Subcontract Compliance Specialist

Nairobi, Kenya 

We are currently seeking a Subcontract Compliance Specialist for the Resilience and Economic Growth in the Arid Lands-Accelerated Growth (REGAL-AG) project, funded by USAID.  

This project will identify, integrate and sustain humanitarian investments that prove to be effective in sustainably increasing resilience and reducing the need for recurrent humanitarian assistance, and to build on these investments to accelerate sustainable economic growth. 

The goal of REGAL-AG is to foster an inclusive livestock value chain that increases pastoralists’ resilience and stimulates economic growth in several Kenyan counties and beyond. 

Responsibilities:
  • Responsible for all aspects of Subcontracting, procurement of goods and services, and overall program compliance in accordance with ACDI/VOCA and USAID procurement policies and procedures
  • Responsible for the facilitation, negotiation and administration of subcontracts and consulting agreements.
  • Ensures proper estimates to compete, reprogram, and respond to other performance and financial issues relevant to compliance.
  • Drafts RFPs for subcontractors after thoroughly reviewing and understanding the project requirements and using ACDI/VOCA procurement system approved templates.
  • Ensures that all pre-award assessments for subcontractors are completed and well-documented in the files and that all requirements of pre-award approvals are met.
  • Negotiates subcontract including price/cost and coordinates negotiations of terms and conditions.
  • Makes awards; prepares initial subcontract file and reviews periodically to ensure compliance; ensures that subcontractors comply with schedule and financial requirements of subcontracts. Assesses subcontractor financial risk and advises project management as needed.
  • Ensures contractual deliverables are being met in a timely manner (i.e., Financial/Technical Reports, Property Reports); ensures that reports are reviewed by the proper parties.
  • Responds promptly, courteously and professionally to project personnel, vendors and subcontractor requests/inquiries.
  • Works collaboratively with cross functional organizations within Regional and Headquarters Finance and Compliance staff to fulfill day-to-day requirementsand problem resolution.
  • Participates in proposing revisions to ACDI/VOCA Field Procurement policies and procedures, collaborating with the Regional Finance and Compliance Manager.
  • Must be willing and able to travel up to 60% of the time to field offices including Garissa and Marsabit.
Qualifications:
  • Bachelor’s Degree in relevant field, including business, accounting, or compliance
  • 3-5 years of related experience in subcontracts, procurement, and compliance with donor regulations
  • Expert with FAR &AIDAR as applicable to subcontracting and procurement
  • The ability to apply the clauses and negotiate without management or legal support
  • Ability to independently develop amendments and modifications as a result of negotiations
  • Strong written and oral communication skills as well as thorough familiarity with Microsoft Office applications
  • Previous attendance at USAID training in contracting and compliance preferred
  • Motivated to grow and develop professionally
