Consultancy on the
development of a Communication Strategy for the Independent Policing Oversight
Authority (IPOA)
Background of the assignment:
The Independent Policing Oversight Authority (IPOA) is established to provide for civilian oversight over the
work of the police in Kenya.
As clearly spelled out in the referenced Act, one of the critical functions of the Board as it commences its work of establishing the Authority in Kenya will be to effectively communicate the new institution’s mandate and strategy.
The United Nations Office on Drugs and Crime (UNODC) is the guardian of international norms and standards in crime prevention and criminal justice.
As part of its
mandate, UNODC intends to provide technical assistance and advisory services
that will assist in the development of the necessary regulatory and
administrative framework for the establishment of the Independent Policing
Oversight Authority (IPOA) in Kenya.
Purpose of the assignment:
The purpose of the assignment is to serve as a Communications Advisor to the IPOA Board.
The incumbent will
develop and support the implementation of a Communications Strategy for the
IPOA Board.
This will include
facilitating capacity building of the Board Members in effectively
communicating the new institution’s mandate and strategy.
Expected tangible and measurable output(s):
- A
Communication Strategic Plan for IPOA with its implementation Plan;
- All
IPOA Members trained on the Communication Strategy and on how to prepare
media documents;
- Develop
IPOA Brand.
Duration of the consultancy:
Three months, with possibility of extension upon availability of funds.
Qualifications/expertise sought:
- Advanced
University degree in Journalism or Communications from a recognized
University;
- At
least seven years of experience in Kenya in conceiving and implementing
Communication Strategies;
- Ability
to advocate effectively;
- Excellent
verbal and written skills in both English and Kiswahili;
- Strong
understanding of outreach and advocacy.
