ABOUT THE ROLE: The main objective of the position will be to provide technical leadership in the implementation of the TJNA Partnership Strategy. This will include leading on the development and coordination of joint projects with members and partners.
The position will also be responsible for mapping and driving TJNA membership and Strategic Partnership growth and be part of joint programming.
KEY RESPONSIBILITIES
·         Develop databases of partners for large projects
·         Provide relevant updates on TJNA processes to external partners
·         Lead in the process of institutionalising external strategic partnerships (including development of relevant memoranda of understanding)
·         Lead the planning and implementation of large projects involving joint programming with members and partners.
·         Prepare periodic reports for joint projects with partners to relevant stakeholders (e.g. donors).
·         Participate in relevant organisational capacity building assessment and produce relevant reports to the Senior Management.
·         Lead the identification process of partners to be encouraged to apply for membership with TJNA.

·         Support the creation and strengthening of national tax platforms.
·         Support the introduction of International Tax Justice Academy and Africa Media Training Programme alumni, with members of the Africa Parliamentary Network on Illicit Financial Flows and Tax and CSOs members of national tax platform for synergised actions on tax advocacy at national level.

PROFESSIONAL QUALIFICATIONS

REQUIRED COMPETENCIES & EXPERIENCE
·         Minimum of three (3) years of work experience in a civil society or NGO setting.
·         A minimum of two (2) years’ experience with donor funded project development and coordination
·         Excellent oral and writing skills in English and French is a must
·         Knowledge of the development context in Africa and globally.

Title of Position: Policy Lead – Tax and the International Financial Architecture (TIFA)

ABOUT THE ROLE: The position is responsible for leading, coordinating, and conducting analysis and research on the policy thematic area of Tax and the International Financial Architecture (TIFA).
As part of the Policy and Research Unit, the post shares in the responsibility towards bringing about changes in the policies, programmes, systems and practices of duty bearers, stakeholders and other target groups, keeping the strategic focus of TJNA and contributing to strengthening the credibility of TJNA in external settings through high quality and topical and relevant policy analysis and research products in this thematic field.
KEY RESPONSIBILITIES
·         Lead and coordinate research on the state of tax systems as it relates to TIFA in order to establish evidence-based dialogues on based on international practices.
·         In liaison with the Deputy Executive Director, lead in the understanding of TIFA issues and inform the view of TJNA on TIFA policy matters within Africa and be able to share and publicise these views with key stakeholders, government, the media and other organisations and at meetings and conferences;
·         Provide leadership among TJNA members in the process of developing the TJNA long-term perspective and strategy in working on international tax while ensuring a high level of understanding and expertise in TIFA issues
·         Produce analytical and research outputs that: (i) inform TJNA positions on TIFA issues; (ii) direct advocacy campaigns; (iii) inform policy at national, regional, continental and global policy; and (iv) influence decision-makers.
·         Manage external consultants and also directly deliver delegated policy and research projects on the TIFA thematic pillar as identified in the annual work plan;
·         Develop and write policy papers and advocacy issue briefs on taxation in collaboration with relevant TJNA staff, members and partners.
·         Contribute to relevant international TIFA policy debates and discussions ensuring TJNA has increasing policy influence.
·         Provide overall TJNA leadership at national, regional, continental, and global processes on TIFA issues such the call for a Global Tax Body under the UN; Monitor and Track the OECD BEPs Process in Africa; Support TJNA’s input into the Financing for Development Process, Lead TJNA’s work in IFF definition via the High Level Panel on IFFs; Engage in national and regional processes on international tax matters in the context of IFFs and Domestic Resource Mobilisation (DRM) and other related matters.
·         Lead TJNA’s participation and engagement on global platforms in advancing the Tax Justice and IFF agenda such as the Financial Transparency Coalition and the Global Alliance for Tax Justice, in both of which TJNA is a leading organisation.

PROFESSIONAL QUALIFICATIONS
·         Minimum – Master’s degree in political science, economics, development economics, international relations, international development, political economy, law or related fields from recognised institution.
EXPERIENCE AND CORE COMPETENCIES
·         Five or more years work experience in the areas of international development, human rights, poverty reduction, tax and development, and social justice, development economics, trade, analysis and research on international tax matters
·         Technical Knowledge of and experience dealing with international tax matters including covering issues such as transfer pricing, trade mispricing, double taxation agreements, Illicit Financial Flows, base erosion and profit shifting, off shore operations
·         Knowledge of and experience working on fiscal governance and taxation issues.

ABOUT THE ROLE: The position-holder is responsible for the implementation of the communication strategy of TJNA as well as the input in the development and lead in the implementation of a capacity building strategy to reinforce TJNA’s advocacy, mobilisation and growth.
KEY RESPONSIBILITIES
·         Establish and maintain contacts with national and international media and develop champions of tax justice issues through person-to-person advocacy, provision of media briefing kits and other TJNA material.
·         Manage the organisation’s website and social media channels.
·         Identify and utilise opportunities for media engagements and organise in collaboration with the relevant officers and where necessary, with TJNA members.
·         Propose media coverage plans for TJNA’s activities to create, enhance and perpetuate relationships with the identified media.
·         To lead in integration of Information Technology and systems to improve efficiency and effectiveness of organization knowledge management.

·         Prepare media advisories, press releases, speeches, talking points, presentations, and other visual aids as necessary to support messaging.

ABOUT THE ROLE: This is a new post that merges TJNA’s work on inequality and the need to align the organisation’s work around the global movement for fairer and equitable tax policies and systems.
The post will be responsible for building on TJNA’s work on inequality and fair tax aimed at achieving the organisational strategic objective of more inclusive and equitable tax systems in Africa by 2020.
The post is responsible for coordinating and implementing the research and policy analysis work agenda of the TJNA’s fair and equitable Taxation area as well as optimise the evidence base of TJNA’s tax justice advocacy work.
As part of the Policy and Research Unit, the post shares in the responsibility towards bringing about changes in the policies, programs, systems and practices of duty bearers, stakeholders and other target groups; keeping the strategic focus of TJNA; and building the credibility of TJNA in external settings through high quality and topical research and analytical products.
KEY RESPONSIBILITIES
·         Provide leadership among TJNA members in the process of developing the TJNA long-term perspective and strategy in working on inequality while ensuring a high level of understanding and expertise in fair tax issues.
·         In liaison with the Deputy Executive Director, lead in the understanding of fair and equitable taxation and inform the view of TJNA on progressive and equitable tax policy matters within Africa ensuring an ability to share and publicise these views with key stakeholders, government, the media and other organisations and at meetings and conference.
·         Keep abreast with global initiatives within the Tax Justice campaign and the international tax agenda and wherever possible, apply them in TJNA’s research and policy analysis work.

·         Review, edit and provide quality oversight to TJNA commissioned research reports and documents.
·         To lead and coordinate TJNA’s work on the Fair Tax Monitor tool that enables cross country comparisons on of fair tax systems. This includes (but not limited to) further development and refining of the tool, organising the work and play an important role in the further development and refinement of the methodology.
·         To coordinate fair tax studies in selected developing countries.

ABOUT THE ROLE
Job Purpose / Objective: The position of Policy Assistant is a new role at Tax Justice Network Africa (TJNA) that sits in the Policy and Research Team within Secretariat.
This position aims to provide analytical and administrative support to the Policy and Research team.
This position will play a critical role in supporting the Policy and Research team achieve its goals and objectives as outlined in TJNA’s Strategic Plan and its annual work-plan.
The role will provide support across the four thematic research areas:
(i) Extractives;
(ii) Fair Equitable Taxation;
(iii) Investments; and
(iv) International Financial Architecture.
This is an evolving role and is geared to developing the analytical, research, and coordination skills of the post-holder.
It further encompasses all elements of TJNA’s work and will offer an opportunity for growth within the Team and the Secretariat.
KEY RESPONSIBILITIES
·         To support the Policy Leads in primary research and data collection for analysis and production of research outputs e.g. briefs, blogs, working papers, Op-Eds and so on
·         To support the Policy Leads in the pulling together literature and reports relevant to TJNA’s thematic areas
·         To work with the Policy Leads to develop datasets that inform TJNA’s research and advocacy agenda as per the Annual Work-plan and Strategic Plan
·         To work with the Deputy Executive Director on emerging research and policy issues in the Tax Justice and Illicit Financial Flows space in order to inform TJNA positions
·         To work with the Deputy Executive Director in the drafting of research, policy positions, and writing pieces for TJNA
·         To support the Policy Team in the coordinating and planning of activities with members of the Network pertaining to the thematic areas
·         To support the Policy Team in collating data and information required for reporting both internally and for development partners
·         To contribute towards periodic reports and planning processes as part of the Policy and Research Team
