The Consortium Manager (CoM) will be the principal representative and point of convergence of all SPARK Consortium activities, with the responsibility to facilitate integrated programming.
S/he will work with NRC’s
existing country office in Kenya but will have the leadership for the overall
management of the SPARK-DFID grant, providing strategic and operational
leadership to develop and implement a successful and integrated livelihood
(multi-sectoral) program to all the consortium members.
The CoM will ensure adherence
to overall technical and programmatic quality in implementation, compliance
with DFID rules and regulations, and the timely submission of all deliverables,
including work plans, performance monitoring and evaluation plans, and internal
and external reports.
The CoM will be responsible
for the overall direction and coordination of the activities of all consortium
members.
S/he will ensure the liaison between the Steering Committee (SC) and the Technical Working Groups (TWG).
S/he will represent the
consortium members during external meetings and other fora, responsible to harmonize
the intervention / activities and to oversee the respect of standard and
policies among the implementation.

- Develop
strategies for the Livelihood Consortium project on national level
- Monitor the
Consortium project and ensure high technical quality and synergies
- Identify trends
in conditions/standards and donor priorities and assess better ways to
assist
- Training and
development of staff
- Ensure
adherence to the CC tools and handbooks and other NRC policies
- Develop
partnerships in the humanitarian community and coordinate with authorities
at provincial and ministry level
- Overall
leadership of the consortium management unit (CMU);
- Coordinate
consortium partners and monitor programme activities

Qualifications
- Minimum 7 years
experience from working as a senior Programme Manager in a humanitarian /
recovery context
- Proven
experience in strategic development and program design, planning,
implementation, monitoring and evaluation;
- Demonstrated
technical skills in one of the consortium sector: food security and
livelihood, education, protection and disability;
- Experience with
multipurpose cash and vouchers program modalities
- Experience with
a range of donors, with specific experience and knowledge of DFID;
- Demonstrated
experience in logistics, procurement, HR and finance management, including
grant compliance;
- Experience in
managing and leading projects within partner networks and / or consortia;
- Experience
working with national NGOs partners and local/government authorities;
- Strong M&E
experience, including in complex programmes with high-profile evaluations;
- Experience in
organizational representation, coordination and liaison;
- Experience of
implementing integrated livelihoods programming and of enabling the
development and strengthening of livelihoods strategies
- Experience of
livelihoods assessments and data analysis in humanitarian and recovery
settings
