Tetra Tech ARD headquartered in Burlington, Vermont and Washington, D.C., is accepting expressions of interest from qualified Local Government Unit expert candidates for an upcoming governance project in Kenya.

This project will examine national policy implications of newly legislated devolution mechanisms, build the capacity of local governments, improve service delivery at the local level, establish communication and coordination mechanisms between the central government and county governments, and strengthen the role of civil society as a partner in governance

Local Government Expert/Team Leader, Kenya


Responsibilities

Working under the overall direction of the Chief of Party (COP) and Deputy Chief of Party, and in coordination and collaboration with project technical staff, the Local Government Expert will have the primary responsibility of ensuring the timely provision and delivery of all technical services related to Local government under the program.

Illustrative responsibilities include:
  • Participate in all work planning activities, assuming inputs for program activities;
  • Provide technical advisory services and training and facilitation of program activities;
  • Write Scopes of Work for consultants and subcontractors; 
  • Contribute to written Quarterly and other progress reports; and
  • Supervise other staff experts assigned to the Component.
Qualifications:
  • Master degree in related field;
  • A minimum of 5- 7 years of professional experience in technical areas of Local Government Capacity Development, Capacity Building, Service Delivery, Municipal Development and Fiscal Financial Reform;
  • Prior experience providing technical assistance on USAID programs or other donor funded related programs;
  • Prior experience working in Kenya, and Sub-Saharan Africa is strongly preferred;
  • Proven track record in government reform or government capacity building at sub-national level;
  • Strong interpersonal, oral and written communication skills;
  • Fluency in English is required; knowledge of Swahili is a plus;
  • Kenyan nationals strongly encouraged to apply;
Decentralization Policy Expert/Team  Leader, Kenya

Responsibilities

Working under the overall direction of the Chief of Party (COP) and Deputy Chief of Party, and in coordination and collaboration with project technical staff, the Decentralization Policy Expert/Team Leader will have the primary responsibility of ensuring the timely provision and delivery of all technical activities.

Illustrative responsibilities include:
  • Participate in all work planning activities, assuming inputs for Decentralization Policy program activities.
  • Provide technical advisory services and training and facilitation for program activities;
  • Write Scopes of Work for consultants and subcontractors; 
  • Contribute to written Quarterly and other progress reports; and
  • Supervise other staff experts assigned to the program component.
Qualifications:
  • Master degree in related field;
  • A minimum of 5 -7 years of professional experience in technical areas of National and Sub-National Legislation, Decentralization/Devolution and The Kenyan Constitution;
  • Prior experience providing technical assistance on USAID programs or other donor funded related programs;
  • Prior experience working in Kenya, and Sub-Saharan Africa is strongly preferred;
  • Proven track record in Decentralization Policy Development and Public Sector Reform;
  • Strong interpersonal, oral and written communication skills;
  • Fluency in English is required; knowledge of Swahili is a plus.

Civil Society Organization/Citizen Outreach Expert/Team Leader, Kenya

Responsibilities

Working under the overall direction of the Chief of Party (COP) and Deputy Chief of Party, and in coordination and collaboration with project technical staff, the Component Three Team Leader (Civil Society Expert) will have the primary responsibility of ensuring the timely provision and delivery of all technical activities.

Illustrative responsibilities include:
  • Participate in all work planning activities,
  • Provide technical advisory services and training and facilitation for program activities;
  • Write Scopes of Work for consultants and subcontractors; 
  • Interface with county councils, civil society organizations, the public, and other partners;
  • Contribute to written Quarterly and other progress reports; and
  • Supervise other staff experts assigned to the Component.
Qualifications:
  • Masters degree in communications, sociology, international development, public administration, government, or related field;
  • A minimum of 5 to 7 years of professional experience in the technical areas.
  • Prior experience providing technical assistance on USAID programs or other donor-funded related programs;
  • Prior experience working in Kenya, and Sub-Saharan Africa is strongly preferred;
  • Proven track record in civil society engagement, capacity development and advocacy, as well as experience in Government and Civil Society relations.
  • Strong interpersonal, oral and written communication skills;
  • Fluency in English is required; knowledge of Swahili is a plus;

Deputy Chief Of Party/Technical, Kenya

Responsibilities:
  • Working under the overall direction of the Chief of Party (COP) and in coordination and collaboration with project technical staff, the DCOP of Technical Operations will have the primary responsibility of ensuring the timely provision and delivery of all required project financial, administrative, compliance and grants, procurement and subcontracts support to the execution of the AHADI project.
  • Will directly supervise the three component leader;. 
  • Will assist the COP to ensure high-quality technical programming through hands-on guidance and support grounded in the program’s strategic objectives and adhering to expected technical quality and reporting requirements;
  • Participate in the technical and programmatic design of award and partner programs;
  • Ensure the cost-effective use of Tetra Tech ARD  resources;
  • Ensure compliance with HQ and donor requirements, policies and regulations;
  • Act as liaison to relevant donors and the appropriate Kenyan governmental authorities;
  • Provide training and mentoring to partners to strengthen capacity for technical service delivery and compliance with donor rules and regulations;
  • Recruit and directly supervise local technical project staff in line with Tetra Tech HR policies;
  • Oversee the management and development of project office human resources to ensure a diverse, skilled and productive workforce, an effective leadership team, and an organizational culture where Tetra Tech ARD values are practiced.
  • Conduct annual program staff performance reviews for assigned program staff and reach agreement with relevant employees on a set of tangible relevant performance objectives in his/her key areas of responsibility and submit to COP for review and final approval;
  • Train local staff in technical matters as necessary.
  • Maintain and forward to Tetra Tech ARD Home Office updated listing of in-country staff and key contacts list;

Qualifications:
  • Advanced degree in political science, law, public policy, public administration, or relevant field;
  • 10+ years of experience in a technical  role in an international development setting;
  • Working knowledge of the devolution issues, challenges, and developments in Kenya as well as an in depth understanding of the political history and regional politics;
  • Demonstrated capability to build capacity through a donor-funded program related to local governance, decentralization, and civil society; 
  • Ability to establish strong relationships with a range of organizations, beneficiaries and related parties (e.g., national and sub-national government, NGOs, private sector);
  • Fluency in spoken and written English is required;
  • Prior experience in East Africa;
  • Prior relationships and experience with USAID;

Deputy Chief of Party Operations: Administration and Finance, Kenya
 
Crosscutting Responsibilities:
  • Provide leadership, supervise and mentor local administrative and financial staff to effect sound project management, fiscal and administrative due diligence and the development of organizational and individual capacities.* 
  • Identify and implement changes in administrative and financial policies and procedures that will enhance the cost effectiveness of program implementation.
  • Execute operational planning/budgeting procedures and tools outlined in Tetra Tech ARD’s Standard Operating Procedures that require technical units to provide adequate advance notice of support needs to financial, administrative, logistical, HR, and procurement units.
  • Assist the COP to arrange technical and administrative support for short-term consultants and contractors, including orientation on AHADI’s functions and support.
  • Ensure compliance of AHADI Project operations with USAID, and Tetra Tech ARD Home Office administrative policies and guidelines.
  • Support AHADI implementation efforts throughout Kenya when requested by the COP.
  • Respond to pertinent information requests from project partners and other relevant organizations/institutions;           
  • Administer and manage the efficient utilization and maintenance of project resources, including vehicles, IT and office equipment and furnishings, and any other physical assets purchased by or assigned to the project;
  • Advise the COP on all policy matters concerning project administration and financial management.
Finance
  • Oversee financial management of the project.
  • Ensure overall due diligence and appropriate controls in all fiscal management operations.
  • Provide financial control and oversight of regional offices.
  • Direct all aspects of the project financial accounting system, including managing cash flow, tracking expenditures relevant to operating budget, and preparing and reconciling monthly financial reports;
  • Assist the COP in preparing local budget projections, using the operational budget;
  • Reconcile bank records and prepare monthly bank accounts reports;
  • Prepare financial reports of local expenses by category (labor, transportation, equipment, supplies, etc.) as requested;
  • Project, monitor and assure replenishment of cash in bank accounts; 
  • Monitor project financial situation and report regularly to the  COP and Tetra Tech ARD Home Office on financial status;
  • Oversee and reconcile all financial reporting to ensure compliance with Tetra Tech ARD and USAID  requirements, and scheduling;
  • Ensure that monthly financial statements and management information are prepared and submitted on time;
  • Ensure compliance with USAID and Tetra Tech ARD procurement regulations and processes, consulting with the home office to maintain compliance with ARD’s Procurement Handbook procedures;
  • Approve financial requests and/or sign liquidations in the absence of and when authorized by the COP;
  • Develop appropriate and relevant documentation for and supervise the proper implementation of all financial and administrative policies and procedures
Qualifications:
  • Master’s degree in Business Administration, Finance, Commerce or related field.
  • Minimum of 8-10 years’ experience managing USAID/USG funded projects.
  • Excellent planning, management and organizational skills.  Skilled in organizing resources and establishing priorities.
  • Strong leadership, analytical and organizational skills.  Demonstrated ability to work both independently and within a team.  Demonstrated skill in quickly assessing priorities and opportunities and managing a variety of activities with attention to detail.
  • Excellent interpersonal skills and ability to interact professionally with donor, project stakeholders, in-country collaborators and staff at all levels of the organization.
  • Strong MS Office skills, including Excel.
  • Strong written and oral presentation skills in English.

Chief of Party, Kenya

Responsibilities
  • Provide leadership and technical expertise for the project and expatriate and local teams;
  • Develop strategic objectives and confirm project compliance with USAID regulations;
  • Service as the primary point of contact for USAID and other project stakeholders;
  • Interface directly with counterpart government leaders and other stakeholders including civil society organizations;
  • Oversee technical activities of the project and ensure that impact is achieving the results defined in the contract;
  • Evaluate and document project progress and lessons learned;
  • Assume responsibility for overall USAID contract management ensuring quality control and timeliness of deliverables;
  • Manage all staff and ensure effective financial management and periodic reporting of program results.
Qualifications:
  • Advanced degree in political science, public policy, public administration, or relevant field;
  • 10+ years of experience in an executive role in an international development setting;
  • 5+ years of managing or supervising projects of similar complexity, preferably with a USAID or other donor-funded program as a Chief of Party or Team Leader;
  • Working knowledge of the devolution issues, challenges, and developments in Kenya as well as an in depth understanding of the political history and regional politics.
  • Demonstrated capability to build capacity through a donor-funded program related to local governance, decentralization, and civil society;
