Human Resources Manager

Job Purpose / Objective 

IRC Kenya is working to achieve optimal performance in terms of program quality strengthening of the human resources department. 

The Human Resource Manager is responsible for ensuring the overall delivery of quality services to IRC staff members as regards personnel administration, salary and benefits administration, recruitment, staff training, and performance management. 

This position also serves as focal point for all IRC external support as regards human resources and conference organization as well as providing support to Kakuma, Lodwar, Hagadera, Eastleigh, Garissa and IRC PIK/USAID field offices

Key Tasks:

Personnel
  • With support and guidance of the Senior HR Coordinator, review and ensure compliance to HR policies and procedures; coordinating the development of policies, handbooks and supporting their implementation and dissemination; 
  • Ensure IRC is in compliance with all labour laws, and minimization of legal exposure. 
  • Regularly offer support and advice to supervisors on legal compliance on employee relations issues. 
  • Monitor and coordinate employee contract management. 
  • Ensure personnel files are complete and assure adherence to confidentiality. 
  • Regularly conduct spot checks on staff files to ensure completeness and compliance to IRC policies 
  • Participate in workforce planning and ensure that the workforce is facilitated to be productive in with IRC’s framework for managing performance 
  • Coordinate and ensure timely completion of the annual performance evaluation process.
Recruitment:
  • Oversee and assess the recruitment processes to ensure recruitment and retention of qualified and diverse individuals. 
  • Coordinate the recruitment processes ensuring compliance to hiring policies and procedures, and that best practice are followed and documented. 
  • Identify recruitment sources for vacancy posting to ensure that a wide pool of candidates is attracted for internal and external vacancy announcements. 
  • Maintain a database of applicants for consultants and just in time recruitments 
  • Provide trainings to hiring managers on how to identify a balanced interview team, design an efficient and professional interview process and prepare interviewers.
  • Ensure a proper documentation of the recruitment process as per the IRC recruitment guidelines
  • Maintain tracking system of the recruitment process and compile weekly recruitment updates to SMT and provide monthly reports on recruitment. 
  • Ensure that employment information is readily and sufficiently available to all staff (both new and continuing)
Salary & Benefits Administration:
  • Maintain and implement a pay and reward system that is systematic, fair, competitive but cost effective and in line with IRC’s pay policy. 
  • Coordinate medical insurance benefits provider selection process yearly. 
  • Manage all medical insurance benefits contracts and assure high quality coverage for staff
  • Ensure the employee medical insurance eligibility list is current. 
  • Maintain current knowledge of trends and changes of remuneration packages to ensure the organisation remains competitive.
  • Assist the Senior Human Resource and Administration Coordinator in conducting staff salary survey every two years subject to availability of funds to cover the exercise. 
  • In the absence of Admin Manager, process the monthly payroll on timely basis ensuring completeness and accurate documentation In the absence of Administration Manager, process statutory payments and ensure monthly and annual returns are submitted on timely basis.
Field Support:
  • Provide technical support and guidance to field HR staff. 
  • Act as the primary liaison focal point for all procedural issues. 
  • Provide support to field locations with systems and procedures for smooth implementation of IRC policies and procedures. 
  • Make monitoring visits to field locations at least on quarterly basis to facilitate trainings and observations of internal controls in field locations. 
  • Compile monthly HR reports from field locations for submission to Senior Human Resource Coordinator.
Requirements

A bachelor’s degree in Business Administration, Business Management or HR Management At least 5 years experience in Human Resources administration, preferably with an international NGO.

 Good knowledge of Employee resourcing and good use of applicant tracking systems, Performance management, Reward management, Learning and Development, Employment law, Workforce planning and management, Employee relations, Strategic HR management, HR Risk management, Organizational development and HRIS.
