Program / Department Summary
Mercy Corps in partnership with TechnoServe and Agora Global is
designing a Market Systems Approach to Youth Employment, Resilience and
Livelihoods development in rural and marginalized areas of Kenya.
This Swedish Development Cooperation opportunity aims to
contribute to a productive employment and decent working conditions for youth
aged 18 -35. The program has two phases: inception phase intended to conduct a
robust market systems analysis and an implementation phase to promote
productive employment, improved livelihood & resilience for rural youth in
Kenya.
General Position Summary
The Market Systems Team Leader will be tasked with developing
and managing innovative and high impact youth employment program in rural and
marginalized areas of Kenya.
S/he is responsible for the overall management and coordination
of a Market Systems Development approach focusing on growth sectors such as the
agricultural and livestock aimed at increasing resilience and livelihoods for
youth.
S/he will lead, coordinate and manage all activities related to
the implementation of the markets systems component of the program ensuring the
programs are on time, on scope and on budget.
A market systems development and resilience approach is at the
core of Mercy Corps Kenya’s programming strategy and as such, the team leader
will be responsible for overall program performance and quality, ensuring that
the program is catalytic and in building resilience of young people of Kenya in
sustainable manner.
Essential Job Responsibilities
STRATEGY AND VISION
·
Provide leadership and strategic vision in all aspects of the
program’s development (inception phase) and implementation.
·
Lead the day-to-day activities of the program.
·
Recognize opportunities for innovative action and create an
environment where alternative viewpoints are welcome.
·
Set direction by prioritizing and organizing actions and
resources to achieve objectives and impact.
·
Lead assessments and analysis to identify areas for program
improvement.
PROGRAM AND TECHNICAL OVERSIGHT
·
Manage all program activities, including providing support to
agricultural groups, developing market linkages and value chains, building the
capacity of local producers, and supporting micro-projects.
·
Provide management oversight over the implementation team,
including development of work plans, sector result chains, intervention
designs, growth structure, sustainability, vision, monitoring implementation
and impact, ensuring that program deliverables are completed on budget and on
time.
·
Jointly with the project teams, lead actor identification of
specific markets in the project area and develop shared value and sustainable
partnerships.
·
Work closely with local partners and develop strategies to
promote their organizational development and capacity-building.
·
Together with the implementing partners and other Mercy Corps
team members, lead field level inquiry of the project learning agenda.
MONITORING, EVALUATION AND LEARNING
·
Work with Monitoring and Evaluation team to develop monitoring
systems, provide regular high-quality reports on program activities to
demonstrate progress of activities and lessons learned.
·
In collaboration with the Country Director and Monitoring and
Evaluation Lead, ensure monitoring, evaluation and analysis are integrated into
program implementation to promote adaptive management and a culture of constant
program improvement.
·
Support the design and implementation of relevant surveys, need
assessments, data and information collection for on-going monitoring and
learning.
REPRESENTATION AND FUNDRAISING
·
Develop and nurture culturally sensitive internal and external
relationships and networks to ensure optimum communication and program success.
·
Explore, evaluate and present innovative funding opportunities
that support the country strategy.
·
Identify, build and manage collaborative partnerships with
donors, government partners, consortium partners, sub-grantees, and other
stakeholders.
·
In coordination with the Country Director, partake in
representation role on specific coordination working groups or forums.
TEAM MANAGEMENT
·
Create and sustain a work environment of mutual respect where
team members strive to achieve excellence.
·
Provide team members with information, tools and other resources
to improve performance and reach objectives.
·
Lead capacity development initiatives for project team members
through trainings, mentoring and coaching to ensure there is a cohesive
understanding of market systems and project implementation approaches.

Guide program team and work with M&E staff to develop,
document and implement adaptive management practices that lead to improved
quality and responsive implementation.
·
Work with program and M&E team to ensure high quality
measurement on key performance indicators for Market Systems Development (MSD).
FINANCE AND COMPLIANCE MANAGEMENT
·
Ensure compliance and transparent use of resources in line with
donor and Mercy Corps policies.
·
Monitor and adherence to grant agreements, Mercy Corps’ policies
and procedures and other relevant regulations, including those of the
Government of Kenya.
·
Work closely with support functions in Kenya, regional and
headquarters to ensure highest compliance and program performance.
·
Work with Program Managers on proper budget management,
including forecasting and procurement planning.
SECURITY
·
Ensure compliance with security procedures and policies as
determined by country leadership.
·
Proactively ensure the well-being of team members and ensure
they are aware of policies to help manage insecure environments.

Knowledge and Experience

BA/S or equivalent in a relevant field; an advanced degree is
preferred.

5-7 years practical field experience implementing agriculture,
livelihoods or related sectors.
·
Implementation and management experience in developing countries
through market system based approaches.
·
Experience managing and empowering teams in Market Systems
Development with demonstrated evidence of continued learning and adaptation
·
Demonstrated strong theoretical and applied knowledge of
livelihood and market systems development programming and familiarity designing
assessments.
·
Prior experience in developing partnership with both private and
public actors as part of program implementation in achieving projects desired
goals.
·
Previous experience working in complex programming, in volatile
and insecure environments applying a market system based approaches.
·
Strong writing and report development skills.
·
Must be able to work independently while being a strong team
player.

Demonstrated experience working effectively with local and
national governments, INGO and local NGO partners;

Strong oral and written English skills required.
Success Factors
The Team Leader will have an excellent understanding and
experience in Market System Development with focus in rural areas and youth
programming. S/he has a combination of team leadership, program development and
implementation skills with the ability to work across a wide range of
stakeholders.
The Team Leader has the ability to communicate the programme’s
activities to a wider audience and play a critical challenge function to the
technical team as well as bring a positive approach to the job, embracing
challenges as opportunities to innovate. Work well under pressure in a fluid
operating and security environment.
Living Conditions / Environmental Conditions
The position is based in Nairobi and requires up to 40% travel
to field locations. The location is accompanied and secure. Housing is individual
accommodation with unlimited freedom of movement beyond the house/office. There
are numerous International schools in Kenya.
Staff have a relatively high degree of access to health and
utility services (hospitals, clinics, electricity, water, etc). This position
requires frequent travel by road and air to field offices in less secure
environments, where basic amenities are lacking (no running water, and limited
electricity without generators).

outside work hours when deployed in a field posting or on a visit/TDY to a
field posting. Team members are expected to conduct themselves in a
professional manner and respect local laws, customs and MC’s policies,

Position: Monitoring, Evaluation and Learning Manager

Program / Department Summary: Mercy Corps has been
operating in Kenya since 2008, focusing its interventions around four
objectives:
1) Peace and Conflict Management;
2) Livelihood/Market Systems;
3) Governance (particularly at the county level); and
4) Youth Employment/Employability (including the social and
economic development of adolescents).
The four objectives serve to increase community resilience to
drought and other shocks and stresses, and to decrease fragility with a
particular focus on Kenya’s Arid Lands.
Mercy Corps’ vision for change requires the private sector,
government and civil society to work together to create meaningful and
sustainable change.
Mercy Corps seeks to implement a multi-year, 12 million GBP
program funded by the UK Foreign and Commonwealth Office through the Conflict,
Stability and Security Fund (CSSF).
Building Resilience in Civil Society (BRICS II) will engage
local and national government, local civil society organizations and
communities to mitigate the drivers, enablers and narratives of violent
extremism in East Africa through support to policy initiatives, community
engagement, and support to national civil society organizations in order to
prevent the recruitment of vulnerable individuals by violent extremist
organizations.
The program will work in Kenya, Tanzania, Ethiopia, Mozambique
and Uganda, through strategies adapted to the context and opportunities in each
country to advance research, legislation and field implementation of
activities.
General Position Summary: The Monitoring,
Evaluation and Learning (MEL) Manager is responsible for leading the overall
integration of monitoring, evaluation & learning for the program. S/he is
responsible for facilitating a participatory process in order to develop
Monitoring, Evaluation and Learning strategies and frameworks tailored to the
program.
The MEL Manager shall work closely with the program’s Research
and Learning team, ensuring that the program has a robust system in place to
measure program results, has a rigorous monitoring system that is regularly
collecting performance data, that partners have the skills to collect and
report relevant data, and that monitoring and evaluation data is being used to
inform research priorities and programmatic decision-making.
Essential Job Functions:
Monitoring and Evaluation
·
Contribute to program-level M&E planning and system
development at program start-up.
·
Facilitate indicator planning, design and negotiation with CSSF
on the M&E system development.
·
Work with the program team to define program indicators and
targets for all program years, based on CSSF guidance of standard required and
applicable indicators; where applicable and desirable, include Mercy Corps
Alpha Indicators or other innovative indicators to measure program impact.
·
Lead the program in the design of the detailed M&E plan,
including design of data collection tools and methodologies, M&E workflow,
data flow, data integrity, data quality assurance, database design and
protocols, secondary research to inform baseline assessments and measurement
frameworks, and ensuring alignment with Mercy Corps and Industry standards.
·
Coordinate assessments, evaluations and monitoring surveys in
areas of operation. This will entail development of Scopes of Work, development
of survey tools, trainings and management of data collectors, report write and
facilitating results discussion.
·
Champion the inclusion of qualitative data collection and
analysis for both direct and supplemental measurements of program performance.
Train teams in appropriate methods for focus group discussion and key informant
interviews and lead field-based qualitative data collection as needed.
·
Work with partners to develop individualized M&E plans that
feed into the program’s overarching M&E plan, and train and coach partners
on data collection, reporting and using M&E tools.
Knowledge Management & Learning
·
Build a collaborative network of relationships with implementing
partners and other stakeholders to encourage learning networks that promote
shared learning, aligned approaches, and mutual accountability to quality data
collection and programming
·
Contribute to the development and implementation of knowledge
management to further stimulate use of evidence for learning, strategic
adaptive management, and high-impact programming.
·
Work closely with the program’s research partners to define and
execute a research strategy, and ensure that M&E data is available to feed
into research activities.
·
Contribute to program visibility and advocacy work by assisting
in dissemination of program results and learning information.
·
Coordinate closely with implementing partners to ensure our
activities and data are shared and synced up together and tell one cohesive
story.
·
Connect best practices and learning from within the program and
across Mercy Corps countries to ensure an evolving and effective learning
system for improving program implementation.

Work with country program team to capture lessons learned during
program implementation, and feed this information into thought leadership and
research opportunities and into ongoing program management and program design.
·
Collect and compile impact stories and evidence from the program
on a regular basis.
·
In coordination with program team, drive the capacity building
of program staff on design and M&E concepts through trainings and new hire
orientation, including designing and delivering formal trainings. Design
comprehensive orientation for all new staff.
Information Technology
·
Serve as technical advisor for technology for data management
systems and real-time data flow, utilizing appropriate software platforms for
cloud aggregation, data processing and manipulation, and data visualization and
utilization. This includes learning and testing new software platforms, as well
as working with tech partners to develop both project and country level
information management systems.
·
Assist teams in setting up appropriate summary statistics and
relational calculations in program databases and link them to tracking
dashboards. Help develop the appropriate workflow.
·
Understand, maintain and innovate the technical components
(including hardware, software, database, etc.) of the MEL information and data
management system that improves MC’s ability to implement quality programs
through better collection, management, analysis and presentation of data, and
represent impact to donor, government bodies, peer organizations and
communities using standard technologies.

Knowledge and Experience:

MA/S or equivalent experience in international development,
economics, statistics, peace and conflict studies, or other relevant subject
with strong quantitative background, and at least five years of experience in
progressively increasing M&E responsibility in international development
projects. The candidate must have experience in leading the M&E of a large
project. Previous experience working on Conflict or Peacebuilding program is an
added advantage.

Strong conceptual knowledge about theories of change, logic
model, peace and security indicators, M&E plan, data quality assurance,
data utilization, and gender integration into M&E.

Demonstrated experience and expertise in developing and
operationalizing a comprehensive monitoring and evaluation plan.

Demonstrated expertise and experience in developing and
operationalizing routine monitoring system designed to track both output and outcome
indicators.

Strong quantitative background and demonstrated expertise in
designing annual monitoring surveys including probabilistic sampling strategy
and estimating sample size, developing appropriate weights, and analyze
quantitative data.

Demonstrated expertise in designing qualitative studies,
in-depth knowledge about qualitative sampling, and experienced in using
interview and interactive tools to generate qualitative information and
analysis.

Experience in developing data quality assurance strategies, data
management, and data visualization.

strategies and can creatively think about active data sharing techniques.

General Position Summary
Mercy Corps is seeking a bold
and innovative leader to be the Director of Programs (DoP) for Mercy Corps
Kenya. The DoP is a senior member of Mercy Corps Kenya team tasked with
developing new programs and managing a diverse, innovative and high quality
portfolio.
He/she is responsible for
overall program performance and quality, ensuring that teams are implementing
high-impact programs, and are tracking progress toward specific objectives,
indicators and milestones. Guided by the Mercy Corps Kenya Country Strategy,
the DoP will identify funding opportunities and developing proposals that
strategically connect programs into a cohesive country portfolio.
The DoP will support program
teams to effectively coordinate with operations, finance and human resources

Essential Job
Responsibilities
Strategy and Vision
·
Support and contribute to the development and implementation of
Mercy Corps Kenya strategy. Develop programs that aligns with the Mercy Corps
Kenya Strategy.

Provide support to the Country Director on matters pertaining to
strategy, planning, budgeting, programming and management.

Develop work plans and mobilize resources to achieve country
strategy objectives.

Promote thought leadership by ensuring that program innovations

Program Management
·

Experience managing development and humanitarian programs as
well as transitional programs in insecure areas affected by conflict.

Experience managing programs in relevant technical area(s)
including food security, nutrition, resilience, market systems development,
gender, livelihoods and financial services.

Strong M&E skills in developing and executing effective and
timely monitoring systems, both at the program- and country-level

Conversant with major donor requirements and compliance

Demonstrated attention to detail, ability to follow procedures,
meet deadlines and work both independently and cooperatively with team members.

Strong understanding of conflict sensitive program mainstreaming
and gender and protection mainstreaming would be an advantage.

Experience in Kenya highly (especially in the Arid and Semi-Arid
Lands ASALs) preferred.
Success Factors
The successful DoP will
skillfully represent programmatic priorities of the agency to donors and
partners while providing effective leadership to the Mercy Corps program team.
S/he will have strong proposal
writing skills as this role spends about half of the time fundraising.
S/he has high emotional
intelligence, constructive mentoring skills and proven experience with capacity
building and will be committed to long-term program sustainability and the
delivery of high-impact activities at the community level.
The role is a hands-on position
and success will be determined by the level of direct engagement in program
development, oversight of programs, fundraising and representing the agency to
stakeholders including donors, governments and other agencies.
The successful DoP is a
versatile leader who takes an active role in program design and overarching
strategy. Successful Mercy Corps team members have a strong commitment to
teamwork and accountability, thrive in evolving and challenging environments,
and make effective written and verbal communication a priority.
Living Conditions /
Environmental Conditions
The position is based in
Nairobi and requires up to 40% travel to field locations. The location is
accompanied and secure. Housing is individual accommodation with unlimited
freedom of movement beyond the house/office.
There are numerous
International schools in Kenya. Staff have a relatively high degree of access
to health and utility services (hospitals, clinics, electricity, water, etc).
This position requires frequent travel by road and air to field offices in less
secure environments, where basic amenities are lacking (no running water, and
limited electricity without generators).
Mercy Corps team members
represent the agency both during and outside work hours when deployed in a
field posting or on a visit/TDY to a field posting. Team members are expected
to conduct themselves in a professional manner and respect local laws, customs
and MC’s policies, procedures, and values at all times and in all in-country
