ICT PHP Programmer
ICT – PRG/1/1/2018
Reporting to: Software Engineer
Liaises with the ICT Consultants, ICT Team and Branch Network.
Job Purpose: Design, code and implement computer programs for Family Bank;
perform analysis and modification of existing programs and operations to meet
the bank changing needs and to provide for system enhancements; write
maintenance and user documentation to support programs; test and debug programs
for accuracy and reliability; instruct program users in proper operation.
Station: Based at the Head Office.
Key Responsibilities
·
Confirms project requirements by
reviewing program objective, input data, and output requirements with analyst,
supervisor, and client.
·
Arranges project requirements in
programming sequence by analyzing requirements; preparing a work flow chart and
diagram using knowledge of computer capabilities, subject matter, programming
language, and logic.
·
Codes project requirements.
·
Programs the computer by entering
coded information.
·
Confirms program operation by
conducting tests; modifying program sequence and/or codes.
·
Prepares reference for users by
writing operating instructions.
·
Maintains historical records by
documenting program development and revisions.
·
Maintains client confidence and
protects operations by keeping information confidential.
·
Ensures operation of equipment by
following manufacturer’s instructions; troubleshooting malfunctions; calling
for repairs; evaluating new equipment and techniques.
·
Maintains professional and technical
knowledge by attending educational workshops; reviewing professional
publications; establishing personal networks; participating in professional
societies.
·
Contributes to team effort by
accomplishing related results as needed.
·
Any other duties assigned to you by
Software Engineer.
Competence & Ability
Front End Skills
·
Three (3) years demonstrated
experience with the following: HTML, CSS, JavaScript, JQuery, AJAX, JSON, DOM;
HTML5, JQuery UI, XML/XSL, Event-driven programming in JavaScript and JQuery,
Bootstrap.
Back End Skills
Three (3) years demonstrated PHP
programming experience using Eclipse PDT including the following;
·
PHP streams for URL access
·
Use of PHP Sessions and associated
state-information storage, e.g. serialization
·
Manipulating XML via PHP
·
Regular Expressions
·
MySQL & PostGres database access
using PDO
·
Database Transaction Processing
·
Configuration of Eclipse PDT via
php.ini
MySQL& PostGres Database
Management including;
·
SQL query generation
·
Creation of triggers
·
Creation of stored procedures and
functions
·
Knowledge of PL/pgSQL
Working knowledge of Apache
administration, e.g.
·
Control access to files/directories
·
Knowledge of mod rewrites and similar
devices will be a definite asset
·
Working knowledge of the overall
LAMP/WAMP Stack, including installation and configuration.
Experience on both Windows and Linux
environments.
Programmers with experience in the
following will be at a definite advantage;
·
TCP/IP programming experience
·
Configuration of security settings on
all elements of the LAMP stack
·
Web Hosting configuration, e.g. DNS
server settings, Email Server configuration, etc.
·
Experience in programming a low level
language such as C/C++ on both Windows and Linux
Work Experience
It is highly desirable that the
candidate has participated in all cycles of Software Development from Design to
Implementation, Maintenance (e.g. bug fixes), Enhancements to newer versions,
Migrations between platforms, etc. Use of version control tools will be an
added benefit.
Candidates are expected to be
self-starters capable of working independently without the need for regular
supervision.
Note that the work environment will
often require the successful candidate to work extra hours outside the standard
8:00am to 5:00pm work hours, as dictated by factors such as deadlines for
business presentations and volume of business demands.

Job
Purpose: The CRO is a key member of the senior
management team responsible for development and implementation of a robust
Enterprise Risk Management framework that enables the Bank to proactively
identify, analyze, respond to, monitor and mitigate the key risks to the
realization of business strategic objectives as well as ensuring total
compliance to regulatory and operational requirements at all times.
The role has overall accountability
for ensuring that the Bank has a risk response strategy for specific risks
identified and analyzed thus enabling the Bank to pragmatically deal with
uncertainty and associated risks.
Key
Responsibilities:
Strategic:
·
Development and implementation of a
comprehensive Enterprise Risk Management (ERM) infrastructure that integrates
risk management with the Bank’s strategic management process
·
Developing and sustaining a risk
management culture across the Bank
·
Setting appropriate Risk Management
KPIs that facilitate SMART management of risk across the Bank
·
Proactive environment scanning for
possible risk events ahead and building risk mitigations to preempt and reduce
impact of the identified risk events
·
Serving as the key link between the
Board Strategy Committee and management in setting the risk appetite for the
Bank and assisting the Board and Management in monitoring and management of
risks
·
Managing and participating in key
decision-making processes such as strategic planning, capital and liquidity
planning, new products and services
Operational:
·
Ensuring implementation of
appropriate Risk Control Self-Assessment (RCSA) discipline for each
Business/Department in the Bank
·
Consolidation of “Lessons Learnt” and
integration of the same in Bank policies and procedures to continually improve
the Risk Management and Compliance in the Bank
·
Ensuring full compliance to AML/CFT,
KYC and other regulatory requirements across the Bank
·
Ensuring prompt reporting of risk
events at the appropriate level
·
Ensure that the bank policies are
approved by the management and the board
·
Actively engage in the process of
setting risk measures and limits for the various business lines and monitoring
their performance relative to risk-taking and limit adherence
·
Establishing an early warning or
trigger system for breaches of the bank’s risk appetite or limits

·
Custodian of the Bank Policies and
Procedures; taking a leading role in reviews of the Bank’s risk control
policies, processes, data analysis and corresponding controls

Ensuring all Policies and Procedures
are current and updated regularly

In liaison with the HR department,
ensuring that all staff are well trained and conversant with the relevant
policies and procedures in their respective areas of work
·
Actively participating in Assets and
Liabilities Committee (ALCO) of the Bank and providing critical input to help
drive decision making on the optimal level of Risk Return trade-offs on transactions,
products and business segments
·
Establishment of fraud risk warning
model and monitoring system, and quantitative analysis of risk data and
Governance:

Identification of governance loop
holes in operating procedures and recommendation of appropriate segregation of
duties and responsibilities
·
Dipstick risk management and
compliance checks across the Bank
·
Ensure adherence to regulatory risk
management framework
People Management:
·
Developing, coaching, motivating and
managing the performance of individuals and teams within the department and
across the Bank to achieve success in career and business goals

Actively providing leadership as a
member of EXCO by contributing to the collective Leadership Agenda and sharing
business insights/ feedback to maximise the overall performance and wellbeing
of the Bank

The Person:
The ideal candidate must possess the
following:
Qualifications
·
Bachelor’s degree in Accounting,
Finance, Economics, Statistics or Business Related field
·
Holder of a Master’s degree in
Business Administration its equivalent an added advantage
·
Professional Qualifications such as
ACCA, CPA, CISA
·
In depth knowledge of Banking
Operations, Risk and Controls
·
Grasp of CBK prudential guidelines,
Basel Rules, Banking Act, IFRS and other statute
·
A minimum of eight (8) years relevant
work experience in diverse functions of a Bank at senior management level; 6 of
which must have been in a senior risk management role in a significant size
commercial Bank in Kenya Team leadership skills
