ARC International is an entrepreneurial humanitarian and development
organization that assists displaced people to move from vulnerability to
resilience, from impoverishment to a basic level of well-being, and from
exclusion to inclusion.
The overall objective of ARC International’s Somalia
program is to broaden opportunities for disadvantaged communities in
(particularly women and youth) to pursue a secure and sustainable livelihood;
create an environment that enables social and economic re-integration of Somali
youth into society. ARC takes pride of providing to Somali vulnerable
communities, life-saving and self-reliance assistance including primary and
curative health care, water and sanitation, protection services, restoration of
strategic health and water infrastructure, sustainable use of natural
resources, shelter/housing for returning refugees as well as sustainable
livelihood projects including, microcredit/income generation, women economic
empowerment, technical and vocational training and formal education. ARC has
also taken greater measures to engage the private sector and leverage on
strategic value chains able to unlock economic growth and provide productive
employment that can enhance community resilience. PRIMARY
Purpose of the Position
ARC International with funding support from SSF- Somali Stability
Fund, is implementing fishery development and anti-piracy project in Bargaal,
Bandarbayla and Garacad districts of Puntland. The project aims, creation and
development of sustainable livelihood sources for the youth and women in target
districts thru development of fishery value chain, to enhance the
peace-coexistence among the target community and reduce youth vulnerability to
anti-social behaviors. Accordingly, the project delivers four objectives of
enhancing sustainable fishing capacities, increase income of youth and women
engaged into the industry, expansion of renewable energy and fish handling
facilities, and support and capacity development for target communities and
government authorities. ARC is looking for a Project Officer who will be
responsible for the implementation, coordination and monitoring of the Project
at district levels. The Project Officer will report to ARC Puntland Head of
Office; and will work closely and coordinate with, training providers,
government authorities at the district, private sector, youth and women. As
well as community elders and s/he will be responsible in resolving any
work-related issues at the district level to ensure smooth implementation of
the Project.
Responsibilities
·
Lead the project team in planning for implementation of activities
and monitoring in line with project design at field.
·
Closely work with the PL Head of Office and Program Manager in the
fishery activities in the district.
·
Maintaining good relations with the government administration and
the other relevant stakeholders in the district.
·
Regularly monitoring and report on the implementation status of
the project activities in field including; trainings, establishment of solar
plants and youth and women engagement.
·
Provision of the status of the humanitarian situation in the
district and other contextual issues.
·
Introducing the project to district stakeholders and guiding
prioritization of interventions based on set criteria.
·
Sensitization in target communities on project objectives and
approaches, and beneficiary selection criteria.
·
Lead the selection, registration and verification of
beneficiaries’ families, and collection of baseline data on samples of the
beneficiaries and selection of project activity sites;
·
Organize for participatory meetings with beneficiaries of the
implementation process, effectiveness, identified risks, and effects (positive
and negative) on beneficiaries and markets; Facilitate in selection, signing of
agreements and training for the stakeholders;
·
Facilitate capturing and documentation of key lessons on the
coastline fishery considerations and share with Project manager.
·
Ensure all necessary documentation for monitoring, reporting and
accounting of all projects. • Prepare timely monthly and quarterly reports to
relevant authorities from the respective district.
·
Ensure the implementation of the project in accordance with ARC
strategies and donor guidelines.
·
Execute other duties as signed by the supervisor.
Requirements
·
Bachelor’s degree in Veterinary Science,
Fishery, Agriculture, Social Science, Economics, Project Management or any
relevant field.
·
Minimum of 3 years’ experience with community based, humanitarian
and/or development projects inside of Somalia.
·
Ability to coordinate and initiate project activities among
various stakeholders.
·
Ability to work with different teams, with strong, negotiation,
problem solving and team engaging skills.
·
Excellent communication skills, calm, good sense of humor and a
good team player.
·
Excellent interpersonal skills and demonstrated ability to
establish effective working relations at all levels.
·
Fluency in written and spoken English.

·
Must be able to work independently while being a strong team
player with proven supervisory skills

Lead the youth engagements component of the project; facilitate
the youth tournaments and awareness’.
·
Daily monitor the training activities, fish catches, business
activities. Register and record daily register.
·
Assist the project officers in the monitoring and report on the
implementation status of the project activities in field including; trainings,
establishment of solar plants and youth and women engagement.
·
Assist the project officer in the introduction of the project to
the district stakeholders and guiding prioritization of interventions based on
set criteria.
·
Facilitate the sensitization in target communities on project
objectives and approaches, and beneficiary selection criteria.
·
Support the registration and verification of beneficiaries’
families, and collection of baseline data on samples of the beneficiaries and
selection of project activity sites;
·
Support the project officer facilitate capturing and documentation

·

and/or development projects inside of Somalia.
·

problem solving and team engaging skills.
·
Excellent communication skills, calm, good sense of humor and a

·
Excellent interpersonal skills and demonstrated ability to

·
The position will be based in the target location. So, candidate
from the location are highly encouraged.
