The Communications Authority of Kenya (CA) is the regulatory authority for the ICT industry in Kenya with responsibilities in telecommunications, e-commerce, cyber security, broadcasting and postal / courier services. 

CA is also responsible for managing the country’s numbering and frequency spectrum resources as well as safeguarding the interests of users of ICT services. 

The Authority invites applications to fill the following vacant positions: -
 

Officer II / Information Technology 


(2 Positions) 
Reporting to Officer I/Information Technology with the following key responsibilities:
·                     Determining the best solution based on the issue and details provided by customers
·                     Respond to requests for technical assistance in person, via phone, electronically
·                     Walk the customer through the problem-solving process
·                     Direct unresolved issues to the next level of support personnel
·                     Follow-up and update customer status and information
·                     Pass on any feedback or suggestions by customers to the IT Helpdesk team
·                     Identify and suggest possible improvements on policies and procedures governing the IT Helpdesk
·                     Administer IT Help desk system
·                     Prepare quarterly IT Help Desk tickets statistics, status and graphical reports, analysis and recommendations
Qualifications and Experience
·                     Bachelors degree in Information Technology / Computer Science / Management Information Systems.
·                     Minimum of three (3) years relevant experience.
Other Competencies
·                     Customer-service oriented with a problem-solving attitude
·                     Good understanding of computer systems, mobile devices and other IT products
·                     Report writing skills
·                     Interpersonal, written and oral communication skills
·                     A keen interest in IT and developments in the sector
·                     Ability to execute tasks in a high-pressure environment
·                     Understanding of confidentiality issues, and the law relating to them
·                     Proven analytical and problem-solving abilities.


Manager, Information Security 


(1 Position)
 
Reporting to the Director / Information Technology and Enterprise Resource Management, the job holder will be responsible for protecting the Authority’s computers, networks and data against threats, such as security breaches, computer viruses or attacks by cyber-criminals. 

This will involve developing, maintaining and monitoring compliance of all information security policies and procedures. 

The job holder will have the following key responsibilities: -
·                     Undertakes security analysis and risk management
·                     Undertakes penetration tests
·                     Manages internal audits on information security processes, controls and systems
·                     Plans and implements security measures to protect computer systems, networks and data
·                     Responsible for preventing data loss and service interruptions by researching new technologies that will effectively protect the Authority’s network
·                     Creates tests and implements network disaster recovery plans
·                     Performs risk assessments and testing of data processing systems, installing firewalls, data encryption and other security measures recommending security enhancements and purchases
·                     Trains staff on network and information security procedures
Qualifications and Experience

·                     Bachelor’s degree in Information Technology / Computer Science / Management Information Systems.
·                     Minimum of seven (7) years relevant experience
·                     Should be a member of a professional body.
·                     Seven (7) years’ relevant experience, five (5) of which should be in a managerial position.
·                     Possession of relevant postgraduate degree will an added advantage

Manager, Governance and Regulatory Affairs


(1 Position)
 
Reporting to the Director / Legal Services with the following key responsibilities:
·                     Supports the secretarial services function to the Board and Universal Services Advisory Board (USAC)
·                     Ensures that the Board and Council carry out their operations in accordance with the statutory and corporate governance requirements through provision of professional advisory services
·                     Co-ordinates the conduct of legal and governance audits
·                     Supports the planning and co-ordination of Board and Council Evaluation exercises
·                     Facilitates planning and co-ordination of Board & Council activities
·                     Supports timely governance compliance reporting to the various agencies and following up areas of corrective action
·                     Maintains a record of updated laws, regulations, Board & Council Charters, Board & Council minute books, Governance Policies and any other important governance documents that may be required for reference by the Board
·                     Supports compliance and implementation of the Authority’s strategic plan with regard to corporate governance aspects
Qualifications and Experience
·                     Bachelors Degree in Law
·                     Diploma in Law
·                     Registered advocate of the High Court of Kenya
·                     Should be a member of a professional body
·                     Seven (7) years’ relevant experience, five (5) of which should be in a managerial position
·                     Possession of relevant postgraduate degree will be an added advantage
