General Description of Tasks and Objectives to be Achieved:Under the overall supervision of the Officer in Charge (O.I.C.) FAO Somalia and the direct supervision of the M & E Sector Coordinator, the Operations Assistant will provide administrative and operational support in the formulation and implementation of the field programme at country office level.

FAO Somalia and the direct supervision of the M & E Sector Coordinator, the Operations Assistant will provide administrative and operational support in the formulation and implementation of the field programme at country office level.
In particular (s)/he will;
Prepare from drafts provided, administrative and operational project documents and reports.

Maintain up-to-date basic records required for project implementation, and reference records on directives and procedures relating to field operations work; reconcile operational records with other corporate records of the organization regarding personnel, budget, training, purchases, contracts and reports.
On instruction of the supervisor,
prepare a broad variety of administrative actions necessary for the timely
implementation of projects, including recruitment actions, travel requests,
briefing schedules and procurement of equipment, works and services as well as
partnership agreement (LOA and PA).
Liaise with field staff, HQs, Public Administrations, NGO, Counterparts on all administrative and operations matters as requested.
During the absence of the direct
supervisor, take appropriate action in the day-to-day work related to project
activities in line with the approved work plans and brief the direct supervisor
on return.
Review incoming mail and identify action to be taken; prepare replies on routine operational matters.
Perform other related duties as required.
Minimum Requirements
Education:
- Completion of Secondary school education,
competition of a general administration course will be an advantage.
Work Experience:
- Minimum of 3 years of relevant operations/
administrative experience in implementation of larger programmes or
projects.
Technical Competencies
- Relevant work experience in international
development contexts, particularly complex environments.
Languages:
- Working knowledge (level C) of the FAO
official language used for communication within the country (English,
French or Spanish) and working knowledge of the local language(s) is
required.
IT Skills:
- Ability to effectively use standard office
software, such as MS Office (Windows, Word, Outlook, Excel, Exchange) etc.
- Ability to use accounting software and other
information systems and databases to insert data, make enquiries,
retrieve/define ad hoc reports and analyses and edit results in
appropriate format.

General Description of Tasks and Objectives to be Achieved: Under the overall supervision of the FAO Somalia Officer in Charge (O.I.C.), and under direct supervision of the FSNAU Chief Technical Adviser (CTA), the Data Systems and Information Manager will supervise and manage the Data Systems team activities in the DST unit of the EC funded and FAO managed Food Security and Nutrition Analysis Unit for Somalia (FSNAU).
Specific Duties and Responsibilities
General Description of Tasks and Objectives to be Achieved: Under the overall supervision of the FAO Somalia Officer in Charge (O.I.C.), and under direct supervision of the FSNAU Chief Technical Adviser (CTA), the Data Systems and Information Manager will supervise and manage the Data Systems team activities in the DST unit of the EC funded and FAO managed Food Security and Nutrition Analysis Unit for Somalia (FSNAU).
Specific Duties and Responsibilities
Management and Supervision
- Manage all daily activities of the Data
Systems Team staff including Data Analyst, GIS Analyst, Data Processor,
Database Programmers (2) and Data Entry Clerks (2).
- Ensure staff follow proper procedures and
standards within their roles
- Develop and deploy new processes and
procedures in consultation with the appropriate parties
- Ensure staff work efficiently, effectively and
maintain a constructive and positive work environment
- Evaluate staff performance using FAO/FSNAU
guidelines
- Support Nutrition, Food Security and
Livelihoods related data management activities as necessary
- Oversee development, deployment, and
maintenance of a data validation system to ensure all field-based data are
collected, transferred, stored, documented, and analysed using the highest
level of accuracy and efficiency
- Oversee analytical and data management work of
the Data Analyst and Data Processor
- Oversee spatial analysis, thematic mapping and
remote sensing work of GIS Analyst
Data and Spatial Analysis
- Develop and maintain all analytical tools and
procedures related to the processing of food security information
including statistical and spatial tools and procedures
- Assist in food security analytical activities
(regular and ad hoc) to ensure proper data collection instruments are
developed, data are properly collected, managed, stored, validated,
entered into the FSNAU Integrated Database and analysed in the statistical
and spatial manner
- Conduct and assist in any necessary analysis
on food security data sets using FSNAU analytical procedures (third party
statistical or custom made techniques and tools)
- Support Nutrition related activities,
analytical tools, procedures, and analysis as appropriate
- Ensure all data are processed to enable
spatial analysis and oversee spatial analysis techniques and results
Strategic Direction
- Develop and deploy new analytical protocols
and procedures in consultation with the Analysts, Technical Managers and
Chief Technical Advisor
- Maintain and Develop strategic direction with
regards to data management, processing and analysis
- Oversee development and deployment of new
Information Management Systems in consultation with the Technical Managers
and Chief Technical Advisor
Reporting and Documentation
- Contribute to all FSNAU publications whenever
necessary, including the regular Monthly and Technical Reports and ad hoc
reports and press releases
- Maintain and Develop documentation and manuals
for the Data Systems Team including updating the operations manual, system
user manuals, and system technical description documents.
- Ensure other Data Systems Team documentation
is updated appropriately
Others
- Support information management for Operations
in consultation with Operations Manager to ensure procedures are followed
and develop new processes whenever appropriate
- Attend relevant workshops, meetings, trainings
related to task of data management both internally and externally. In
particular, contribute to the Somalia Statistics Working Group.
- Work in conjunction with partners (especially
other FAO projects) to ensure data management related tasks are not
redundant or conducted in isolation
- Train internal and external users in using
data systems tools and techniques. Make presentations and contributions as
necessary.
Minimum Requirements
Education
Education
- Masters degree in statistics, computer
engineering / computer science, ICT, MIS.
Work Experience
- Minimum of 7 years work experience in food
security and nutrition data analysis and information systems with
experience implementing and managing such systems.
Technical Competencies
- At least 7 years work experience writing
technical reports and presenting in meetings/workshops in food
security/nutrition or related field and managing and supervising staff in
related field.
- Strong knowledge of statistics using SPSS, Epi
Info, GIS and remote sensing applications.
- Ability and willingness to travel throughout
Somalia.
- Previous experience working in Somalia will be
an added advantage.
Languages:
- Working knowledge (level C) of the FAO
official language used for communication within the country (English,
French or Spanish) and working knowledge of the local language(s) is
required.

- Conduct capacity needs assessment within the
relevant line Ministries, selected academic institutions and other
relevant institutions in Nutrition and Food Security monitoring,
assessment, analysis and reporting;
- In consultation with the Ministries, academic
institutions and other relevant institutions, identify the key capacity
development priorities that are consistent with the scope of the FSNAU
project;
- Identify as well develop relevant training
modules in consultation with FSNAU technical teams for both governments
and academic institutions;
- Liaise with line Ministries and academic
institutions for the identification and selection of staff to be trained;
- Support the training process (provide
orientation, giving assignments and exercises to trainees, reviewing and
marking exercises and reports, developing and administering exams);
- Support the identification of local academic
institutions and faculty that can collaborate with FSNAU in the
implementation its capacity development strategy;
- Report regularly against achievements in capacity
development activities; and
- Perform other related duties as required and
as assigned by CTA.
Minimum Requirements

- Masters degree in related field (agriculture,
veterinary science, nutrition, sociology).
Work Experience
- Minimum of 7 years relevant work experience
(food security and/ or nutrition assessments training and capacity
development).
- Proven capacity development experience,
including development of training modules and the implementation of

General Description of Tasks and
Objectives to be Achieved: Under the overall
supervision of the Officer in Charge (O.I.C.) FAO Somalia and the direct
supervision of the Fisheries Sector Coordinator and working closely with the
Head of Unit Fleet Renewal and Fish Consumption and Ministry of Fisheries and
Marine Resources the National Consultant will;
Conduct several training workshops throughout Somalia on:

- Value added fish drying, utilizing the
abundant pelagic resources to train remote coastal fishing communities and
other vulnerable communities such as internally displaced peoples of
Somalia;
- Post-harvest and cold chain fish processing
and handling, working closely with fishing communities and private sector
fish marketing stakeholders;
- In close collaboration with NGOs, Ministry of
Fisheries and Marine Resources and the private sector, develop national
fish quality standards and codes of practice to support and encourage
significant improvements in fish handling practice across Somalia;
- With support from FAO Technical Experts, and
other stakeholders, develop appropriate publications and training
materials to increase the impact and sustainability of all activities
above;
- Investigate and coordinate efforts to improve
access of Somali fish products to markets, nationally and internationally,
but with an emphasis on products and markets that will increase food
security in Somalia;
- Investigate species discarded by Somali
fishermen, and experiment with ways in which these can be utilised to
create products for which there would be economic demand, and ways in
which Somali consumers can be persuaded or educated to use them;
- Perform other activities as required for
implementation of the Fisheries Programme.

- Undergraduate degree in Food Technology,
Fisheries or any other relevant subject.
Work Experience:
- Minimum of at least 2 years of relevant
practical field experience in fisheries or other food sector and, working
with communities will be an advantage.
Technical Competencies
- Demonstrated experience in the planning and
implementation of participatory trainings with an adult target audience;
- Experience in the preparation of training
materials and publications supporting capacity building in the food
sector;
- Experience in assignments with FAO and/or
other development partners;
- Successful completion of assignments in
developing countries and Africa in particular would be an advantage
- Fluency in written and spoken English and
Somali is required.
