Deputy Commissioner for Cooperative Development

Basic Salary Scale: Ksh.94,235 – ksh.120.270 (Job Group ‘R’)
For appointment to this grade, a candidate must have:
1.     served in the grade of Senior Assistant Commissioner for Cooperative Development, Job Group ‘Q’ for a minimum period of three (3) years or in a comparable position in the Public Service;
2.     a Bachelors degree in any of the following disciplines: Commerce, Business Administration, Economics, Cooperative Economics, Statistics, Agriculture, Sociology or Law (LLB) from a recognized university;
3.     a wide experience in the management and administration of Cooperative movement; and
4.     possess a thorough knowledge of financial management control of Cooperative Movement
Duties and Responsibilities
An officer at this level will be responsible to the Commissioner for Co-operative Development for all aspects of Cooperative Development.


Duties and responsibilities will include:


1.     developing   policies  on   all   aspects  of  Cooperative Development;
2.     administrating and coordinating cooperative extensions services;
3.     preparing,   implementing,   monitoring   and   evaluating projects and programmes;
4.     ensuring   proper  management   of  societies  through advisory services;
5.     controlling funds allocated to the department;
6.     training  and   optimal   deployment  of field   technical personnel; and
7.     overseeing of all aspects of Cooperative registration policies.
Senior Assistant Commissioner for Cooperative Development

Basic Salary Scale: Ksh.77,527 – 98,947 p.m. (Job Group ‘Q’)
For appointment to this grade, a candidate must have:
1.     served in the grade of Assistant Commissioner for Cooperative Development Job group ‘P’ for a minimum period of three (3) years or in a comparable position in the Public Service;
2.     a Bachelors degree in any of the following disciplines: Commerce, Business Administration, Economics, Cooperative Economics, Statistics, Agriculture, Sociology of Law (LLB) from a recognized university;
3.     shown a wide experience in. the management and administration of the Cooperative Movement; and
4.     possess a thorough knowledge of financial management and control of Cooperative Movement.
Duties and Responsibilities
An officer at this level will head a Technical division at the Ministry Headquarters and will be responsible to the Deputy Commissioner for Cooperative Development.
Duties and responsibilities will include:
1.     following-up development of projects in the field;
2.     monitoring implementation and evaluating accounting and management systems as well as guidelines for cooperative societies;
3.     ensuring implementation of budgetary provisions for projects;
4.     providing  guidance to field  officers to ensure  that cooperative activities are conducted efficiently;
5.     coordinating    cooperative   credit   programmes   and preparation of the Ministry’s Annual Reports;
6.     planning, controlling and coordinating all cooperative movement   activities   in   relation   to   Registrations, Liquidations, Inspections and Inquiries; and
7.     formulating cooperative policy with regard to legislation.
