Manager Personnel Licensing Job in Kenya

Kenya Civil Aviation Authority (KCAA) is a State Corporation under the Ministry of Transport.

The Authority is seeking to recruit qualified Kenyan citizens to fill the following position:
Manager Personnel Licensing

Department: Licensing

Reports To: Director, Aviation Safety & Security Standards Regulation
Job Purpose
To plan and direct all aviation licensing activities and operations.
Scope of work / duties / responsibilities
§  Prepare and implement the department’s operational plan and budget to achieve targets in line with the KCAA’s strategic plan.
§  Develop and propose policies, standards, regulations and legislation to ensure that the regulatory framework of the KCAA is aligned and compliant with ICAO annexes as well as other regional and international conventions of which Kenya is a member State.
§  Approve aviation certificates and licences as appropriate and approve Aviation Training Organisations.
§  Register and deregister aircraft.
§  Develop, maintain and direct the management of aviation examinations including medical examinations for licensing purposes.
§  Approve inspection guidance material, manuals and procedures.
§  Advise and guide management and the Industry on the interpretation and application of aviation safety standards and regulations.
§  Provide job descriptions and assign duties to all staff in the department.
§  Conduct regular performance reviews of staff in the department to determine training and development needs and ensure the highest standards of performance and conduct are being adhered to.
§  Work closely with Internal Audit and Quality Management department to ensure good governance and practices in the department and effective implementation of inspection, surveillance and licensing processes.
§  Work closely with human resources department to plan man-power requirements in the department.
§  Review and approve reports and recommendations/rejections for certifications and licenses.
§  Coordinate and liaise with other departments as may be necessary.
§  Prepare and recommend approvals for examiners.
§  Implement State Safety Programme requirements.
§  Identify the licensing/certification requirements and implement appropriate strategies to ensure the technical standards and competence levels are maintained in the delivery of licenses.
§  Enforce the relevant Civil Aviation Regulations and recommends appropriate actions.
§  Perform other duties as may be assigned by the DASSR
Qualifications
§  A Bachelors Degree from a recognised University.
§  At least a Private Pilots licence; or an Air Traffic Controllers Licence; or Aircraft Maintenance Engineer’s licence;
§  Training in management or leadership.
§  Advanced training in personnel Licensing, Safety Oversight Managers Course, and a Masters Degree in a related field will be an added advantage.
Experience
§  At least five years experience in senior role in the aviation sector.
§  Proven experience in financial accountability and people management.
Knowledge and skills
§  Knowledge of standards and regulations, safety audit and safety management programmes.
§  Knowledge of trends in the sector and in other CAA’s, with an ability to benchmark practices for continuous improvement.
§  Strong people management skills, with the ability to guide / correct the performance of others.
§  Ability to plan and budget for resources, human or otherwise, to achieve targets.
§  Written and verbal communication skills.
§  Knowledge of the job requirements of the aviation industry.
§  Proficiency in office suite and desk top publishing tools.
