Position Title: Program Manager - BORDERS II

Description Pact seeks a Program Manager to manage and lead the BORDERS II program, which is a 3 year program that began in December 2013, and is managed from Pact’s office in Nairobi, Kenya. 

The BORDERS II program is funded by the multi donor Somalia Stability Fund and is focused on supporting stability in the Gedo and Jubba regions of Somalia. 

The program aims to impact on stability in these districts through improved conflict management outcomes. 

To achieve this work focuses on four outputs/objectives including capacity building for communities and local government, and support to social reconciliation processes and collaborative socio-economic projects. 

The position requires both management and technical skills and experience in peacebuilding and governance in fragile states.

Responsibilities:
  • Supervision of a grants team, monitoring and evaluation officer, deputy program manager and the field based project manager and field team.
  • Strategic planning of the overall program
  • Overall quality control of activities, and the program’s portfolio of local partnerships and grants and capacity building activities
  • Coordination with related peace and governance programs in Kenya and Somalia
  • Reporting, documentation of lessons learned and knowledge management
  • Support the establishment of robust monitoring evaluation and learning systems
  • Budget planning and monitoring
  • Representation to the Somalia Stability Fund and DFID
Qualifications:

Education and Experience Requirements:
  • Bachelor’s degree in conflict and development studies, political science or other relevant field. Master’s degree preferred
  • Minimum 10 years of technical experience working with peace-building programs in a senior management position
  • Experience in management of teams, budgets and reporting at a senior level
  • Working experience in the horn of Africa and in specific Somalia region
Other Qualifications:
  • Considerable experience with peacebuilding and governance programs in fragile states
  • Experience working with DFID and multiple donors
  • Experience in the East and Horn of Africa
  • Ability to efficiently coordinate with field offices and field teams
  • Demonstrated experience in monitoring, evaluation and learning within development project context
  • Proven experience navigating complex and high pressure operating environments;
  • Strong inter-personal and communication skills
