Budget/Finance Officers III

Job Group ‘J’
Positions: 4

Responsibilities

·         Gathering, compiling and analyzing information on commitment and expenditure trends and initiating appropriate corrective action as may be required;

·         Compiling information required on budget monitoring and expenditure control including expenditures on salaries and allowances; and
·         Initial processing of reallocations within the budget.

Requirements

·         Must have KCSE C+ and above or its equivalent qualification.
·         A Bachelor’s Degree in Commerce (Finance option), Business Management or Finance, Economics, Business Administration, any other related field OR Any Bachelor’s degree with CPA II

Accountant I
Job Group ‘K’
Positions: 6
The officer will be responsible to the Accountant In charge of the respective unit or section

Responsibilities

·         Executing all the accounting functions relating to the unit assigned.
·         Safe-keeping of unused cheque books and cheque counterfoils.
·         Maintaining cash books.
·         Preparing Statements of Expenditure for donor-funded expenditures.
·         Posting of cash books.
·         Filing of vouchers in an orderly way for ease of retrieval.
·         Safe custody of cash, cashbooks, paid vouchers, and bank statements.
·         Daily balancing of cashbooks.
·         Doing monthly bank reconciliation and clearing all outstanding items in the bank reconciliation
·         Spending in accordance with the available funds or AIE.
·         Ensuring smooth flow of work in the station.
·         Managing cash, including imprest according to regulations.
·         Processing LPOs, payments and payment vouchers.
·         Ensuring payments are in conformity with the existing Government financial regulations and procedures
·         Preparing sectional budget
·         Following up audit issues and ensuring their minimization. xviMaintaining a reliable vote book system
·         Ensuring implementation of internal controls.
·         Ensuring the budget is fully implemented.
·         Ensuring efficient use of financial resources and county assets.

Requirements

·         Must be a holder of a Bachelor’s degree in Finance/Accounting/Busin ess, Administration/Economics and passed CPA II OR must have CPA (K) or ACCA final.
·         Must have two (3) years relevant experience.

The Officer will be responsible to the Accountant in charge of the respective unit or section

·         Reviewing internal control systems in operation and report any weaknesses
·         Undertaking specific audit assignments and preparing detailed audit observations and reports as required by his/her superiors
·         Reviewing internal controls on AIE and revenue
·         Ensuring government physical assets, plant and equipment supplies, stores are recorded in the relevant registers and are in safe custody

Principal Financial Analyst
Job Group ‘N’

Responsibilities

·         Coordinating and analyzing Medium Term Expenditure Framework (MTEF) Budget;
·         Assisting the county departments in costing of Programmes;
·         Incorporating the district’s inputs into the budget process;
·         Communicating approved annual estimates to various departments and ensuring that there is a timely adjustment of work plans commensurate with the resources voted in the budget;
·         Determining performance indicators for programmes;
·         Initial preparation of responses to all budgetary matters including all issues raised by Assembly Oversight Committees

Requirements

·         Must have KCSE C+ and above or its equivalent qualification.
·         Must be a holder of a Bachelor’s degree in Accounting/Finance/ Busines s Administration/Economics from a recognized institution

Principal Accountant
Job Group ‘N’
The officer will be responsible to the Director Accounting Services for efficient management of accounting and reporting services in the county

Responsibilities

·         Advising on all financial accounting and reporting matters
·         Implementing Government accounting standards and policies
·         Designing and developing county accounting systems
·         Developing and ensuring the implementation of internal controls
·         Maintaining accounting systems and records
·         Maintaining the county’s books of accounts
·         Preparing the financial statements including the balance sheet, income and expenditure and cash flows
·         Preparing financial reports in line with County and National Government requirements
·         Supervising all accounting staff posted to the reporting section
·         Facilitating internal and external audit of the financial statements
·         Any other duty as may be assigned

Requirements
