Preamble: The Coast Water Services Board (CWSB) is a State Corporation in
the Ministry of Water and Irrigation which was established on February 2004
under the Water Act 2002.
The
area of jurisdiction of CWSB covers all the six counties in Coast region
namely; Lamu, Tana River, Kilifi, Mombasa, Kwale and Taita Taveta.
Finance
Manager
One
(1) Post
Terms
of service: 3

Reporting
to Chief Executive Officer
Overall
Purpose: The
purpose of this position is to ensure that all financial resources of the Board
are acquired, disbursed, invested in a prudent manner, fully accounted for and
reported efficiently.
Duties
and responsibilities
- Establish
financial and management systems for the effective implementation of the
Board’s goals and policies.
- Ensure
efficient revenue collection, disbursements, accounting and reporting to
the Chief Executive Officer.
- Prepare
budgets and periodic financial performance reports for the Board of
Directors consideration.
- Overseeing
the production of timely and accurate, monthly, quarterly and management
accounts and other reports for both GOK and donor funds.
- Evaluating
financial viability of WSP’S by evaluating their budgets before approval.
Job
Requirements
- A
Bachelors degree in commerce / Business Administration (accounting or
finance option) from a recognized university.
- Professional
qualification in CPA (k).
- At
least seven (7) years’ experience three (3) of which must be at a senior
Management position.
- Member
of a relevant professional body.
- Familiarity
with donor funded projects and financial reporting is desirable,
- Good
understanding and experience in all aspects of accounting and financial
management including management of donor funds.
- Good
knowledge of computerized financial systems together with experience in
dealing with public sector accounting.
- Ability
to negotiate budgets.
- Age
limit-35-50 yrs
Internal
Audit Manager
One
(1) Post
Terms
of service: 3
years renewable contract
The
Chief Internal Auditor will be reporting administratively to Chief Executive
Officer and functionally to audit committee of the board
Overall
Purpose: Ensuring
the proper controls are in place to ensure the board resources are used
prudently
Duties and responsibilities will include;
- Overseeing
review and development of audit manual, techniques and procedures as well
as ensuring that comprehensive audit programmes are undertaken. The
officer will also approve audit programmes and issue audit report queries
and observations to the Chief Executive Officer.
- Auditing
of water service providers,
- Carrying
out risk assessment and audit planning for high risk areas within board
area of operation.
- Evaluating
of the effectiveness of internal control and systems.
- Be
responsible for designing focused effective strategies for managing risks.
- Provide
assurance that all board activities comply with board policies and
procedures and internal control policies and procedures are adequately
defined.
Job
Requirements
- At
least seven (7) years auditing experience three (3) of which must be at a
senior Management position.
- Be
in possession of a Bachelors of Commerce degree / business related
(Accounting Option) from a recognized institution.
- Professional
qualification in CPA (K).
- Be
a Member of a recognized professional body.
- Have
demonstrated outstanding professional competence in audit work as
reflected in work performance and results.
- Be
of high integrity, a team leader and results oriented.
- Proficient
in computer application skills.
- Age
limit 35- 50 years
Project
Accountant
One
(1) Post

Reporting
to the Finance Manager
Duties
and responsibilities
- Preparation
of financial accounts and statements for various purposes:
- Assist
in preparation of final accounts
- Review
of accounting procedures and practices;
- Projects
accounting
- Interpreting
accounts policies.
- In
addition, the officer will supervise, guide, train, and develop junior
staff working in the section
Job
Requirements
- Be
in possession of Part III of the CPA (K) Examination or its approved
equivalent or.
- A
Bachelors Degree in Business Related disciplines (Accounting or Finance)
from a recognized university will be an added advantage:
- Be
a member of ICPAK
- Have
served as Accountant or in a comparable and relevant position for at least
five (5) years
- Have
demonstrated outstanding professional competence in accounts work as
demonstrated in work performance and results.
- Must
have Knowledge on Microsoft Dynamics (Great Plains (GP)) accounting system
or any other accounting system,
- Familiarity
with donor funded projects and financial reporting is desirable.
- Good
knowledge of computerized financial systems together with experience in
dealing with public sector accounting.
