AIDS programmes;
  • giving advice on the development of distance and open learning; and
  • coordinating implementation of ICT in the Education Sector.
