Job Title: Assistant Data Analyst – Voucher 

(3 Positions)

Grade: E Band 3

Job Summary:
 Reporting to the Data Analysis Officer-Voucher, the Assistant Data Analyst-Voucher will supervise collection of data from WFP contracted vendors in his/her respective camp. 

He/she is directly involved in mapping of vendors and will be expected to collect, analyze data and generate timely reports.
 
Responsibilities and Tasks
 
R1: Traders mapping exercise
  • 1.1 Participate in mapping of WFP contracted traders in respective markets
  • 1.2 Effectively use the data (provided by WFP) of all the traders that sell food commodities in the refugee camps and Dadaab town for mapping.
  • 1.3 Electronically map out the location of the markets in the camps
  • 1.4 Electronically map out the exact location and assign a unique code to each of the contracted trader.
R2: Monitoring and reporting
  • 2.1 Conduct periodic market monitoring utilizing tools, guidelines and a schedule provided by WFP.
  • 2.2 Draft and provide detailed and timely market monitoring reports based on guidelines provided by WFP.
  • 2.3 Share trader information with the supervisor.
  • 2.4 Regularly participate in WFP monthly food coordination meetings, interagency forums and regular meetings with market committees
R3: Staff Management
  • 3.1 Train Voucher Monitors (Refugee Community Workers) under his supervision on collection of data from vendors.
  • 3.2 Supervise the Voucher Monitors while collecting data in the field.
  • 3.3 Manage performance of teams under his/her supervision.
R4: Traders Training
  • 4.2 Periodically organize for traders training in consultation with the Logistics Officer-Voucher.
  • 4.2 Update traders on any compliance requirement expected by the government and WFP.
  • 4.3 Facilitate trader meetings and discussions on best practices in business forums to share challenges and experiences.
Authority
  • Spending Authority: N/A
  • Supervision: 10 Refugee Community Workers (voucher monitors)
  • Decision Making: Normal decisions related to the responsibilities of the position and supervision of incentive Workers
Contacts / Key Relations
  • External: Work with Agencies involved in GFD voucher operation at camp level. WFP, UNHCR, WFP contracted Traders and Food Advisory Committee (FAC) and other implementing agencies
  • Internal: CARE staff in other sectors
Working Conditions
 
The position is based in Dadaab (Ifo or Dagahaley camps), as well as any other extension camps and program sites. 

This is a non-family working station. Hot weather is prevalent throughout the year with limited basic amenities. 

Road movement between duty station and Garissa as well as inter-camp movement must be under police escort (scheduled convoys), with strict adherence to safety and security instructions all the time. It is a six days work station with a compensatory time off according to CTO policy.
 
The incumbent shall reside in the CARE compound while executing official duties and shall obey and adhere to residential compound regulations.

Qualifications, Experience and Competencies
 
Education
  • Bachelor’s degree in social sciences
  • 2 years of relevant working experience
  • A diploma in statistics with 3 years of experience will be considered.
  • Certificate: SPSS/STATA Certificate and Microsoft Office application
Competencies
  • Strong analytical, quantitative, qualitative research skills – market analysis and programme design.
  • Knowledge of SPSS/STATA and advanced application of excel spreadsheets
  • Working knowledge of programme design, implementation, monitoring and evaluation.
  • Excellent facilitation skills
  • Ability to work independently and prioritize activities per needs.
  • Good planning and organizational skills
  • Knowledge of HAP-I and other accountability frameworks.

Job Title: Data Analysis Officer - Voucher 

(1 Position)

Supervisor: Logistics Coordinator
 
Location / Duty Station: Dadaab
 

Grade: F Band 3
 
Job Summary & Purpose: The Data Analysis Officer-Voucher will work closely with the Logistics Coordinator in carrying out market and traders are mapping and also focus on market monitoring. 

He/She will coordinate of voucher activities currently under implementation by WFP to strengthen CARE Kenya emergency response.
 
Tasks and Responsibilities:
 
R1: Review and develop systems, materials and tools for traders mapping and monitoring
  • 1.1 With the support of Logistics Coordinator, develop Guidelines/Standard Operating Procedures for vouchers programming and implementation.
  • 1.2 Contribute to the Voucher Monitoring system set-up, in coordination with the field teams.
  • 1.3 Undertake data collection, database management, and tracking of M&E outputs
  • 1.4 Analyze data collected from Voucher activities and utilize information to strengthen future voucher programming.
R2: Capacity Building
  • 2.1 Build capacity Logistics staff on implementation of voucher programmes through knowledge transfer, training, development of good practices and evidence based research.
  • 2.2 Build capacity for CARE Kenya voucher teams i.e. partners such as traders at the field level on voucher programming.
R3: Capture monitoring and lessons learnt
  • 3.1 Monitor all voucher transfer elements of the operation in the target areas within Dadaab.
  • 3.2 Closely monitor the voucher program activities including process, market and impact and generate monthly reports and submit to supervisor.
  • 3.3 Participate in monitoring field visits and support monitoring teams in adhering to compliance.
  • 3.5 Capture learning and feedback from monitoring and evaluation process and to improve the Voucher based response
R4: Coordination and Partnerships
  • 4.1 Represent CARE at external voucher coordination forums at national and field levels
  • 4.2 Attend programme progress review meetings and contribute to future programmatic priorities.
R5: Administrative Role
  • 5.1 Plan and organize for voucher workshops and trainings.
  • 5.3 In charge of all training materials on voucher activities from WFP i.e. receiving and disseminating.
  • 5.4 Plan for procurement of items for use in voucher program
R6: Supervision and staff development.
  • 6.1 Participation in recruitment of the sector staff.
  • 6.2 Manage performance for his/her reports.
  • 6.5 Evaluate sector staff and recommend for trainings needs of the job

  • Supervision: Supervise 3 Assistant Data Analysts-voucher
  • Decision Making: Normal decisions related to the responsibilities of the position and Supervision of incentive Workers
