Job Title: Programme Manager ESME

Reports to: GVEP International Regional Manager Africa

Based in: GVEP International East Africa Regional Office, Kiganjo House, Rose Avenue, Nairobi, Kenya

Purpose

This is a fixed term contract (20 months) to support the East Africa Regional Office in managing the ESME programme under the World Bank administered Russian fund. The fund is for supporting Energy SMEs in Sub Sahara Africa to strengthen their capacity to provide energy services to poor communities in the SSA region.

GVEP International has $5m in funding to provide technical assistance, business development services and assistance in accessing finance for SMEs in Kenya, Tanzania, Uganda, Rwanda, Mali and Senegal. Government agencies in these countries also receive funding from the Trust Fund to support SMEs through specific programmes which GVEP International has helped design.

The primary focus of the GVEP International programme is on assisting eligible SMEs and projects to access the support being provided through government agencies and ensuring they become sustainable and successful enterprises. Activities also extend to assisting similar SMEs and projects to qualify for finance from other sources, e.g. other government initiatives, donor programmes, banks and/or investors.

Follow up with these various enterprises to enable them to realise their potential is a key part of the GVEP International work plan agreed with the World Bank.

The Role

As Programme Manager, he/she will be responsible for managing the implementation of the ESME programme.

The holder will be responsible for overall progress of the programme as well as technical and financial reporting, ensuring compliance with donor requirements, interfacing with other programmes within GVEP International as well as looking for follow-on work from this programme.

He/she will report to the Regional Manager Africa, also based in the East Africa Regional Office in Nairobi.

Main responsibilities include:
  • Managing the programme on a day to day basis to ensure that its deliverables are met on time in each of the six countries in line with the overall Work Plan agreed with the World Bank;
  • Staff management: Ensure that the programme is adequately staffed with all staff having clear job descriptions, mutually agreed objectives and targets which are reviewed quarterly;
  • Budget Management: Ensuring that all staff, cooperating agencies, beneficiary SMEs and contracted parties are implementing their activities within the allocated budgets;
  • Ensuring there is proper communication and coordination among Government agencies, donor organizations and beneficiary SMEs involved;
  • Procuring consultants and any other services or goods required using agreed procedures to realize the maximum value for the programme;
  • Monitoring: Working with appointed M&E Coordinators to ensure the project progress is happening as planned;
  • Reporting: Ensuring that all required reports, both technical and financial, are delivered on time as agreed with the World Bank and that the reports are of high quality;
  • Harmonization with other GVEP activities and programmes with optimal use of shared resources and realization of synergies with those programmes;
  • Documentation of results: Documenting achievements and developing case studies in coordination with the communications officer;
  • Communication: Organising communication and dissemination activities such as workshops and seminars;
  • Add-on activities: Developing future activities that could complement the programme in line with GVEP International’s vision and mission.
Requirements:
  • Educated to a post graduate degree (MSc/MA) level in a related field.
  • 7 Years experience with international donor programmes, with a strong track-record of delivering programme results;
  • Experience in the energy sector essential including project financing and investment, energy technology and the energy policy environment;
  • Experience working with investment funds and other financial institutions (development banks, commercial banks, microfinance);
  • Experience working closely with donor organisations, ensuring compliance with Grant Agreement requirements;
  • Experience working with Governments and Government agencies;
  • At least 5 years experience of working in the East Africa region;
  • High level of inter-personal skills and ability to communicate clearly verbally and in writing.
The position will require regular travel in particular within East Africa, and occasionally to West Africa.
