We are seeking organized, highly motivated and results oriented individuals to fill the following positions in the APHIApIus IMARISHA project funded by USAID for the period March 2012 to June 30, 2019 and covering the counties of Garissa, Isiolo, Mandera, Marsabit, Tana River and Wajir in the northern arid lands.
The project works closely with the County Governments, private and faith-based health facilities to support the delivery of quality HIV/TB services, including support to orphans and vulnerable children.
JOB OPENING: County Coordinator / Care and Treatment Officer

JOB TITLE: County Coordinator / Care and Treatment Officer
REPORTING TO: Deputy Chief of Party / Service Delivery Technical Advisor

PHYSICAL LOCATION: Hola (Tana River County)
MAIN PURPOSE OF JOB: The County Coordinator / Care and Treatment Officer is responsible for technical leadership and coordination of the program activities at the county level ensuring delivery of quality services at facility and community levels.
Working under the DCOP/SDTA, the CC/CT Officer reports will ensure technical excellence in delivery of services and achievement of reporting requirements and set targets.
S/he assumes responsibilities as assigned from time to time and takes a leading role in coordination with all key stakeholders and other implementing partners
at County level.
The incumbent will work closely with a CHMT focal person, the CASCO and facility in-charges to ensure sustainable delivery of services beyond the project life.
MAIN RESPONSIBILITIES (KEY AREA and Associated Activities)
Leadership
·         Provide overall leadership of the project at the county level and formulate county quarterly work-plans from the overall project work-plan
·         Convene weekly/ monthly facility based multi-disciplinary teams meetings to monitor project implementation
·         Share issues and challenges arising from the county teams with the Nairobi-based team and work to resolve them to ensure smooth implementation of field activities
Coordination
·         Effectively coordinate the project implementation at the county level alongside the county transition and implementation teams
·         support commodity security meetings at the county level
·         represent the project at the county stake holder forum
Human Resources Management
·         Supervise the human resource for health supported by the project in collaboration with the county and sub county health Management Team
·         Proactively identify appropriate training/ capacity building opportunities for CCs and other Officers that are in line with their performance plans and organization objectives
Monitoring and Evaluation
·         Undertake to routinely track, document and report on project performance
·         Collate and share quality monthly , quarterly and annual reports in timely manner
·         Contribute to the preparation and review of the quarterly performance and annual reports to the donor
·         Participate in the counties joint review meetings to monitor project implementation
·         Support CHMT undertake support supervision
·         Documentation and sharing of best practices /abstract
Provide technical support and guidance to project
·         Participate in relevant county technical working groups and committees, provide feedback and develop networks to support project implementation
·         provide day to day technical support to facility based staff with technical team leads to monitor implementation of activities to meet set national standards and targets ensuring quality and integration of activities. Ensures technical excellence in program implementation.
·         Participate in quarterly USAID and MOH field meetings to monitor progress of project
·         Coordinate response to technical questions raised by USAID/MOH
·         Provide day to day technical mentorship and on job training of the facility based staff at MCH/CCC/TB on HIV care.
·         Ensure that the respective staff providing HIV care in the counties high volume sites provide quality services in respect to national guidelines
·         Ensure continuous supply of commodities: Rapid HIV test kits, ARVS, DBS filter papers and others supplies
·         Ensures that regular CMEs are undertaken in the facilities monthly
·         Support /formation of QA/QI teams in CCC and MNCH to functionality
·         Tracking and ensuring timely support of sample networking to and from the facility with subsequent results
·         Support and report on roll out of the new guidelines requirements: initiate Differentiated care models, PNS, PrEP, Test and Start
·         Support formation and facilitation of PSSGs meetings.
·         Ensure Provision of quality minimum package of care is implemented across all ART sites
REQUIRED QUALIFICATIONS
Education (Academic and Professional requirements)
·         Bachelor degree in health sciences; clinical medicine or
·         nursing with at least 5 years of experience in HIV support project and or
·         Diploma in Clinical medicine and or Nursing with at least seven years’ experience serving in HIV programme with hands on experience at Comprehensive Care clinics.
·         Registered with Relevant registration and regulatory Body
Work Experience
·         Degree in health sciences as above Minimum of 5 years’ experience and diploma holders with minimum of seven years.
·         Knowledge working with the national and county health management system.
·         Having hands on experience serving in comprehensive care clinics offering minimum package of care
Skills/Competency

PHYSICAL LOCATION: Wajir town (Wajir County)
MAIN PURPOSE OF JOB: To coordinate APHIAplus IMARISHA’s support to commodity and laboratory services in Central Support Counties in the Northern Arid Lands. These are Garissa, Isiolo, Mandera, Marsabit, Samburu, Tana River and Wajir Counties.
The incumbent will be expected to offer support to counties by coordinating support through the respective CMLTs and County Coordinators/ C&T Officers.
PRINCIPAL RESPONSIBILITIES
·         Working with the respective County Coordinators/ C&T Officers and CMLTs, supports the functionality of County Commodity Security Committees
·         Conducts laboratory assessments in regard to capacity, quality control, quality assurance and laboratory needs and ensures follow-up on needed corrective and preventive actions
·         Carry out laboratory capacity building, assist in managing laboratory logistics e.g. sample networking and providing technical assistance.
·         Support health care facilities to forecast their reagent needs, offer support towards strengthening of Laboratory infrastructure, equipment, logistics and procurement systems for sustainable and quality services.
·         Provide technical expertise and guidance in the expansion of access to quality laboratory services by strengthening tiered laboratory networks and specimen referral for CD4, HIV early infant diagnosis (EID), HIV viral load, opportunistic disease detection, TB culture, molecular diagnostic/gene Xpert and HIV/TB drug resistance.
·         Support implementation of a quality improvement, data demand and information use framework aimed at improving County level capacity in reporting and utilization of data for enhanced service coverage.
·         Support strengthening of biosafety, infection control, occupational health and safety and medical waste management and will support strengthening of Laboratory Quality Management Systems (QMS) ensuring QA/QC/EQC systems are functional.
REQUIRED QUALIFICATIONS
Minimum Education
·         Bachelor of Science in Medical Laboratory Sciences or Higher Diploma in Medical Laboratory Sciences
·         MUST be registered by KMLTTB
·         Holder of a valid practice license.
Experience
·         At least 5 years post-qualification experience
Experience in ISO15189 standards and training and knowledge in accreditation processes for laboratories is desirable.

PRINCIPAL RESPONSIBILITIES (KEY AREAS and Associated Activities)
M&E System strengthening
·         Lead the design and implementation of the project monitoring and evaluation framework as well as the project information system.
·         Develop and manage the Project‘s Performance Monitoring Plan (PMP) in collaboration with project staff and partners.
·         Support technical staff in M&E functions and manage M&E project staff.
Project Development, Reporting and Documentation
·         Ensure that project performance and accountability data is collected, analyzed and disseminated on a timely basis during quarterly, semiannual and annual reporting of results
·         Lead analysis of project data to assess progress and areas of improvement
·         Develop and maintain systems to collect and analyze information on inputs, outputs, outcomes and impact of the program.
·         Guide reporting processes amongst technical staff and consolidate program reports
·         Lead responses to USAID and PEPFAR for regular and ad hoc reporting requirements
·         Promote learning and knowledge sharing of best practices and lessons learnt both internally and externally.
·         Manage and coordinate quarterly, SAPR and APR reporting processes to USG through DATIM.
Quality Assurance for M&E technical assistance and capacity building
·         Ensure quality, consistency and adherence to standards and best practices for M&E across the project, including data quality and use.
·         Provide guidance and a mechanism to ensure quality assurance is maintained at all levels of programmatic work and particularly at results level by offering technical support during SIMS, DQA and Quality of Care Assessments.
·         Oversee special studies that inform project performance and management including documentation
·         Coordinate continuous updating and review of the project M&E standard operating procedures
REQUIRED QUALIFICATIONS
Education (academic and professional)
·         Master’s degree in relevant discipline, such as public health, mathematics, business, statistics, or international relations.
·         Minimum seven years’ experience designing and implementing monitoring and evaluating activities for complex donor funded programs in developing countries.
·         Experience with USAID PEPFAR funded HIV/AIDs programs preferred.
Skills and Competencies
·         A firm command of the M&E issues with respect to improvements in quality integrated service and support programs.
·         Prior experience setting up and implementing data collection systems that track performance as per the objectives of the project (service integration, performance against each funding stream).
·         Demonstrated analytical skills to measure the outcomes of the project’s activities and support project supervision.
·         Experienced and proficient in writing reports for monitoring and reporting on project outcomes and impacts, including performance monitoring plans for external audiences, and manuscripts for publication.
·         Demonstrated self-starter (i.e., motivation, dealing with pressure, adaptability).
·         Oral and written fluency in English required.
