Position: Deputy Director – Performance and Productivity

Job Description
The purpose is to enable the Commission to make appropriate decisions aligned to the Commissions motto of rewarding productivity.

Responsibilities
  • Provide leadership in the execution of the Commissions strategy on recognizing
    productivity and performance;
  • Develop and implement strategies, policies, procedures and manuals on productivity and
    performance;
  • Develop effective work plans and undertake continuous performance monitoring and
    reporting on the work plans;
  • Develop, motivate and manage the performance of the team and ensure continuous
    alignment to the values of the Commission.
  • Prepare appropriate budgets for programs and ensure optimal utilization and alignment
    to the Commissions strategic activities.
  • Ensure efficiency of systems, processes and operating procedures to achieve the
    operational excellence that drives the Commission’s objectives.
  • Provide secretarial services to the Commissions committee’;
  •  Adherence to the Service Charter;
  • Identify, monitor, evaluate and mitigate operational and strategic risks of the function.
  • Ensure compliance on all statutory requirements, Government Circulars and Commission
    policies.
  •  Provide regular reports in compliance with internal and external guidelines and
    requirements;
  •  Provide leadership in the development and implementation of a performance and
    productivity-based reward framework;
  • Carry out studies on reward regimes and make recommendations on best practices to
    reward performance and productivity;
  •  Collaborate with the National Productivity and Competitiveness Centre and other
    institutions to determine pay reviews as a factor of productivity;
  • Working in liaison with stakeholders in identifying and implementing clear performance
    indicators for tracking and rewarding performance;
  •  Develop performance and productivity parameters for pay determination;
  • Facilitate the mainstreaming of productivity and performance in reward management;
  • Design a reward mechanism that drives a culture of productivity a culture of continuous
    improvement, underpinned by effective performance management and monitoring;
Qualifications 
  • Master’s degree in Economics, Statistics, Human Resources, Public or Business
    Administration or other relevant field from a recognized university;
  • Relevant work experience of at least ten (10) years with at least four (4) at senior
    management level in a reputable organization;
  • Certificate in Leadership from a recognized institution;
  •  Relevant professional qualification
  •  Meets the requirements of Chapter Six of the Constitution of Kenya
  • Knowledge of public finance management principles and processes;
  • Good numerical and analytical skills;
  • Knowledge of remuneration analysis
  • Demonstrate ability to manage and lead high performing teams.
  •  Ability to deliver results in a complex and dynamic environment.
  • Capacity to demonstrate strategic mind-set and innovation.
  •  Ability to identify customer needs, develop service standards and deliver service
    excellence.

Position Principal Officer, Job Evaluation and Salary Structures
Job Grade: SRC4

Department: Job Evaluation and Salary Structures
Reporting to: Deputy Director, Job Evaluation and Salary Structures
Job Description
To provide technical support in job evaluation, job grading, salary surveys and salary structures in line with the mandate of the Commission.
Responsibilities
  • Execution of the Commission’s Strategy on Job Evaluation and Salary structures;
  •  Implement policies, procedures and manuals on Job Evaluation and Salary Structures;
  •  Implement work plans and undertake continuous performance monitoring and reporting
    on the work plans;
  • Contribute to the preparation of appropriate budgets for programs and ensure optimal
    utilization;
  •  Contribute to the development and implements the functional risk management
    framework.
  • Ensure compliance on all statutory requirements, Government Circulars and Commission
    policies.
  • Carry out job evaluation exercises for both State and Public Offices and ensure successful
    implementation of the adopted recommendations;
  •  Maintain the job evaluation system that is used in the Public Sector;
  • Contribute to the development and review of training curriculum for job evaluation;
  •  Carry out salary surveys to provide benchmark salaries payable to public officers;
  • Develop salary structures for respective public officers ;
  •  Implementation of Job Evaluation grading and salary structures recommendations;
  • Maintain remuneration and grading structure data base of all Jobs in the Public Sector by
    title and grade;
  •  Prepare and submit monthly reports to Supervisor;
  •  Contribute to the development of the Work plan, policies and procedures of the
    Department;
  •  Provide feedback to enhance business processes and initiate process improvement to
    achieve operational excellence.
  •  Develop individual work plans, monitor own performance and seek requisite support to
    ensure delivery of agreed targets
    Minimum Qualifications and Personal Specifications
Qualifications
  • Bachelor’s degree in Social Sciences (Economics, Statistics, Human Resources, Public Administration) or relevant field of study from a recognised university;
  • Master’s degree in Social Sciences (Economics, Statistics, Human Resources, Public or BusinesAdministration) or other relevant field from a recognised university is an added advantage;
  • Relevant work experience of at least eight (8) years in a reputable organization;
  • Meets the requirements of Chapter Six of the Constitution of Kenya
  • Knowledge of public finance management principles and processes;
  •  Demonstrated knowledge in the field of employee and compensation and remuneration
    policy formulation; and
  •  In-depth knowledge in the field of job evaluation and remuneration policy.
  •  Mastery and expertise in design of salary structures.
  •  Ability to deliver results in a dynamic environment.
  •  Demonstrate knowledge in relevant legislation and applicable standards.
  • Excellent analytical and communication skills.
  • Ability to appropriately breakdown complex information into analytical reports

Position: Senior Officer, Evaluation and Salary Structures

Reporting to: Specialist – Job Evaluation and Salary Structures
Job Description
To provide support in job evaluation, job grading, salary surveys and salary structures in line with the Commission’s mandate.
Responsibilities
  •  Implement the Commission’s Strategy and polices on Job Evaluation and Salary structures;
  •  Implement and report on work plans;
  •  Adhere to budgetary allocation;
  •  Implementation of the functional risk management framework.
  • Ensure compliance on all statutory requirements, Government Circulars and Commission
    policies.

 Qualifications
  •  Bachelor’s degree in any of the following discipline: Economics, Statistics, or any other
    equivalent qualification from a recognized university.
  • Proven relevant experience of at least six (6) years, in a reputable organisation.
  • Membership to a relevant professional body;
  • Relevant professional qualification
  • Meets the requirements of Chapter Six of the Constitution of Kenya
  • Be conversant with Public Service Policies and practices on remuneration systems.
  • Good understanding of the Kenyan labour laws.
  •  Knowledge of public finance management principles and processes;
  •  Demonstrated successes in the field of employee and compensation and remuneration
    policy formulation; and
  • Practical knowledge in the field of job evaluation and remuneration policy
  • Ability to deliver results in a complex and dynamic environment.
  • Ability to identify customer needs and deliver service excellence.
  •  Demonstrate knowledge in relevant legislation and applicable standards.
