Job Title: Environmental Health Project Officer– Community Liaison
Department: Health – Environmental Health Project
Reports to: Health Programme Manager
General Description of the Role:
Under guidance and supervision of the Health Programme Manager, the Environment Health Project Officer – Community Liaison will take full responsibility of coordinating all community outreach activities with GOAL partners, relevant government line ministries, local authorities, statutory bodies and community groups.
This will include the coordination and facilitation of focus groups and mapping exercises, training and capacity building of partners,  the collection, analysis and presentation of data and advising in the development of project proposals arising from urban appraisals.
The Project Officer will also assist in the selection of implementing partners, support the implementing partners with community mobilization activities and will support, monitor and evaluate the performance of the partners. The Project Officer will also communicate directly with the provincial administrations, ensuring their support, and will liaise with other GOAL Kenya programme staff in order to ensure that the EH Project contributes positively to a cohesive overall programme.
Position holder will be based in Nairobi and will work in close collaboration with the all GOAL project teams, GOAL partners, relevant government line ministries, local authorities,  statutory bodies and community groups to provide technical advice on as well as monitor and support GOAL’s implementing partners. He or She will also be required to contribute to development of GOAL project proposals, review GOAL partners project proposals documents.
Key Tasks and Responsibilities:
·         Oversee community mobilization, capacity building and awareness creation
·         Contribute to development of GOAL project proposals/concept papers and detailed implementation plans, review GOAL partners project proposal documents.
·         Contribute to development of the partners capacity to implement technical projects by identifying the partners capacity needs, develop and conduct relevant community development training and advice the Health Programme Manager of any other actions to be taken
·         With the support of Health Programme Manager  track GOAL Environmental Health project and Implementing partners indicators,  expenditures against the planned activities and projected/forecast budget (BMT)
·         Preparing detailed WASH implementation plans, monthly work plans and ensuring compliance with GOAL targets
·         Undertaking joint inter agency initiatives by developing and nurturing partnership relationships with other organizations through networking and collaboration
·         Holding development meetings with the local elders, and local administration with a view to supporting  project partners  work
·         Support in identifying implementing partners/ CBOs/ Local institutions and undertaking capacity assessment with the aim of partnership and strengthening implementation Environmental Health project activities.
·         In consultation with the Health  Manager, work with the Health team and partners to improve programme quality by incorporating best practice and lessons learnt.
·         Prepare and timely submit project weekly, monthly quarterly and annual reports and submit Health Programme Manager.

Job Title: Environmental Health Project Engineer
Department: Health – Environmental Health Project
Reports to: Health Programme Manager
General Description of the Role:
Under guidance and supervision of the Health Programme Manager, the Engineer will help to supervise and monitor progress and quality of ALL construction activities in line with GOAL goals and objectives and ensure compliance to GOAL procedures. The Engineer will take overall responsibility of all technical-related aspects of the Environmental Health Project.
Position holder will be based in Nairobi and will work in close collaboration with the all GOAL project teams, GOAL partners, relevant government line ministries, local authorities,  statutory bodies and community groups to provide technical advice on design, cost estimate, implementation of the designed activities, supervise contractors as well as monitor and support GOAL’s implementing partners while developing partner’s capacity. He or She will also be required to contribute to development of GOAL project proposals, review GOAL partners project proposals documents.
Key Tasks and Responsibilities:
·         Develop designs, cost estimate and tender documents for all sanitation and water supply construction works.
·         To coordinate closely with relevant local administration and technical Government Departments and other NGOs doing similar activities in GOAL project locations.
·         Liaise with the Ministry of Public Health and Sanitation, Ministry of Water Resources, Ministry of Public works Technical Officer, consulting engineer in all aspects of the projects.
·         Check the measurement sheet and abstract of cost as per tender document and endorse it.
·         Attend the progress meeting at site and maintain the minutes of meeting.
·         Attend and where necessary initiate final joint inspection for all completed works.  Develop and/or check the final defect list prepared by the consultant/GOAL Partner together with other government departments.
·         Update status of construction activities and the corresponding tables.
·         Prepare ISR (Interim Short Report) and data collection for Quarterly Report.
·         Take full responsibility in verification of the BOQ and recommendation for payment.
·         Monitor the quality of the workmanship together with the GOAL partner/ relevant government line Ministry/consulting engineer
·         Check the tender specifications and ensure that all the specifications are adhered to.
·         In consultation with the Health  Manager, work with the Health team and partners to improve programme quality by incorporating best practice and lessons learnt.
·         Prepare and timely submit project weekly, monthly quarterly and annual reports and submit Health Programme Manager.
·         Assess the capacity of potential contractors and make recommendations.
·         Monitor the progress of construction/reconstruction work as per work plan and ensure compliance with project design, proper construction standards, health and safety requirements and adherence to schedules. It will be the engineers responsibility to ensure that all construction works are completed to the high international standards expected by GOAL and its’ donors and that all records are kept in writing.
·         To develop implementation plans and to ensure these plans and GOAL policies are used in the project implementation, including budget controls, procedures, activity coding etc.
·         To compile and evaluate lessons learnt at the completion of the project
·         To contribute to the design and conduct of an evaluation of the technical components of the project
·         Contribute to development of the partner’s capacity to implement technical projects by identifying the partners capacity needs and develop and conducting relevant technical training and advice the Health Programme Manager any other actions to be taken.
·         Contribute to development of GOAL project proposals, review GOAL partners project proposals documents.
·         To contribute to planning and budgeting for future technical phases of the project
·         Check drawings, cost estimates, site layout plans, specifications prepared by relevant Government line Ministry/ GOAL partner/contractor/consulting engineer.
·         Take care of daily office work and maintain regular and structured update on progress of construction to construction delegate.
·         Work together with relevant Government line Ministry/ GOAL partner/contractor/consulting engineer, during the survey, design and construction of the projects
