CRS supports programs in over 100 countries and works through
local partners.

1. Program Manager - Agriculture

Location: Nairobi
Job Purpose:
The primary role of the Program Manager is to provide technical
assistance and manage all aspects of the CRS/Kenya Agriculture Program
Portfolio.
S/he will oversee program operations, provide technical
assistance in capacity building of partners and implementation of activities,
ensure financial administration of the projects, implement monitoring systems,
plan workshops, supervise the Program team, provide timely reporting and
communicate with donors.
S/he is responsible for
(i) ensuring the quality of CRS’ programs in Agriculture;
(ii) keeping abreast of state of the art approaches;
(iii) representing the agency; and
(iv) leveraging funding.
CRS Kenya is seeking to significantly develop its portfolio and
expertise in Agriculture and in fundraising for the program.
The Program Manager will establish relationships with key donors and actively pursue opportunities to leverage funding for Agriculture Programs.
S/he will also be involved ii emergency response as deemed
appropriate.

Provide technical assistance In the areas of agricultural
productivity, seed systems, agricultural value chains, land and water
management and trade/marketing of agricultural products

Identify and develop sustainable agro-based projects and
implement a demand-driven, commercialization approach to rural development
·
Strengthen program linkages with civil society organizations,
government representatives and the private sector.
·
Maintain working relations with relevant government line
ministries and private sector/research institutions to coordinate the adoption
of new products and/or approaches in agriculture development and marketing
·
Assist partners with organizational development through capacity
assessments and tailored skill building and training in agriculture aspects of
project administration, financial management, and monitoring and evaluation
systems.
·
Strengthen the capacity of implementing partners’ system,
structures and skills and enhance opportunities for shared-learning with
partners
·
Ensure compliance with CRS and donor requirements/regulations in
the entire Program
·
Ensures timely submission of project and program progress and
final reports including financial reporting
Desired Qualifications Skills & Abilities
·
A minimum of Masters in Agricultural Science such as
Agricultural Economics, Agronomy, Natural Resource Management or related
subjects.
·
At least five years’ experience in managing agricultural
development projects
·
Demonstrate knowledge of fund raising, including designing
specific projects, developing proposals for funding, and participating in
successful negotiations.
·
Broad grasp of socio-economic policy issues with respect to food
security, CAADP and Medium Term Investment Plan for Kenya
·
Knowledge and experience of mainstreaming gender in programming
·
Demonstrated ability to transfer knowledge through formal and
informal training
·
Excellent analytical, interpersonal, oral communication, writing
and computer (Microsoft Office) skills
·
Proven ability in collaborative/team working relationships
·
Demonstrated qualities of cultural sensitivity, ability to work
with people and good judgment
2) Program Manager - APHIAPIus NALs

Job Purpose:
The Program Manager will be the key link person responsible for
coordinating CRS role in the APHIAplus, NALs consortium.
He/she will serve as the overall technical link person in the
consortium to whom the three Senior Project Officers report to.
In addition to being the top and have the multiple roles of
managing relations between the strategic partners, implementing partners (IPs),
USAID and the GOK as they work hand in hand with the project officers to ensure
APHIAplus NALs Service Delivery to marginalized, vulnerable and underserved
populations
including youth, PLHIVs and those on ARVs, orphans and children affected by AIDS.

In consultation with the COP and the other consortium members,
the Program Manager will create linkages with all relevant GOK structures at
national, county, district and community levels so as to deliver the project in
line with USAID/Kenya Strategic Goal for health: ‘Sustained improvement of
health and well-being for all Kenyans”.
Key Responsibilities and Accountabilities:

Responsible for project policy and strategic direction support
supervision, data quality assessment and research.
·
Promote an integrated approach to service delivery to improve
the well-being of target groups..
·
Responsible for the overall financial management and budgeting
for the grant in collaboration with finance department.
·
Responsible for oversight of monitoring and evaluation of the
project as well as participating In health system strengthening and capacity
building activities..
·
Recruit and orient new staff in the Program and participate in
the recruitment of other CRS/Kenya staff
·
Supervise and coach APHIA Imarisha staff to increase their
effectiveness, project development, and level of responsibility.
·
During program/project stage development, support identification
of staff positions and drafting of accompanying job descriptions
·
Identify consultants, draw consultant’ terms of references and
appraise consultant performance for specific project / program work undertaken
in the Program.
Desired Qualifications Skills & Abilities
·
Master Degree in Sociology, Anthropology, Nursing, Public Health
or other relevant area of study
·
At least 5 years experience working In the following areas: OVC,
HCBC, VCT, Counseling, ART and dealing with social determinants of health.
·
At least 5 years progressive experience implementing an
integrated HI V/AIDS project among pastoral and nomadic setting in NALs Kenya,
preferably in an NGO setting.
·
Good understanding of GOK HIV/AIDS Policy and Guidelines and
USAID operating procedures
·
Good grasp of challenges facing PLHIVs, OVC and marginalized
poor in Kenya
·
Experience in implementing US Government-funded projects and
working in Nothern and Arid Lands.
·
Ability to transfer skills and knowledge through, training,
mentorship and accompaniment
·
Excellent written, oral communication in English and Kiswahili
and computer skills (Microsoft Office Programs).
·
Demonstrated ability to foster integration in programming
approach and work with varied teams.
·
A professional with high level of integrity and good stewardship
of resources
·
Ability to cultivate constructive relationships and promote
safety and security.
