Responsibilities
Reports to the CEO in all matters related to technical issues in the Council.
The specific duties will entail coordinating:-

·         The development and review of leather sector policies, standards and guidelines.
·         The establishment and management of Leather Parks and Training Centres (Centres of Excellence).
·         Identification and recruiting MSMEs to be trained in production of leather and leather products.
·         The development and review of training curriculum and materials.
·         The assessment of impact of training on MSMEs productivity.
·         The development and review of standards in the leather sector in collaboration with KEBS.
·         Promotion, innovation, product development and branding.
·         Collaboration with County Governments and other Agencies on hides and skins quality improvement.
·         The registration of leather sector players, (Tanneries, exporters/importers, manufacturers, accessories, chemical suppliers and service providers).
·         The inspection and verification of leather and related products’ imports and exports.
·         The promotion of market linkages and access.
·         The marketing of leather parks and centres to attract investment.
·         Environmental compliance in collaboration with stakeholders.
Qualifications
For appointment to this grade, a candidate must;
·         Have a minimum period of twelve (12) years relevant work experience, five (5) of which should be in a management position.
·         Have a Bachelors Degree in leather related field from a recognized institution.
·         Possession of a Masters Degree in leather related field from a recognized institution is an added advantage.
·         Be a member of a professional body, where applicable
·         Have a certificate in Leadership course from a recognized institution.
·         Be proficient in computer applications.
·         Fulfil the requirements of Chapter Six of the Constitution.

Director (Corporate Services)

Reports to the CEO in all matters related to Corporate Services in the Council.
The specific duties will entail:-
·         Overseeing the forecasting and planning of Human Resource and Administration, Corporate Communications and ICT needs.
·         Overseeing the implementation of human resource and ICT regulations and circulars as issued from time to time by the Government.
·         Overseeing the realization of the Council’s Strategic Objectives.
·         Developing, reviewing and implementing administrative policies, strategies and programmes within the Council.
·         Overseeing the overall administration, planning, coordination and execution of all IT functions.
·         Coordinating general administrative services of the Council and prudent utilization of resources.
·         Providing leadership in the human resource and administration function of the Council.
·         Spearheading change management programmes in the Council.
·         Superintend Enterprise Risk Management (ERM) of the Directorate.
·         Mentoring and coaching Directorate staff.
Qualifications

·         Carrying out training needs assessment in leather value chain.
·         Ensure the training Centres are operational and well maintained.
·         Carrying out the identification/recruitment of MSMEs to be trained in production of leather and leather products.
·         Advising on development and revision of training curriculum and materials.
·         Coordinating trainings across the Centres.
·         Ensuring a register of trained MSMEs is maintained.
·         Coordinating follow up and assessment of training impacts on MSMEs productivity.
·         Ensuring appropriate environmental management systems is in place.

·         Consolidating the budget and revised budget as per guidelines issued.
·         Authorizing all expenditure as per set ceilings.

Duties and responsibilities at this level will entail: –
·         Preparing Board Minutes and Papers, Resolutions, Action Points and Reports in a timely manner and ensuring their circulation.
·         Advising the Council on various legal matters and monitoring the compliance of the Council with various regulations issued by the Regulatory Bodies.
·         Advising the Council and coordination with the functional areas in relation to various legal requirements which must be complied with and the legal obstacles which must be overcome in order to obtain the Council’s targeted results.
·         Overseeing and managing compliance issues within the Council.
·         Responsible for the timely release of legal advice to assist the Council in making an informed decision.
