The World Bank‘s Country Office in Kenya plays an increasing regional role, including supporting regional units that serve the entire continent, as well as the Country Director for the Sudan and South Sudan and the Global Center on Conflict, Security, and Development. 

These units, plus regional sector, and several non-operational units, have created the need for an Administrative Officer. 

The selected candidate will report to the Country Director (Kenya) or his/her delegate.
 
The World Bank is looking to appoint a high caliber team leader who will be innovative, and capable of navigating the shortest path through the Bank’s internal processes to deliver quality work and strike the right balance between technical excellence, country knowledge, and client focus. 

This position is critical to the overall performance of the Bank at the Kenya duty location.
 
The selected candidate will supervise the Bank’s administrative functions at the Kenya duty location.

The incumbent will supervise about a dozen Bank staff and several contract staff. 

The position entails interacting with the Resource Management (RM), Corporate Real Estate (GSDCR), Corporate Security (GSDCS), Health Services Dept HSD, IT, Administration and Client Support (ACS), Human Resources (HRS) and management teams, and a wide spectrum of sector staff and the external business community.

S/he will interact frequently with government or other similar organizations; and provide mentoring and guidance to junior staff.

The responsibilities will include: 

(i) General Office Administration;

(ii) Manage the administrative team; 

(iii) Management of administrative procurement contracts and processes; 

(iv) Participate in office aesthetics and greenery efforts in liaison with the Facilities Manager and be part of the Facilities Consultancy Group;

(v) Manage office transportation and transportation policy; 

(vi) Management of Events and visiting missions.
 
The successful candidate will be holder of 

(i) Bachelor’s degree, preferably in business administration or related field with 5 years’ experience in the Administration/Resource Management area, with at least 3 years in a supervisory capacity acquired in a large international organization or a large national or multinational corporation; 

(ii) Demonstrated ability to lead and supervise diverse resources and staff; with high sensitivity to cost effectiveness, quality and timeliness of delivery; 

(iii) Capacity to deal sensitively in multi-cultural environment and build effective working relations with clients and colleagues at all levels.

The World Bank’s Loan Department (CTRLD) is seeking to hire Finance Officers (2 positions)

CTRLD is the focal point within the Bank for exercising fiduciary controls over its lending operations, including responsibility for ensuring that loan funds are used for their intended purposes. 

In this regard it collaborates actively and maintains close working relationships with several other Bank units. 

CTRLD has been realigned so as to be more client focused, is primarily responsible for the formulation and administration of the Bank’s financial policies and procedures relating to disbursement of funds from IBRD loans, IDA credits, the Project Preparation Facility (PPF), Institutional Development Fund (IDF) Grants, Recipient-Executed Trust Funds and other financial products of the Bank. 

As part of this realignment, CTRLD has opened a Regional Center in Nairobi, Kenya.

The Finance Officers will be based in Nairobi, Kenya and will report to the Division Manager, CTRLA.
 
The Finance Officers contribute to various responsibilities, such as 

(a) Provide support to task teams for pipeline projects in assigned portfolio countries; during the preparation, Appraisal, negotiations and Board approval stages of projects;

(b) Advise the task team on disbursement related aspects of loans/credits/grants/TFs;

(c) Review and clear project documents including, negotiation and board packages; 

(d) Ensure accuracy of loan master data for IBRD loans, and IDA credits and grants; 

(e) Portfolio Management; 

(f) E-Disbursements - Work with and support the e-business team and disbursement team to manage the successful deployment of e-Disbursement in assigned portfolio countries 

(g) Regional and country programs - Provide timely input to regional and country level activities such as regional portfolio meetings, regional dialogue with fiduciary groups, Country Assistance Strategy 

(h) Support Corporate and Departmental Activities;
 
(i) Participate, via working groups or cross support, or lead major corporate and departmental activities and initiatives; 

(j) Contribute to the improvement and refinement of Bank policies and procedures as they relate to disbursements.
 
The successful candidate will be holder of 

(i) Professional certification (CPA, ACCA, CA, CFA or equivalent), with Master’s degree in Accounting, Finance or Business and a minimum of 8 years of relevant experience in portfolio management, project implementation, accounting, auditing and/or contract management. 

(ii) Ability to communicate effectively, in writing and orally, in English. Fluency to communicate (oral and written) in French or Portuguese, is desired. 

(iii) Knowledge of Generally Accepted Accounting Principles (GAAP), internal controls procedures and financial management.
