Chief Environmental Planning Officer


The National Environmental Management Authority is established under the Environmental Management and Coordination Act (EMCA) CAP 387, as the principal institute of government in the implementation of environmental policies.
Responsibilities
·         Interpreting and implementing human resource management policies, rules, regulations, procedures and systems.

·         Analyzing the utilization of human resources in the Authority and advising on proper deployment.
·         Participating in recruitment process.
·         Undertaking training needs assessment.
·         Payroll management.
·         Updating the Human Resource Manual and Career Progression Guidelines.
·         Coordinating organization development ad job reviews.
·         Analyzing disciplinary cases for relevant disciplinary committees.
·         Coordinating skills audit and making proposals on human resource planning and succession management.
·         Offering counseling services to staff.
·         Coordinating implementation of HIV/AIDS, Gender and Disability Mainstreaming Policies.
·         Analyzing staff performance and career progression and making appropriate recommendations.
·         Supervising general office services.
·         Appraising, supervising & developing staff working under him/her.
Qualifications
·         A Bachelor’s degree in any of the following disciplines :- Human Resource Management, Personnel Management,  Public Administration, Business Administration or any other relevant field from a recognized institution; OR
·         A degree in social science and a post graduate diploma in any of the following disciplines: -Human Resource Management, Human Resource Development, Industrial Relation other relevant field from a recognized institution: AND
·         Master’s degree in any of the following disciplines:-Human Resource Management, Personnel Management, Public Administration, Business Administration or any other relevant field from a recognized institution
·         Member of a relevant professional body.
·         Management Course lasting not less than four (4) weeks from a recognized institution.
·         Demonstrated professional ability, initiative and competence in human resource management.
·         Nine (9) years’ working experience in the Human Resource Management field.
·         Good communication skills.
·         Knowledge in Human Resource Management Information Systems (HRMIS)
·         Leadership skills.
·         Conflict/Problem solving skills.
·         Counselling skills

Principal HR & Administration Officer

The National Environment Management Authority is established under the Environmental Management and Co-ordination Act No. 8 of 1999 (EMCA) as the principal instrument of Government for the implementation of all policies relating to environment.

Principal Wetlands Officer

The National Environmental Management Authority is established under the Environmental Management and Coordination Act (EMCA) CAP 387, as the principal institute of government in the implementation of environmental policies.

Responsibilities:
·         Implementing wetlands, coastal and marine conservation policies and programs
·         Preparing technical reports.

·         Initiating and establishing linkages with partners and stakeholders in order to enhance conservation of coastal, marine and freshwater eco-systems.
·         Monitoring the state of coastal, marine and freshwater resources on a regular basis.
·         Taking inventory of aquatic ecosystems to assist in their proper management, and to identify appropriate measures to prevent or minimize pollution.
·         Collecting and collating information for development of management plans.
·         Liaising with lead agencies, the private sector, NGOs and communities on CMF conservation and management activities.
·         Developing national wetlands inventory; and implementing relevant Multilateral Environmental Agreements (MEAs) and coastal, marine and freshwater programs including donor funded projects.
·         Developing and supervising implementation of management plans for the sustainable utilization and conservation of coastal, marine and freshwater ecosystems.
·         Liaising with the relevant lead agencies and other stakeholders to ensure monitoring and taking inventory of coastal, marine and freshwater ecosystems to assist in their proper management.
·         Identifying and verifying appropriate measures to prevent pollution.
·         Coordinate lead agencies and stakeholders in implementation of coastal marine section activities as per approved NEMA Work Plan
Qualifications:
·         Bachelor’s Degree in any of the following disciplines; Aquatic Ecology (Freshwater),Marine Ecology, Wetland Management, Environmental Science or any other relevant field from a recognized institution
·         Master’s Degree in any of the following disciplines; Aquatic Ecology (Freshwater),Marine Ecology, Limnology, Wetlands Management, Conservation Biology or any other relevant field from a recognized institution
·         Management Course lasting not less than four (4) weeks.
·         Nine (9) years relevant work experience in environmental field.

Environment Officer

Qualifications:
Bachelors’ degree in any of the following field; Environmental Management, Chemistry, Biology, Chemical Engineering, Environmental Engineering, Environmental Studies, Natural Science or any other relevant qualification from a recognised institution.
