Summary
The advocacy and communication team provides support to the core programmes of TI Kenya; Governance & Policy and Citizen Demand.
The Programme Officer
will, under the supervision of the Head of Programmes, be responsible for
ensuring well informed advocacy and campaign strategies are conducted to
support all TI Kenya work.
The task includes
strategic combination of mass communication with community advocacy and media
outlets (television, newspapers, video, web sites among others) to shape public
opinion and mobilise the necessary resources to create a context for TI-Kenya’s
goals and initiatives.

- Design
and expand projects, work plans/schedules and ensure their timely, cost
effective and successful implementation to achieve overall programme
objectives and TI Kenya strategic goals.
- Ensure
timely programme reports; monthly, quarterly and annual reports.
- Manage
the programme budgets; monitor expenditures, identify budgets gaps and
proper accounts to donor funds. The task will include timely reports to
donors and other relevant stakeholders.
- Support
the identification and recruitment of qualified service providers
including procurement of assets/utilities and consultants for tasks
specific to the programme. The Programme Officer shall also assist in
preparation of the terms of reference, requests for expression of interest
and contracts in accordance with TI-Kenya policies and procedures and will
facilitate successful delivery of work by such service providers.
- Provide
technical support in the development, review and editing of TI Kenya’s
documents and reports, including programme reports, publications, media
advisories, press/news releases, op–eds and IEC materials. The task will
involve overseeing any discussions and appropriate dissemination of the
documents.
- Oversee
the coordination of programme activities including media mobilization,
meetings, forums, workshops, trainings and production of reports/minutes
thereto.
- Build
capacity of staff and relevant stakeholders on their role in advocating
for social change. The task will involve building capacity for
participatory approach to advocacy and communication within the
organization and communities through trainings or civic education and
development of appropriate IEC materials.
2. Strategic management
- Provide
leadership in the thinking and strategy development on advocacy and
quality of communication of TI Kenya vision and mission at national,
regional and global level.
- Define
programmes priorities, objectives and communicate to staff and partners
for mutual understanding and ownership. The task involves integration of
advocacy and communication approaches in all the organizations programmes.
- Ensure
profiling of TI Kenya initiatives by directing development and
implementation of the organization’s media relations and policy,
communication strategy and visibility campaigns.
3. Partnerships/ External relationships
- Develop
links, represent TI Kenya and share experiences with relevant stakeholders
and use the opportunity to advocate, promote, maintain partnerships and
mainstream transparency to achieve TI - Kenya vision and mission.
- Provide
technical support to programme partners in development of strategies on
advocacy, campaign initiatives and communication. This involves
identifying relevant partners, areas of synergies and collective efforts
for desired impact on the fight against corruption in Kenya.
- Support
the maintenance of constructive working relations with media, the
government of Kenya, civil society, development partners and coordination
with regional/ international TI chapters.
4. Resource mobilization
- Develop
exceptional proposals and/or concepts for financial support and
sustainability of the programme. This includes collaboration with all
programme officers and maintaining a well managed proposal tracking
matrix.
- Support
research and securing of donors, donor advocacy, attend meetings and
assist to respond to
correspondences relating to the programme.
5. Institutional Learning
- Provide
technical support for the development of structured opportunities of
institutional learning including project monitoring and evaluation,
highlighting success stories and lessons learnt and development of good
practices.
6. Supervision
- Supervise
the work, support and mentor staff under his or her supervision, including
Deputy Programme Officers, Programme Assistants and interns.
Qualifications And Experience
- Degree
in Communications/ Journalism/ Public Relations/Information science
- Minimum
work experience of 5 years' with proven skills in;
- Advocacy
and campaigns.
- Originating
and preparing technical written material and layouts for diverse media
- Editing
work of other professionally written communications
- Producing
and operating media events, conference and related logistical tasks.
- Work
with unique goals, features and audience of each news output
- Project
management and administration
- Work
experience with an NGO will be an added advantage.
Competencies
- Sound
knowledge and understanding of governance related policy issues
- Good
understanding of civil society and networks engaged in advocacy; knowledge
of international institutions likely to be advocacy targets
- Excellent
communication and written skills in English and Kiswahili.
- Public
relations skills.
- Good
understanding of messaging and public positioning; ability to identify
newsworthy issues and stories, media opportunities and outlets
- Creative
response to opportunities in projects with integrated media and advocacy
plans and actions
- Excellent
interpersonal skills, can communicate effectively with a broad range of
people
- Capable
of leading a team with supervision and training; demonstrated ability to
work in partnerships
- Proven
ability to meet deadlines with a high level of creativity and flexibility
