·         Training in footwear and leather goods manufacturing.
·         Preparing training materials.
·         Requisitioning and providing training materials specifications.
·         Monitoring and evaluating the efficient utilization of resources.
·         Participating in continuous evaluation of the trained artisans and entrepreneurs.
·         Preparing training reports.
Qualifications
·         Have at least four (4) years’ experience in footwear and leather goods manufacturing.
·         Have a Certificate in Leather Craft or Trade Test I leather works from a recognized institution.

Senior Leather Industrial Development Officer

·         Carrying out inspection, verification of imports and exports.

·         Promoting appropriate environmental management in the leather sector in collaboration with NEMA.

Human Resource & Administration

Responsibilities
Duties and responsibilities at this level will entail:
·         Forecasting and planning on human resource needs of the Council.
·         Initiating best practices in the management of human resource function.
·         Championing change management programmes in the Council.
·         Managing succession plans of the Council.
·         Monitoring and evaluating the effectiveness of training and development programmes.
·         Leading the Council in formulating and implementing efficient Performance Management Systems.
·         Formulating and reviewing administrative policies, strategies, procedures and systems.
·         Managing service contracts and service level agreements for outsourced services.

·         Maintain a database of MSMEs in leather parks and centres.
·         Market leather parks and centres to attract investment.
·         Ensure environmental compliance in collaboration with stakeholders.
·         Facilitate the provision of shared infrastructure within the parks and centres.

·         Carrying out the identification/recruitment of MSMEs to be trained in production of leather and leather products.
·         Advising on development and revision of training curriculum and materials.
·         Coordinating trainings across the Centres.
·         Ensuring a register of trained MSMEs is maintained.
·         Coordinating follow up and assessment of training impacts on MSMEs productivity.
·         Ensuring appropriate environmental management systems is in place.
Qualifications
For appointment to this grade, a candidate must have:
·         A minimum period of ten (10) years relevant work experience, three (3) of which should be in a management position in the Public Service or Private Sector.

Leather Technician

Responsibilities
·         Operating leather and leather products production/ training machines.
·         Carrying out service and minor maintenance works for the machines.
·         Reporting on service, maintenance and safety incidences.
Qualifications
·         Have a Certificate in Leather Craft or Trade Test Grade III leather works.
OR
·         Have a two (2) years’ experience as a machine operator.
·         Proficiency in computer applications is an added advantage.
·         Fulfill the requirements of Chapter Six of the Constitution.
