Terms of Reference:
Under the direct supervision of the Operations Officer, the incumbent performs the CSU functions as they relate to Logistics, Procurement and Travel.
The incumbent will consult and interact with other team members
within the Regional Office Management Support Unit (RSU), Inter-country Support
Units (ISU), Country Management Support Units (CSU), the Headquarters and the
Global Service Centre.
Summary of Assigned Duties (Describe what the incumbent has to do to achieve main objectives; include main achievements expected):
The Logistics/Procurement and Travel Officer reports to the Operations Officer, and provides support to both managers and staff members in performing GSM transactions in the following areas:
Logistics Management
- Assists
international staff with importation, purchasing and registration of their
private vehicles and personal effects; Monitors requests for goods and
services, including receipt, payment and inventory requirements.
- Review
regularly supplies of the WCO and take necessary action to information
administration for renewal of the stock;
- Coordinates
and monitors office space requirements in liaison with relevant units as
required.
- Coordinates,
with the support of Senior Driver, the movement of all WCO drivers and
assign drivers for official trip;
- Follows
up the process of annual inspection and insurance policy for all WCO
vehicles.
Procurement and inventories management
- Assistant
in Procurement forecasting;
- Manage
supplier creation process;
- Raise
request for Price Estimate for non-catalogue items/services;
- Raise
or revise request for procurement of goods and services based on WHO
policies.
- Acknowledge
receipt of goods and services in GSM;
- Keep/update
records of all WCO inventory.
- Manage
allocation of office space and equipment to staff members in collaboration
with the Administrative Services Team.
Travel and meetings management
- Raise
and manage meeting plans in GSM, including travel requests for meetings
and official missions, ensuring compliance with the Travel Policy;
- Manage
administrative arrangements for all WCO meetings and official missions and
travel plans;
- Track
the implementation of missions’ recommendations; and assist in the
production of reports, statistics, and/or information material when
required;
- Serve
as back up to the team members in similar or different positions within
the WCO.
Qualification/Knowledge:
Essential: University degree in business administration, Management, Public Administration or related field.
For WHO staff only, equivalent professional training of self study/work experience.
Desirable: Training in logistics, supplies/procurement and travel would be an asset.
Language:
Essential: Excellent knowledge of English, with the ability to work in any other UN language.
Desirable: Working knowledge of French is an added advantage.
Experience:
Essential: At least 2 years of professional experience at national level and international level in administration and management, including supervision of staff.
Desirable: Experience in the areas of logistics, suppliers/procurement and travel management. Good knowledge of WHO programme management and end-to-end business processes as designed in the Global Management System; Good knowledge of GSM System or similar ERP Systems.
Others essential Skills: Excellent knowledge of Microsoft applications (e.g. Excel, Word, Power Point) with an emphasis on Excel or a similar workbook application.
