- To
carry out a rapid WASH needs assessment to identify new needs and
harmonise with the proposed WASH activities.
- To
work closely with the WASH Engineer and Ministries of Public Works and
Public Health and Sanitation to design the most appropriate water systems
including storage, treatment and distribution for new systems or
rehabilitation of existing systems as highlighted in the proposal.
- To
work closely with the WASH Engineer to select, design and implement the
most appropriate forms of sanitation system, in consultation with the
ministries of public health and public works, which includes excreta
disposal, refuse disposal, and drainage as highlighted in the proposal.
- To
provide close supervision of all construction works in the field.
- Conduct
field measurements and prepare and maintain detailed works reports on a
regular basis or upon request from the line manager.

liaise closely with the government line ministries throughout the
planning, design and implementation stages of the Water and Sanitation
activities.

closely with the SC program teams to integrate water and sanitation
programming across all sectors.

and mentor communities on basic and effective usage and maintenance of
water supply systems and sanitation facilities.

Qualifications And Experience
- A
minimum of a Higher National Diploma in any discipline related to Water
and Sanitation Engineering is the necessary educational requirement. A
degree will be an added advantage.
- At
least two years’ practical experience in appropriate water supplies,
sanitation and hygiene promotion in the NGO set up. It is desirable that
some of this should have been in emergency relief programmes and/or in
ASAL districts.
- The
ability to present concise reports, sometimes at short notice, reflecting
the problems and possible solutions for particular situations.
- Diplomacy,
tact and administrative skills in order to work with people at managerial
and, on occasions, government staffs. The post holder should also be at
ease in working with local people.

in the development of training curriculum and tools and

- Overall
responsible for the day-to-day coordination of project activities and
staff (Nutrition Officer and Mobilizers) management.
- Spearhead
the capacity building activities; In liaison with health and nutrition
program manager identify MoH personnel, partner NNGOs or INGOs for
collaboration of nutrition activities and/or technical training for
management of acute malnutrition according to the national protocol.
- Organize
and carry out nutrition trainings for MOH staff, community health workers
and volunteer groups on management of acute malnutrition both moderate and
severe.
- Follow
up and provide ongoing technical support (on job training) to the
activities of the trained MOH team at the health facility. The volunteers
to be trained are health facility management and village health committees
(FHM/VHC)
- To
participate the evaluation of these activities, and to propose
recommendations to develop future capacity building strategies for SC.
- Coordinate
closely with the District Health Management Team for the start and quality
implementation of IMAM in the district through the existing health
facilities and the nomadic clinic.

technical guidance to support MoH and SC staff in implementation of
OTP/SFP at the health facilities.

donor approved agreement

collaboration and ensure proper coordination of activities

your district on project activities and related nutrition issues.

Programme Quality
- Monitor
and provide timely, relevant, accurate input on overall technical aspects
of Save the Children food security and livelihoods programme work in
Kenya. The position will be required to travel 30-40% of the time to
Save the Children field locations.
- Liaise
with the Programme Operations department to ensure all food security and
livelihoods and other programme staff receive the necessary and
appropriate technical support. In consultation with staff and project
managers agree on the range of advice, support, training and/or other
assistance required to facilitate high quality programming and ensure that
this is delivered in a timely manner. This will involve regular
visits to Save the Children operational areas, including Northeastern

- Develop
policy briefs and position papers as and when required related to the
education programme. This may require technical support from other
technical managers.
Programme Quality
- To
be responsible for the overall technical aspects of Save the Children’s
education programme work in Kenya.
- Liaise
with the Operations department, ensure all education staff and partners
receive the necessary and appropriate technical support. In consultation
with staff and project managers agree on the range of advice, support,
training and/or other assistance required from you to facilitate high
quality programming. This will involve regular visits to Save the
Children operational areas.
- Assist
in the development of tools for project staff and partners to improve the
quality of education work. Where necessary provide technical
training for project staff and partners as required (curriculum
development, supportive supervision and mentoring partners, development of
monitoring and evaluation tools; etc.
- Where
external consultants (local or international) are required to technically
support or monitor and evaluate projects, lead the recruitment and
subsequent management of contracted consultants as per the recruitment
guidelines.
- Ensure
the development of an M&E framework that helps each project improve
quality of reporting, clearly articulate progress and impact of projects,
identify issues for advocacy and new programmes/projects in the
future.
- Review
relevant monitoring reports to Donors to ensure that technical debates are
well articulated and reports are of acceptable quality before submission.
Provide support where necessary to improve report writing
skills.
Advocacy
- Ensure
that lessons learned are properly documented, effectively disseminated
and, where appropriate, incorporated into wider advocacy initiatives.
- Monitor
and move forward the development of an Education Advocacy Plan.
Coordinate advocacy efforts and report results under each specific
objective.

and advocate for Save the Children with UN agencies, Donors, Kenyan
Government, NGOs and others at the highest levels in both verbal and

The Deputy Director of Programme Development & Quality (DDPDQ) is a senior leadership position within the Programme Development and Quality Team. The DDPDQ is responsible for overall implementation of SCI’s
Quality Framework for planning, proposals and advocacy, as well as programme

providing support to children through developmental and humanitarian relief
programmes delivered both directly and through local partners.
Current programming focuses on child protection, child rights
governance, education, health, HIV/AIDS, livelihoods, nutrition and WASH.
Save the Children has an operational presence in Dadaab Refugee
Camp, Eldoret, Habaswein, Mandera, Meru and Wajir and has a logistics hub in
Garissa. Currently, we have a staff complement of approximately 370 staff and

that the country office has a comprehensive, SMT-endorsed MEAL framework

that data and analysis is of high quality and routinely checked.

achievement and progress toward program goals and results through the MEAL
Framework.

review outputs and reports from the MEAL Framework to propose changes in
programme operations and technical approaches. Provide a monthly
MEAL report to SMT.

and report on Minimum Operating Standards within the PDQ sphere of
influence. Assist in developing and implementing action plans to
improve MOS performance.

internal and external programme/project evaluations as necessary and
ensure the execution of baseline, periodic, and final evaluations as
necessary in coordination with Director of Program Operations.
